The meeting started at 10:15 A.M. with a call to order by the BAC Chairman. The presence of a20
quorum was determined after the checking of attendance was made.21

The reading of the journal of the 25 January 2012 meeting was made and the minutes was23
approved after some minor corrections.24

The order of the agenda for this meeting as stated in the convocation letter dated 31 January26
2012 was followed, to wit:27
1. Review of the bidding documents for purchase of medicines both from local fund and28trust fund for the Municipal Health Office;29
2. Purchase Requests submitted for the week:30a. Mayors Office for the following purchase:31
i. Office supplies; and32ii. Computer spare parts (IT Section);33
b. Municipal Social Welfare and Development Office for Food for Work assistance and34
office supplies ;35
3. Other matters.3637
The first agendum for this meeting, the bidding documents for the two purchases of medicines38
for the MHO, was discussed. The Invitation to Bidders (ITBs), the bid documents, and the Special39
Conditions for the Contract and other attachments were completed by the body until the bid documents40
were finally approved for printing and for disposal to prospective buyers.41

In connection with the bid documents, the BAC approved the increase of 20% on the schedule of43
fees for the sale of eligibility and other documentary requirements from the BAC, which new rate will be44
effective when the minutes of this meeting is approved in the next BAC meeting.45

Next to be discussed by the body were the purchase requests submitted for the week:50a. Mayors Office for the following purchases:51
i. Office supplies; and52ii. Computer spare parts (IT Section); and53
b. Municipal Social Welfare and Development Office for Food for Work assistance and54
office supplies .55

The two purchase requests from the Mayors Office, the purchase of office supplies and one (1)57
set computer, complete with LCD monitor, CPU with specifications, mouse, multimedia speakers, and58
keyboard, were recommended for shopping at the government procurement service (no need for59
PhilGEPS posting), using Art. 57, 1.b. of the revised IRR of RA 9184. BAC resolutions will be prepared and60
signed for the next BAC meeting for these purchases.61

The two purchase requests from the DSWDO were discussed; first for the purchase of office63
supplies was recommended by the BAC for shopping at the government procurement service (no need64
for PhilGEPS posting), using Art. 57, 1.b. of the revised IRR of RA 9184; and second, the request for 2965
sacks of rice to be used as food for work assistance to thirteen (13) barangays, was recommend for66
shopping from outside suppliers (PhilGEPS posting required) using Art. 57, 1.b., of the revised IRR of RA67
9184. For these purchases, BAC resolutions will be prepared and to be signed during the next BAC68
meeting.69

For the other matters, there was a mention by the BAC Chairman about pending purchase71
requests from the Mayors Office for this year, such as the following:72
a. Purchase of 34 units Shallow well pumps, amounting to PhP 112,000.00 ( materials73only); and74
b. Purchase of streetlights materials, amounting to PhP 80,000.00.7576
These two were recommended for rebidding.77

The next matter was regarding the Mayors request to make Liza Flores as a regular BAC79
member. The body cited a regulation from RA 9184 prohibiting non-permanent employees of the LGU to80
become members of the BAC. The body then requested the BAC secretariat to draft a letter to the81
Mayor for approval during the next meeting.82

The last matter to be discussed was the proposed travel to Baguio City by the BAC members to84
attend conference on the topic Transparency in Government Procedures on 21 -25 February 2012. The85
body approved the plan.86

There being no other matters to discuss, the BAC adjourned at 11:45 A.M.88
