• the world has dramatically changed in the last 50 years, with this,
the meaning of security documents has changed
• thread of international terrorism and crime leads to huge demand in
securing such documents to survive as open and free societies
• modern security documents include multiple security elements to
help
against counterfeit; many countries are issuing ID cards and
passports with integrated chip and many security features to protect
against falsification
• Due to this criminals and terrorists are using counterfeighted
breeder documents like birth certificates to get a new identity

Birth certificate – entry to get ID card and passport
According to Interpol, it is easier to counterfeit a birth certificate which mostly is just a piece of paper with nearly no or just a few security elements and to get an ID card or a passport officially rather than trying to counterfeit a modern ID card with a lot of security elements.Therefore, there will be a huge effort to close this weak link by creating paper documents with higher security which need to be inspected, sorted and packed.

3.Security elements
in manufacturing and printing
We can divide the security elements, based on the processes, into production and personalization. In the standard process, you can distinguish as follows:
Security elements are added to each of the processes – but in separate production steps. Most of the time, production and personalization is done in separate locations. These documents are normally personalized locally at a governmental office.

The secure paper will be manufactured and printed in two steps of production. The printing process includes offset, intaglio, guillochs, hotstamp and numbering. In every step of production, the quality of the secure element will be verified.

The solution for the automatic inspection and sorting of secure
papers
DISS – General description
The DISS is the answer from Otto Künnecke to solve the problems of verification and packaging of high security papers like birth certificates and car registration documents.
The DISS inspects, verifies, groups and packs secure documents , creates delivery notes and/or transport labels for shipment to local offices. A database connection guarantees a secure audit and controlled process.
The DISS is fully modular and can be configured and upgraded to your needs with additional functions like ink-jet or thermal printing, labelling, hotstamp or packaging.

DISS – grouping and packagingThe secure papers will be sorted and grouped for the final destination. After grouping, a delivery note will be printed and packed into a package. Defected documents will be rejected.
