This New India will possess Smart Cities, Robust Infrastructure, Better Trade Balance, High GDP, Reduced Fiscal Decit, Improved Human Development Index, Empowered Women and Youth, More Job Opportunities, World-class education, Increased Farmers' Income, Adequate Water Supply, Housing for All and so on.
Therefore, the 9th edition of our much-celebrated biennial global event 'Vibrant Gujarat,' has adopted this idea as the umbrella theme ' 'Shaping a New India.' Our cover story this time, details out the new features of the upcoming summit. It also highlights Hon'ble CM's enthusiastic participation in the promotion exercise and his meeting with numerous high-prole and top business and diplomatic leaders during the course.

The magicent 182-m tall Statue of Unity has become the toast of the nation, as expected. Everyday, thousands of people visit the grand architecture to pay homage to the Iron man of India as well as to register their presence at India's new landmark site. Recently, Hon'ble President of India Shri Ramnath Kovind visited the statue and paid his tributes to Sardar Patel. UP Chief Minister Shri Yogi Adityanath, Bihar Deputy Chief Minister Shri Sushil Modi, Maharashtra Governor Shri C. Vidyasagar Rao, US Consul General Mr. Edgard Kagan were among the other prominent people who visited the site. One of our stories, describes the awe generated by the mammoth statue, how it is inspiring Indians and spreading the message of unity all over.
When we plan our future course of action for development, we do not mention the role of our soldiers often, who protect us from external threats and safeguard the peaceful atmosphere, essential for growth and development. In order to pay his respect to the soldiers, Hon'ble CM visited the BSF soldiers at Nadabet and celebrated Diwali. One of our stories captures the visit.

Punveiled the 'Statue of Unity' on October 31, 2018. Since then, thousands of tourists from all over the country
and abroad are coming to Kevadia in Gujarat to
see the world's tallest statue. The fame of this
statue can be estimated from the fact that on
November 10, 2018, 27,000 people recorded
their presence at this grand architecture.

Sardar Patel was the person who took up the
mammoth task of bringing together 562 princely states for a
unied India. Therefore, Sardar Patel is still popular among
the masses with the title of 'Iron Man'. This iron statue of his
is also a message of his strength to the world.
Prime Minister Shri Narendra Modi believes that for
the rst time post independence, India has once again
demonstrated its potential to the world by building 'Statue
of Unity'. Prime Minister Shri Modi says that "After many
years of independence, we did not do anything that could
attract foreign tourists. We talked about the things that our
ancestors had made, such as Taj Mahal and Konark Sun
temple." He also said that 'Statue of Unity' is a manifestation
of the spirit of Sardar Patel's hard work, strong will and his
undying love to serve people. He further said that it is
because of the efforts of Sardar Patel that we are able to
travel from Kutchh to Kohima and from Kargil to
Kaniyakumari without any restriction of boundaries.
'Statue of Unity' is not only playing the role of a
catalyst in fullling Prime Minister Shri Narendra Modi's
dream of ‘Ek Bharat, Shreshtha Bharat' but it is also
spreading awareness of the struggles of unifying the country. It
is pleasant to see that 'Statue of Unity' is establishing a
spirit of unity amongst people coming from all corners of
the country and bowing to the person who has made
highest contribution in establishing sovereignty of India.
The Statue of Sardar Patel also depicts the
contribution of our farmers, who contributed their iron
tools and soil from their agricultural land for making this
iconic statue. In the days to come, 'Statue of Unity' will
not only help India make a mark on the global map of
tourism but it will also preach the path of unity to the
world. 'Statue of Unity' will prove to be a milestone for
the country by its contribution in increasing foreign
tourists' inow which has remarkably increased since past
two years.
The most special thing about this statue is that a lift has
been installed to take the visitors up to the heart of 'Statue of
Unity'. From here visitors can catch a glimpse of River
Narmada which is surrounded by Satpura and Vidhyanchal
hills while reminiscing Sardar Patel's memories and his
ideology of unity. From this site, the view of the Sardar
Sarovar Dam and the valley of owers located there is
unmatched and an amazing sight to witness.

During his visit the the president also witnessed the beauty of the 'Valley of Flowers' along with the 'Wall of Unity' and Museum and Exhibition Halls. He was accompanied by the rst lady of India Smt. Savita Kovind, Hon'ble Governor of Gujarat Shri O. P. Kohli, Chief Minister of Gujarat Shri Vijay Rupani and Union Minister of Railways Shri Piyush Goyal.

border in Nadabet, Banaskantha and wished them a

Vijay Rupani wished the Jawans and their loved ones a
very happy and prosperous Diwali and prayed for the
happiness, well-being and peace of all the people of
Gujarat. After taking a guard of honor from the BSF
Jawans, the Chief Minister joined the soldiers in a special
ceremony at the Temple of Nadeshwari Mata during the
puja and prayed with utmost devotion. Describing the
International Border that runs through Gujarat as
extremely sensitive, Mr. Rupani assured the BSF Jawans
to help and support them in every way required and
possible and stand by their sides on every step of their
way.

nation honours them, boasts of their bravery and bows to their courage. But there are
few who raise questions on the valour of the army. These are the people who ask for
the proof of Indian army's courage.

Shri Vijay Rupani has also initiated programs to
provide basic amenities in Kutch and other desert
areas for soldiers, such as clean drinking water and
mobile towers. In his address to the soldiers the Chief
Minister said, “It is because of the courage, valor and
bravery of BSF Jawans, that the boundaries are safe
and the people are living peacefully in the country. By
meeting the Jawans regularly, we get to know their
problems to which we give top priority. We have
provided basic amenities like clean drinking water and
mobile towers for the Jawans and have also arranged
for the drinking water through pipelines, coolers in
summers and paved roads for them. Very soon they
will also be provided with specialized eye-wear that
will protect the Jawans from the heat and harshness of
the desert area.”
Chief Minister Rupani also launched the
'Seema Darshan' program at zero point of the
Nadabet border. This 'Seema Darshan' program
is inspired from the 'Closing of Gates' ceremony
that takes place at the Wagah Border near
Amritsar. It will give an opportunity to the people
of Gujarat to observe rst hand, the bravery of
BSF Jawans. Speaking to the Jawans, Shri Rupani
further said- “With the 'Seema Darshan' program,
the people of the country can come here and
witness themselves how the border security
personnel always remain alert and stand as a rock

realize the sacrices made by these brave men
and their families and chose to mock their bravery
by calling their sacrice an obligation towards their
duty. Efforts like 'Seema Darshan' program are
made and initiated in order to make the people
appreciate our brave soldiers and to maintain a
sense of pride for our national heroes who have
laid their lives to protect the nation and still continue to do
so with immense dignity.
When it comes to army, whole nation should
speak one language. Political parties or social climbers
must not be allowed to manipulate and abuse the name
of army for their selsh motives. Every citizen must
stand tall with the army along with the political leaders
and commentators to motivate and respect them. In
the aftermath of the surgical attacks that took place after
for us, however difcult the circumstances may be. This
program reinvigorates the sense of patriotism in the
citizens. Even on the festivals like Diwali, these Jawans
stay away from their homes, being true to their duties.

Funding Future GrowthThe marquee event of 9th Vibrant Gujarat Summit
is an exclusive roundtable session with the Prime Minister for Sovereign wealth funds (SWFs) and global long-term investors such as pension funds. The aim of the session is to get these funds to be an integral part of investment for the state and the country's infrastructure needs. Globally SWFs and global pension funds control approximately $120 trillion of long-term assets. A unique event called Gujarat's Sprint to 2022 is being organized to showcase the Hon'ble Chief Minister, Shri Vijay Rupani's vision for advancing Gujarat's position as a premiere investment destination by highlighting Gujarat's transformation by 2022. The event will chalk out Gujarat's history, industrial transformation and will also include landmark achievements of Vibrant Gujarat era. The event will also showcase the excellent healthcare, education and housing facilities that Gujarat offers and will provide attendees an insight into the investment opportunities that Gujarat provides. The Chief Minister will articulate his vision for Gujarat in 2022 in his keynote address along with the agship schemes that the Government of Gujarat has implemented.

Curtain Raiser Creates abuzz in New Delhi and Mumbai
With the Vibrant Gujarat Global Summit 2019 just a
month away, preparations for the grand event have
kicked into high gear. National Roadshows were held in 6
cities across the country. Chief Minister Vijay Rupani
himself led the Government of Gujarat delegations to
New Delhi and Mumbai.
At the Curtain Raiser held in New Delhi on the
16th of November, Shri Vijay Rupani laid out the theme
of the 9th Vibrant Gujarat Global Summit. He said,
“Our vision is to develop and build a 'New India' by
the year 2022 – and achieve the target set forth for
us by our Hon'ble Prime Minster Shri Narendrabhai
Mod i for the 75th ann iversary o f Ind ia ' s
independence.” The goal is to establish India's
infrastructure at-par with the best in the world, with
futuristic smart cities offering high quality of life for its
people. That is why the theme for the Vibrant Gujarat
Summit 2019 is 'Shaping a New India'

to ensure “a transparent, corruption free government
that works for the benet of the people.” Shri Ramesh
Abhishek, Secretary DIPP, credited Gujarat for showing
the way in increasing the ease of doing business, which
when applied at a Central Government level has
powered India's rise up the global ease of doing business
rankings over the last 4 years. Representatives from BASF
India and Suzuki gave a glowing recommendation of the
Gujarat Government's approach to development saying
that the system based governance builds a level of trust
that makes companies want to keep coming back to
Gujarat.

industrialists and personally apprised them of the policies
and investment incentives offered by the Government of

presentations of the investment climate in the state and
chalked out the business opportunities available in
Gujarat. Gujarat is now developing futurist ic
infrastructure projects such as the Special Investment
Regions at Dholera and Mandal-Becharaji; GIFT City;
PCPIR; Coastal Economic Zone in Kachchh; the
Ahmedabad Mumbai Bullet Train as well as India's rst
One-GW offshore wind energy park. With strong
infrastructure already in place in terms of roads, railway
networks, ports, power supply, and gas and water
grids, Gujarat is poised to enter its next phase of
development.

in the warm and hospitable State. Foreign Secretary,
Shri Vijay Gokhale who has worked extensively with
several of the invited dignitaries was present to

On 26 September Union Finance Minister Shri Arun
Jaitley, launched the www.psbloansin59minutes.com
portal. The portal has been developed by the Small
Industries Development Bank of India (SIDBI), with
support from the Department of Financial Services (DFS)
and the Ministry of Finance. This benchmark initiative will
reduce the loan processing time for MSMEs applying for a
loan of up to Rs 1 crore from 20-25 days to an in-
principle approval in just 59 minutes. Following the in-
principle approval, the loan is expected to be disbursed
within 7-8 working days. The aim of the portal is to
leverage technology to minimize human intervention.
With a transparent system in place that cannot be
interfered with by human biases and grievances, the
portal ensures greater trust on part of the public in the
government.
SIDBI along with 5 Public Sector Banks (PSBs)
will grant loans to MSME's with a lending limit of Rs. 1
Crore. The user-friendly platform will also omit the
need to physically submit documents. The portal's

launched an initiative to empower the MSME's and to

credit to small enterprise owners in 3 categories: Shishu
(loans under Rs 50,000), Kishor (loans above Rs. 50,000
upto Rs. 5,00,000) and Tarun (loans from Rs. 5,00,000
to Rs. 10,00,000).

outreach and sales across the country.
Gujarat Global Summit coming up in January, a special
conclave is being organized for MSMEs. This goes to
show that while big-ticket investments might grab
attention, MSMEs will always be given the attention they
deserve in an enterprising state such as Gujarat.

This is the second initiative, initiated by Shri Rupani
that is solely dedicated for workers. Prior to this initiative,
he launched 'Sharmik Annapurna Yojana' for workers to
provide subsidized nutritious food to the families of
workers at 'Kadia Nakas' of the state.
It is notable that the UWIN (Unrecognized
Workers Identication Number) card is also provided
to registered workers in the process of registering
Under the visionary leadership of Shri Rupani, the
government has adopted a sensitive attitude, ensuring the
welfare of workers in every possible way. The result of the
vision and efciency of Shri Rupani is that the Labour Welfare
Board is constantly working towards improving the living
standard of all the workers and the members of their families
through their various welfare schemes and programs.
Nutritious meals including roti, thepla, mix
vegetable, grains, rice, pickles, chutneys, green chilies,
etc are provided to the workers. It is to be noted that the
actual cost of food provided by government to workers is
Rs. 29.50. The State Government pays about Rs.19.50
amount for every meal meaning that every registered
labourer gets the subsidized nutritious meal at a nominal
cost of Rs. 10 only.
In a cheque distribution program organized by the
Gujarat Labour Welfare Board in Ahmedabad, Chief
Minister Shri Rupani distributed the labour assistance
worth Rs. 4.50 crore. In order to ensure adequate health
facilities for the labourers, Shri Rupani also launched ve
new mobile ambulance vans on this special occasion.
Shri Rupani believes that the state's workers have a
leading role in the development of Gujarat. In his
statement, he stated that the workers have a right on the
8 crore assistance scheme of 'Labour Welfare Board'.
Gujarat Government is constantly trying to provide
workers with appropriate remuneration for their work
so that they could enjoy the fruits of their hard work and
can lead a respectable life. The Government has
allocated a budget of Rs. 30 crores to the Labour
Welfare Board for overall development of the workers in
health, education and various other areas. The
Government is trying to organize welfare activities and
programs for workers with a budget of Rs. 100 crores, by
the year 2020.
The objective of 'Shramik Annapurna Yojna'

of the state, working day and night to keep up a
livelihood, has to sleep with an empty stomach. Shri
Rupani wants Gujarat government to always support the
poor, oppressed, and deprived workers of the state and
stand up for their rights not only for the prosperous
industrialists. This is the reason that the schemes being
launched by Shri Rupani have established his image as a
sensitive Chief Minister of the state who gives priority to
the poor and weak.

Every year, school health checkup program is being organized in Gujarat. Medical ofcers examine all the
children of the state upto the age of 14 years, irrespective of them going to school or not. Children with minor illnesses are treated immediately while the children with major illness are referred to respective referral centers where various experts such as eye doctors, physicians, pediatricians, dentists, dermatologists and ENT surgeons examine them and carry out necessary treatments. Children with poor vision are also provided with spectacles.
Shri Rupani interacted with the children of Jambhughoda Kumarshala (boy's school) who were beautifully dressed as doctors. He said that under the Shala Arogya Karyakram, children suffering from serious diseases such as cancer, heart disorders, kidney related ailments, bone marrow transplant and cochlear implant are being provided with services of super-specialty treatment. He further added that this program has achieved 99% success by examining 1.55 crore children in the past one year. Of these, 19.91 lakh children were provided with necessary treatment on the spot and 1.84 lakh children were beneted with referral services. 99,210 children also received spectacles free of charge.
According to Dr. Gaurav Dahiya, Director of National Health Mission, about 14 million school going and non- school going children will be examined in the Shala Arogya and Rashtriya Bal Swasthya Karyakram. More than 1.11 lakh government and private institutions will be involved in this work. Provision has also been made to set up 992 teams of Rashtriya Bal Swasthya Karyakram in the state.
Environment also plays a very important role in the health of children and that is the reason why the government is spreading awareness to increase cleanliness in the state, with the message of 'Health is Wealth' and 'Clean Gujarat – Healthy Gujarat'.
Shala Arogya Karyakram is a part of the state government’s initiative to improve healthcare and education services in Gujarat. This step in turn will help achieve the vision of fast paced economic development. Chief Minister Shri Rupani rmly believes that by following the mantra of 'Jahan Nagrik, Wahan Suvidha', the state government will be able to make signicant difference in the living standard of even the last man in the queue.

Swasthya Karyakram (National Child Health Care Program) from
Jambhugoda district of the state. Speaking on the occasion, he said that the
campaign has been started with the aim of saving children from incurable
diseases, reducing child mortality and giving a new life to thousands of children
of Gujarat.
