This guide provides a clear, concise, and cohesive presentation of cement-bound materials options for 10 specific engineering pavement applications: new concrete pavements, concrete overlays, pervious concrete, precast pavements, roller-compacted concrete, cement-treated base, full-depth reclamation with cement, cement-modified soils, recycled concrete aggregates, and repair and restoration. Each application is presented as a method for meeting specific design and construction objectives that today’s pavement practitioners must accomplish. The benefits, considerations, brief description, and summary of materials, design, and construction requirements, as well as a list of sustainable attributes, are provided for every solution. This guide is intended to be short, simple, and easy to understand. It was designed so that the most up-to-date and relevant information is easily extractable. It is not intended to be used as a design guide for any of the applications identified herein. Recommendations for additional information that can provide such details are given at the end of each solution discussion. The intended audience is practitioners, including engineers and managers who face decisions regarding what materials to specify in the pavement systems they design or manage. The audience also includes city and county engineers, along with the A/E firms that often represent them, and state DOT engineers at all levels who are seeking alternatives in this era of changing markets.

How is this guide unique?Portland cement is the fundamental ingredient in con-crete. When you think of cement, it may be automatic to think of concrete; when you think of cement and pavements, you probably think of cement in conven-tional concrete used for pavement surface layers. But did you know that cement can be used in other pave-ment layers and for other applications? In fact, cement can be used in many other applications for pavement systems.
Pavement systems containing cement-bound layers have been used worldwide for over a century, with great success. Portland cement can be used in virtually every layer in a pavement system. Typical applica-tions include improving the quality of subgrade soils and stabilizing base materials. Integrating multiple cement-based layers into a pavement design may pro-vide a cost-effective method for achieving a stronger, more durable, sustainable pavement. For instance, using a cement-modified soil and cement-treated base as opposed to an unbound granular base placed on an unprepared subgrade can reduce the required thickness of the base material. In addition, a cement-treated base may decrease the thickness needed for the concrete or asphalt surface, resulting in less materials and overall reduced cost.
In addition to being the key constituent of new con-crete pavement and concrete overlay surfaces, other unique surface applications of cement include roller-compacted concrete (RCC), precast pavements, and pervious concrete pavements. Cement is also used in numerous pavement repair techniques, as well as an array of pavement recycling and reclamation applications.
A great deal of research and effort by many sources has gone into developing literature about the indi-vidual pavement applications using cement. With so
many applications, engineers and other practitioners could benefit from one publication that integrates and summarizes all cement-based pavement applications and helps them select and apply appropriate solutions for specific needs. This publication fills that need.

ASTM
ASTM International, originally known as the Ameri-can Society for Testing and Materials, is an interna-tional standards setting organization.
Base
The pavement layer constructed immediately beneath a hot-mix asphalt (HMA) surface and sometimes beneath a concrete surface. Material requirements for this layer are more stringent than those for most sub-base and subgrade layers.
Concrete
An initially plastic (slumpable) mixture created by the combination of cement, coarse and fine aggregates, water, and various chemical admixtures that hardens to a solid material over time.
Concrete pavement
A pavement system in which the surface layer is concrete. Typical concrete pavement systems include a concrete surface over a subbase and subgrade layers.
Fine aggregate
Defined by ASTM C33 as sand with 95–100 percent of the total material passing a No. 4 (4.75 mm) sieve.
Fines
Portion of the soil finer than a No. 200 (75 µm) sieve.
Flexible pavement
A pavement system in which the surface layer is hot-mix asphalt (HMA). Typical flexible pavement systems include an HMA surface over a base, subbase, and subgrade layers.

Concrete Overlays
Overlays are a method of rehabilitating and/or increasing the structural capacity of existing pavements. Bonded overlays are thin (2- to 6-in.) layers of concrete bonded directly to a sound underlying pavement in order to increase structural capacity. Unbonded overlays are used principally when the underlying pavement is in fair to poor condition and are thick (4 to 11 in.) enough to support the traffic loads but recognizing the structural capacity of the underlying pavement.

Rapid placement of the hardened panels can then be conducted within short traffic closure windows.

Cement-Treated Base
Cement-treated base (CTB) is a mixture of aggregate material and/or granular soils combined with engineered amounts of portland cement and water that hardens after compaction and curing to form a stronger, stiffer, and more durable paving material. Cement-treated base is used as a pavement base for flexible pavements or a subbase for concrete pavements.

Full-Depth Reclamation
Full-depth reclamation (FDR) is a technique in which hot-mixed asphalt (HMA) material from the existing pavement is removed, combined with portland cement, and used to create a new and improved base. The FDR base is then topped with a new HMA or concrete surface layer.
• Provide a strong, uniform base/subbase for current and future loading conditions using existing failed asphalt surface and base material.
• Maintain existing grade with minimum material removal or addition.

ConcretepavementshavebeenbuiltintheUnitedStatessincethefirstconcretestreetwasbuiltinBelle-fontaine,Ohio,in1891.Thispavementisstillinser-vicetoday.Concretepavementscanbeveryversatile;theycanbedesignedtohandlethefreezingwintersofMichigan’sUpperPeninsulaorthescorchingheatofNewMexicointheSouthwest.Concretepavementscanbeadurable,economical,andsustainablesolutionformanyapplicationsifpropermaterialmixturesareusedandthepavementstructureisbothdesignedandconstructedproperly.
TherearedifferenttypesofconcretepavementsbuiltintheUnitedStates;however,thetwomostcom-mononesarejointedconcretepavements(JCP)andcontinuouslyreinforcedconcretepavements(CRCP).Eachtypeissuitablefornewconstruction,reconstruc-tion,andoverlaysofexistingroads.
Jointedconcretepavementcanbeeitherplain(JPCP)orreinforced(JRCP).Bothhaveregularlyspacedtransversecontractionjointswithdowelsforloadtransferandlongitudinalconstructionjointsheldtogetherwithtiebars.Concretewillcrack;jointsaredesignedtocontrolwherethesecracksoccur.Theideaistodesignajointspacingthatensuresthatcracksoccurunderthejointsinsteadofrandomlyacrossthepavement.Jointedreinforcedconcretepavementincludeswiremeshand/ordeformedsteelbarrein-forcementthroughouteachslab(theareaboundedbytransverseandlongitudinaljoints).Thereinforcementisintendedtoholdtightanycracksthatmayformwithintheslab.
Continuouslyreinforcedconcretepavementsdonotrequiretransversecontractionjoints,butdoincludetransverseandlongitudinalconstructionjoints.Continuouslyreinforcedconcretepavementscontaincontinuouslongitudinalandtransversereinforcementthroughtheentirepavement(morethanJRCP).Rein-forcementinCRCPisdesignedtocontroltransversecrackwidths;reinforcementkeepscracksheldtightlytogetherandisnotdesignedtohelpcarrytrafficloads.StandardCRCPdesignsareoftenchosenbystates(likeTexas,Virginia,andIllinois)toaccommodatehightrafficandheavyloads.

Theexcellentperformanceofconcretepavementsreliesontheuseofsuitablematerials,anadequatedesign,andsoundconstructionpractices.Bothstruc-turalandfunctionalperformanceisenhancedwhenalloftheseaspectsarecarefullyidentifiedandaccountedfor.Themostinfluentialdesign-relatedvariablesforstructuralperformance(atagivenleveloftraffic)areslabthickness,jointspacing,reinforcement,concretestrength,andsupportconditions.Functionalperfor-manceofthepavementisoftenrelatedtofeatureslikesmoothness,texture,andnoise.Theseareaffected—inpart—bytheconcretepavementtexturealongwiththeconcretematerialusedand,inparticular,itsdurability.
MaterialsMixturesforconcretepavementstypicallyincorporatethefollowingconstituents:ablendofcoarseandfineaggregates,portlandcement,water,andsometimesothercementitiousmaterialssuchasflyashandslagcement,and/orchemicaladmixtures(seeFigure1-3).Thecompatibilityofmaterialsinconcretepavementsisimportantbecauseitwillaffectlong-termpavementperformance.
Ablendofcoarseandfineaggregatesistypicallyusedinconcretepavingmixtures.Theaggregatesareoftennaturalbutcanalsobemanufactured.Coarseaggregatesmayevenincludeapercentageofrecycledaggregates.AfineaggregateisdefinedbyASTMC33ashaving95percentormorematerialparticlespassingthe#4(4.75mm)sieve.ASTMC33alsoprovidesguidelinesontypicalaggregategradationsforconcrete.Moststateshavestandardsandspecifica-tionsthatidentifycertaingradationlimitsforspecificapplicationsandfurtheridentifyalimitforrecycledaggregatecontent.Aggregatesstronglyinfluencecon-crete’sfreshproperties(particularlyworkability)andlong-termdurability.Awell-gradedblendofaggre-gateswillfurtherensurelong-termpavementperfor-mance.Achievingawell-gradedaggregatesupplycanoftenbeattainedbyaddinganintermediate(#8to3/8in.[2.36to9.5mm])aggregate.
Portlandcementgivesthematerialitsstrengthandbindstheaggregatestogether.Therearedifferenttypesofcement,butthemostcommonforpavingincludeTypesI,II,I/II,andIII.TypeIiscommonlyusedinnormalconcretemixtures.TypeIIissimilartoTypeIbutgivesofflessheatandismoderatelysulfateresis-tant.ItiscommontouseaTypeI/IIcementinpavingapplications,whichmeetstherequirementsasbothaTypeIandaTypeII.TypeIIIcementsgainstrength

Itiscommonforpavingmixturestoincludesupple-mentarycementitiousmaterials(SCMs)thatareaddedtothemixturebyreplacingapercentage(eithermassorvolumetric)oftheportlandcementcontent.Thesemayincludeindustrialbyproductslikeflyashorslagcement.Theproportionsinwhichthematerialsareusedusuallyvaryineverydesignandaretypicallyselectedtobalancecost,strengthrequirements,work-ability,anddurability.
Waterforconcreteshouldbepotable(fitforhumanconsumption).Somewaterrecycledfromreturnedconcreteandplantwashingcanbeacceptable.Speci-ficationsformixingwaterinconcretemixturescanbefoundinASTMC1602.Typicalwater-to-cementitiousmaterials(w/cm)ratiosfornormalconcretepav-ingmixturesrangefrom0.40to0.45.Higherw/cmratioswillresultinincreasedworkabilitybutalsolowerstrengthanddecreasedlong-termpavementperformance.
Admixturescommonlyusedinconcretemixturesincludeair-entrainingadmixtures,water-reducingadmixtures,retarders,andaccelerators.Air-entrainingadmixturesareusedtodevelopanairvoidsystemthatisnecessaryforconcretedurability,particularlyinfreeze-thawenvironments.Water-reducingadmixturesareusedtoreducew/cmratioswhileimprovingwork-ability.Retardersdecreasesettimeandaregenerallyusedinhotweatherplacements.Acceleratorsincreasesettimesforcoldweatherconcreting.Theamountofadmixturerequiredforeachdependsontheamountandtypeofcementitiousmaterialused.Itisagoodpracticetofollowthemanufacturer’srecommenda-tionsfordosage.Severaladmixturescanbeusedinonemixture,buttrialbatchesmustberuninordertoensurecompatibility.
Ifdesignedproperlyfortheenvironmentinwhichtheywillbeplaced,concretepavementswilllastalongtime.VariousAmericanConcreteInstitute(ACI)internationaldocuments,theNationalConcretePave-mentTechnologyCenter’s(CPTechCenter)Integrated
Materials and Construction Practices for Concrete Pave-ment (IMCP) Manual,andthePortlandCementAsso-ciation’s(PCA)Design and Control of Concrete Mixturesprovidedetailedrecommendationsofhowtopropor-tionamixtureandensuregoodperformanceinavari-etyofenvironments.Ingeneral,compatiblematerialscoupledwithlowpermeability(i.e.,loww/cmratiosandtheuseofSCMs)andaproperairvoidsystemwillresultingoodlong-termconcreteperformance.
DesignAconcretepavementdesignincludescalculatingarequiredpavementthickness,determiningajointlayout,andidentifyingtherequiredsteelcontent(ifapplicable).ThemostnationallyacceptedmethodforconcretepavementdesignistheAmerican Association of State Highway and Transportation Officials (AASHTO) Design Guide(1993).Amajoreffortiscurrentlyunder-waytoregionallycalibrateandshifttothenewAASHTOMechanistic-EmpiricalPavementDesignGuide(M-EPDG).
OtherdesigntoolssuchastablesfromtheACICom-mittee330reportGuide for the Design and Construction of Concrete Parking Lots, the Continuously Reinforced Concrete Pavement Design and Construction Guidelines(Rasmussen,Rogers,andFerragut2009),andtheAmericanConcretePavementAssociation’sStreetPavesoftwareprogramcanbeusedtoprovidesatisfactoryresults.
Aconcretepavementneedstobethickenoughtowithstandthestressandfatiguecausedbytheenvi-ronmentinwhichitisconstructedandtheloadsunderwhichitmustperformoverananticipatedlifetime.Somecriticaldesigninputsforcalculatingthicknessincludetheestimatedtrafficloadingduringthedesignlife,failurecriteria,concretestrength,andstiffnessanddrainagecharacterizationofsupportinglayers.
ForJCP,thespacingofcontractionjointsisdesignedatintervalssuchthatpotentialvolumetricchangesoftheconcretedonotresultinunintendeddamagetothepavement(i.e.,uncontrolledcracking).TheFederalHighwayAdministration’sHighPerformanceConcretePaving(HIPERPAV)softwarecanbeusedasaneffectivetoolfordesigningproperjointspacing.

Jointedplainconcretepavementtransversecontrac-tionjointsaretypicallyspacedat15to20ft(5to6.1m)inordertocontrolcracking.TransversecontractionjointsinJRCPcanbespacedfartherapart(typicallyabout30to40ft[9to12m])becauseofthesteelcontent.ContractionjointsarenotrequiredinCRCP.Continuouslyreinforcedconcretepavementisdesignedtohaverandomtransversecracksthatareheldtightlytogetherbythereinforcingsteel.Inallconcretepavements,longitudinalconstructionjointsareplacedbetweenlanesandtransverseconstructionjointsareconstructedattheendofeachday’spaving.
Reinforcementusedinconcretepavementsincludesdowels,tiebars,andcontinuoussteelbarsthroughouttheslab.Dowelsprovideloadtransferandverticalsupportforjointedpavementsatthetransversejoints.Tiebarspromoteaggregateinterlockandaremostoftenusedalonglongitudinaljoints.WireordeformedsteelbarreinforcementinJRCPkeepsrandomcracksheldtightlytogether.Designingthereinforcementincludesidentifyingthetype,size,andspacing.Moststatesalreadyhavestandardsandspecificationsforthedesignofpavementreinforcement.Thecriticaldesignfactorsforreinforcementincludepavementthickness,concretematerialproperties,andtypeofsupport.
Asubbaseisusuallyadvisableforheaviertraffickedpavements.Asubbaseinlightdutypavements(e.g.,residentialandcollectorstreetsandparkinglots)isnotalwaysnecessaryanddependsonunderlyingsoils,drainageneeds,andloads.

Batchingistheprocessofmeasuringtheconstituentsbymassorvolumeaccordingtoamixturedesignandintroducingthemintoamixer.Thesizeofthebatchdependsonthecapacityofthemixer.Inmostcases,eitherastationaryoraready-mixplantisusedformixingpavingconcrete,whichisthentypicallytrans-portedtothejobindumptrucksforslipformpaving.Truckmixerscanalsotransportpavingconcretebutareusedmoreoftenforfixed-formplacements.Whenplanningforequipment,itisimportanttoconsider
theproductioncapacityandtypicalhaultimes.Proj-ectsincongestedareas,whichdonotallowforon-siteproduction,mayrequireamixdesignthatpermitsextendedhaulingandplacementtimes.
Concreteisplacedusingslipformorfixed-formpav-ingmethods,dependinguponthenatureoftheproj-ect.Theconcretemixturesrequiredbyeitherplace-mentmethodcanvarysignificantly.Slipformpavingoperationsrequirealow-slumpmixturethatwillnotsloughafterextrusionbythepavingmachine,whilefixed-formpavingoperationsrelyonahigherslumpmixturethatwillfloweasilytofilltheforms.Slipformpavingisgenerallyforplacementsthatrequirehighproductionrates,suchasmainlinepaving.Fixed-formpavingisadaptabletonearlyanyplacementcircum-stance,butbecauseitrequiressettingupsideformstoholdtheconcrete,itisgenerallyusedinirregularsectionswhereslipformpavingisnotpractical.
Contractionjointsshouldbeformedorsawcutassoonaspossibleandaretypicallysawedtoadepthofone-thirdthatofthepavementthickness.Figure1-4depictsthisprocess.ContractorexperienceandtoolssuchastheFederalHighwayAdministrationHIPER-PAVcomputersoftwareprogramcanhelpidentifypropersawcuttimesbasedonmaterials,design,andconstructionmethods.Jointsshouldbesealedwithanappropriatematerial,althoughsomestatesare

Whenused,dowelscanbeplacedinprefabricateddowelbasketsandsecuredinplacepriortopaving.Figure1-5showsfreshconcreteplacedoverdowelbarssecuredindowelbarbaskets.Alternatively,dowelscanbeinsertedintothefreshconcreteduringplacementusingadowel-barinserter(seeFigure1-6).
Thereareseveraloptionsforplacingtiebarsaswell.Atie-barinserteriscommonlyusedtoplacetiebarsbetweenlaneswhentwolanesareconstructedatthesametime.Forlaneadditions,single-piecetiebarscanbedrilledandinsertedintotheexistinghardenedconcreteandepoxiedintoplace.Benttiebarscanalsobeinsertedduringpavingandpulledstraightafterthepavementhashardened.Finally,two-piecetiebars
canbeused,whereone-halfofthetiebarisinsertedduringplacementandlaterthesecondhalfisscrewedintothefirsthalf.

Concreteoverlaysareabletorestorethefunctionofafacilityveryeffectively.Theconstructionofanewsurfaceresultsinsubstantiallyimprovedsurfacechar-acteristicsincludingrideability,improvednoiselevels,andincreasedfriction.Beforeplacementofanoverlaycanoccur,theexistingpavementmustbesufficientlyevaluatedinordertoensureitisagoodcandidateforoverlayconstruction.Therearetwomaintypesofcon-creteoverlays:bondedandunbonded(seeFigure2-1).
Bothoverlaytypescanbeconstructedoverconcrete,flexible,andcompositepavements(seeFigure2-2).
Bondedoverlaysarerelativelythinandconstructeddirectlyontopofexistingpavements.Bondedover-laysrestorethesurfaceandaddsomestructuralcapacitytoroadwaysthataresomewhattomoderatelydistressed.
Unbondedconcreteoverlaysaretypicallythickerthanbondedoverlaysandrequireaseparationlayer(i.e.,bondbreaker).Unbondedoverlaysrestorethestruc-turalcapacityofexistingpavementsthataremoder-atelytosignificantlydeteriorated.
MaterialsThetypeofprojectandtheconstructionscheduledictatetheconcretemixturematerials.Conventionalmixturesshouldbecarefullyselectedtoallowtheresultingmixturetobedense,relativelyimpermeable,andresistanttoenvironmentaleffectsoverthelengthofitsservicelife.Mostagenciesspecifya28-dayunconfinedcompressivestrengthrequirementof4,000psi(28MPa)fortheirpavements.OntheotherFigure 2-1. TypeIandTypeIIcementsarenormallyusedincon-cretemixturesforconcreteoverlays.TypeIIIcementcanbeusedwhenhighearlystrengthisdesired.Vari-ousadmixturesarecommonlyintroducedaswellandincludewaterreducers,airentrainment,andSCMs.Supplementarycementingmaterialssuchasflyashandslagcementimprovetheworkabilityofthecon-crete,increasedurabilityandlong-termstrength,andextendplacementtimeduringhotweather.Amaxi-mumw/cmratioof0.45iscommonforpavementsinamoistenvironmentwithmanyfreeze-thawcycles,althoughlowervaluesareusedtominimizedryingshrinkage.
Aggregatesusedinoverlaysrangefromcrushedstonesandrivergravelstorecycledconcreteaggregateandshouldpossessadequatestrengthandbephysicallyandchemicallystablewithintheconcretemixture.Themaximumcoarseaggregatesizeshouldbeusedinordertominimizepasterequirements,reduceshrink-age,minimizecosts,andimprovemechanicalinter-lockpropertiesatjointsandcracks.
Theseparationlayerinunbondedoverlaysiscriticaltotheirlong-termperformance(seeFigure2-3).A1-in.(25mm)thickconventionalHMAsurfacemix-tureismostcommonlyused.However,theuseofanonwovengeotextileinterlayerhasbeenshowntobeapromisingalternative.Researchandprojectexperi-encehasshownthatnonwovengeotextilesprovide

Concreteoverlayshavebeenshowntoadd15to30yearsofservicelifetoaroadway.Long-termdurabilitywillresultfrompropermaterialsselection,sufficientpre-overlaywork,effectivedesignmethods,andsuc-cessfulconstructionpractices.Pavementmanagementandpreservationactivitiessuchasroutineandpre-ventivemaintenanceandminorrehabilitationshouldbecarefullyconsideredaswellinordertofurtherincreasetheservicelifeofaconcreteoverlay.
DesignThedesignofanoverlayincludescalculatingathick-ness,establishingajointlayout,anddeterminingreinforcementcontent.Thereareseveralstate-of-the-practicedesignmethodsthatarelistedinTable2-1.Inthecaseofanunbondedoverlay,theoverlaydesignmustincludeaninterlayer.
Bonded OverlaysThedesignofabondedconcreteoverlaydependsontheassumptionthattheoverlayandexistingpavementwillbeonemonolithicstructure.
Forbondedoverlays,typicalthicknessesrangefrom2to5in.(50to125mm).Forhigh-trafficroads,a6in.(150mm)bondedoverlayorgreatercanbeconstructed.

Overlayjointwidthsforbondedconcretepavementsareequaltoexistingpavementjoints.Forconven-tionalsaws,transversejointsinbondedoverlaysofconcretepavementsshouldbefulldepthplus0.50in.(13mm).Similarly,longitudinaljointsarecuteitherfulldepthornolessthanhalfofthepavementthick-ness.TransversejointsinbondedoverlaysofHMAandcompositepavementsconstructedusingacon-ventionalsawshouldbecuttoadepthofone-fourthofthepavementthickness(T/4);longitudinaljointsshouldbesawcuttoadepthofone-thirdofthepave-mentthickness(T/3).
Reinforcementsuchastiebars,dowelbars,andotherembeddedsteelproductsaretypicallynotusedforoverlayslessthan6in.(150mm)thick.
Continuouslyreinforcedbondedoverlayshavebeenconstructedbysomeagencies,andinthesecasessteelisplacedatsufficientdepthtoprovideaminimumof3in.(75mm)ofconcretecover.Thesteelcanbeposi-tioneddirectlyontopoftheoldpavement,whichhastheaddedbenefitofeffectivelyrestrainingconcretevolumechangesattheinterface.

Unbondedoverlaysofconcretepavementsrequireaninterlayerasaseparationlayer.Thedesignofthesepa-rationlayeriscriticaltothelong-termperformanceoftheoverlaybecauseithelpspreventreflectivecrackingandallowstheoverlayandexistingpavementstruc-turetomoveindependentlyofoneanother.Drainagemustbeconsideredduringdesignofthisinterlayer.
Themostcommonseparationlayerisa1-in.(25-mm)HMAsurfacemixture;however,anonwovengeotex-tilespecificallymanufacturedforuseasaninterlayerbetweencementitiouslayershasalsobeenusedasanalternative.ThethicknessoftheHMAinterlayerissometimesincreasedslightlyforunbondedoverlaysofCRCP.Anincreaseininterlayerthicknessmayalsoberequirediftheexistingpavementexperienceslargerdegreesoffaulting.Ageotextileisnotagoodalterna-tiveinsuchcases.
ItshouldbenotedthatwhileunbondedoverlaysofHMAorcompositepavementsdonotrequireaninterlayer,ifafull-depthconcretepatchhasbeencon-structedintheexistingpavementitmustbeisolated.Onetechniqueforisolatingthepatchistoapplyadebondingagentormaterial(e.g.,asphaltemulsioncoating)tothesurfaceofthepatchbeforethecon-structionoftheoverlay.
Foranunbondedoverlayofconcrete,manystatestrytomatchthetransversejointsintheoverlaywiththoseintheexistingpavement.However,somestatesintentionallydesigntransversejointsintheoverlayatanoffsetfromthoseintheexistingpavement.Jointspacingsaredesignedbasedonthethicknessoftheoverlay.TypicaljointpatternsforunbondedoverlaysarelistedinTable2-3andTable2-4.Jointdepthsdependonthetypeofsawusedforconstruction.

Placementofconcreteoverexistingpavementsshouldfollowstandardconventionalconcretepavingprac-tices(seeFigure2-5).PlacementoverHMAorcom-positepavementscanbeaccomplishedusingfixed-formorslipformconstructiontechniques.WhenHMAsurfacetemperaturesaregreaterthan120°F(49°C),thesurfaceshouldbecooledbyapplyingwaterinfrontofthepaver;however,nostandingwatershouldbeallowedatthetimeofpaving.Ifthesurfacecan-notbecooledsufficiently,placementmayneedtoberescheduledforanotherpartoftheday.
Curingabondedoverlayandproperlytimedsawcutsarecriticalfactorsnomatterwhattypeofexistingpavementliesbeneathit.Thenewconcretelayerhasahighsurface-to-volumeratiothatmakesitvulnerabletorapidmoistureloss.Curingcompoundsshouldbeappliedattwicetheratetypicalforconventionalcon-cretepracticesandshouldcoatthesurfaceandedgesevenly.Jointsmustbecutassoonaspossibleandcanbeconstructedwithconventionalorearly-entrysaws.Itmaybenecessarytohavemultiplesawsonhandinordertosawcutjointsfastenoughtopreventuncon-trolledcracking.Jointsealantsmaynotberequired.
Unbonded Overlays Beforeanunbondedoverlayisconstructedoveranyexistingpavementtype(i.e.,concrete,HMA,orcom-posite),distressesthatcauseamajorlossofstructuralintegritywillrequirerepair.Hot-mixasphaltandcompositepavementsmaybemilledtocorrectsurfacedefectsthatare2in.(50mm)ordeeper.Aminimumof3to4in.(75to100mm)ofHMAmustremaininplaceaftermillingiftheoverlaydesignthicknessis6in.(150mm)orgreater.Iflessthan6in.(150mm),anoverlayofatleast6in.(150mm)ofremainingHMAisrecommended;otherwise,abondedoverlayshouldbedesigned.
Afterrepair,ifanyarenecessary,thesurfaceissweptorairblown.Iftheexistingpavementisconcrete,thesurfacemustbevoidofanyloosedebrisbeforethebond-breakerinterlayerisconstructed.Hot-mixasphaltandcompositesurfacescanbesimplysweptclean;smallremainingdebrisisnotanissue.
Likebondedoverlays,placementofunbondedover-laysoverexistingconcreteshouldfollowstandardconventionalconcretepavingpractices.PlacementoverHMAorcompositepavementscanbeaccom-plishedusingfixed-formorslipformconstructiontechniques.Thepavementneedstobecooledpriortopaving,whensurfacetemperaturesaregreaterthan120°F(49°C).Dowelbasketsmustbesecuredproperlytotheexistingpavementunlessadowelbarinserterisused.
Curingandsawcuttingfollowsthesamelogicasthatforbondedoverlays:quick,thorough,evenapplica-tionofcuringandproperlytimedsawcutsarecriticaltolong-termperformance.

Perviouspavementcanalsobeusedasasubbaseforconventionalconcrete,atlow-watercrossings,andforrecreationalareassuchastenniscourtsandgreenhouses.

Perviousconcretepavementscanlastformorethan20yearswithnominalmaintenance.Toensureadequatedrainage,routinemaintenanceistypicallyrequired.Theamountofroutinemaintenancedependsontherateofsoilloading.Sweeping,vacuuming,orpowersprayingcanbeusedtomitigatecloggingandrestorepermeability.Thesepavementshavebeensuccessfulinfreeze-thawandsulfateenvironmentswhendesignedandconstructedproperly.Theabilityforperviousconcretepavementstodrainwaterquicklyminimizesthesaturationwithinthevoidsthatcouldotherwisefreezeandcausedamage.Perviousconcreteismoresusceptibletosulfateenvironments;however,ifkeptisolatedfromsulfaterichsoilsorproducedwithSCMs,perviouspavementscanperformsatisfactorily.
MaterialsSeeTable3-1fortypicalvaluesofmaterialpropertiesforperviousconcrete.
Perviousconcreteusesbasicallythesamematerialsasconventionalconcrete.Oneexceptionisthatthefineaggregatecontentislimitedandthecoarseaggregateiskepttoanarrowgradation(seeFigure3-6).Com-monlyusedgradationsofcoarseaggregateincludeASTMC33No.67,No.8,orNo.89.Number89istypicallyusedinmixturesforparkinglotsandpedes-trianwalkways.Roundedorangular(i.e.,crushed)aggregatescanbeusedforperviousconcretemixtures.Maximumaggregatesizeandthetypeofaggregatewillaffectthefinalsurfacetexture.

Designersshouldensurethatpermeabilityissufficienttoaccommodateallrainfallingonthesurfaceoforrunningontoperviousconcrete.Whilethepermeabil-ityofperviousconcretesisafactorindesign,theflowratethroughthesubbaseandsubgrademaybemorerestrictiveandcontroltheamountofwaterleavingthesystem.Thetotalstoragecapacityoftheperviousconcretesystemincludesthecapacityoftheperviousconcretepavement,thecapacityofanysubbaseused,andtheamountofwaterthatleavesthesystembyinfiltrationintotheunderlyingsoil.

Perviousconcreteproductionrequirestightercon-trolofmixtureproportioning.Itisalsoimportanttomaintainaggregatemoistureatsaturatedsurfacedrymoisturecontentduringproduction.Waterabsorbedbythemixturefromaggregatesthataretoodrywillresultinamixthatistoodryforplacementandcom-paction.Toomuchwaterinaggregateswillincreasew/cmanddecreasestrengthanddurability.
Alowslumpandstifferconsistencymaydischargeslowerfromtransitmixersthanconventionalconcrete.Waterreducersandviscosity-modifiedadmixturescanbeusedtoincreaseflowabilityandmaintainstabilityoftheconcreteduringdischargeandplacement.Unitweightorbulkdensitytestsprovidethebestroutinetesttomonitorquality,aswellasseven-daycorestoevaluatethicknessandstrength.
Conventionalformworkistypicallyusedtoplaceperviousconcrete,andplacementshouldbecontinu-ouswithspreadingandstrikeoffactivitiesperformedinarapidmanner.Compactionandfinishingisgenerallyaccomplishedbyaweightedroller-screedthatspinsasitispulledacrossthefreshconcrete.Thespinningtubeprovidessomesurfacecompactionandcreatesasmoothuniformsurface(Figure3-11).Recommendedjointspacingsof20ft(6m)havebeensuggested,althoughsomeinstallationshavehadjointspacingsof45ft(13.5m)ormorewithout

uncontrolledcracking.Becausesettingtimeandshrinkageareacceleratedinperviousconcretecon-struction,jointsareusuallytooledintotheconcretesoonafterconsolidationwitharollingjointtool.
Theopenstructureandrelativelyroughsurfaceofperviousconcreteexposemoresurfaceareaofthecementpastetoevaporation,makingcuringextremelyimportant.Curingforperviousslabsandpavementsbeginsbeforetheconcreteisplaced—thesubgrademustbemoistenedtopreventitfromabsorbingmoisturefromtheconcrete.Afterplacement,fogmist-ingfollowedbyplasticsheetingistherecommendedcuringprocedure,andsheetingshouldremaininplaceuntiltheconcreteachievesadequatestrengthtosupportthetrafficloadwithoutdamagingthesurface(seeFigure3-12).Curingshouldbestartedassoonaspracticallypossibleafterplacing,compacting,andjointing.

RepairorreconstructionofJCPandHMApavementsusingprecastpavementsystemscanbeaccomplishedquickly,duringshortovernightorweekendclosures,thusreducinguserdelayandassociatedcosts.Precastpanelscanbeusedforisolatedfull-depthrepairs,suchasjointreplacements,forsingleormultipleconsecu-tiveslabreplacements,orfortotalreconstructionofanentiresection.
TherearetwoprimarytypesofprecastpavementsystemsusedintheUnitedStatestodate.Thefirst

typeofsystemusesprestressedconcretepanelsthatarepretensionedinonedirectionduringfabricationandposttensionedtogetherintheotherdirectionafterplacementonsite.Theothertypeofsystemisajointedsystem,whichreplicatesconventionalJCPusingprecastpanels.Fortheprestressedsystem,loadtransferbetweenpanelsisprovidedbyposttension-ing;dowelsareusedforthejointedsystem.Decidingonwhichsystemtousewilldependprimarilyonthetypeofapplicationbutalsoonissuessuchascostandcontractorexpertise.
Unlesstheyaretobeusedasatemporarypatch,precastpavementsaredesignedtoperformequaltoorbetterthannewconcretepavement.Whiletheridequalityofthesurfaceasinstalledisacceptableforopeningtotraffic,diamondgrindingcanbeusedtoensurethefinalridingsurfacemeetsthestringentrequirementsforhigh-speedroadways.
MaterialsPrecastconcretehasbeenprovenadurablehigh-performanceproductforbridgeandcommercialbuildingconstruction.Theconcretemixturesusedaresimilartothoseutilizedforotherprecastelementsandarenotrestrictedto“paving”mixtures.However,considerationmustbegiventopavement-specificrequirements,suchasrequirementsforskidresistanceanddurabilityinpotentiallyaggressiveenvironments.Highstrength,lowpermeabilityconcretemixtureswithaloww/cmratioanduniformaggregategrada-tionareusedroutinelybyprecastfabricationplantsandwillgenerallybesuitableforpavementpanelsaswell.
Strengthrequirementsaretypicallynotdifficulttoachieveduetotheneedforrapidproductionofprecastpanelsbyturningoverthecastingbedseverydayoreveryotherday.Typicalprecastpavementmixturesaredesignedforaverage28-daycompres-sivestrengthsbetween4,000and6,000psi(28–41MPa),andhigherstrengthsusuallyachieved.Forprestressedprecastpanels,strengthsof3,000to4,000psi(21–28MPa)aretypicallyrequiredforreleaseofpretensioning.Lowpermeabilitypreventschloridesandothercorrosiveagentsfrompenetratingthecon-creteandreachingthereinforcementandprestressing

DesignForprestressedprecastpavementsystems,thepremisefordesignistofirstcalculatethethicknessthatwouldberequiredforconventionalconcretepavement,thentoreducethatthickness,asmuchaspractical,byadjustingtheprestresslevelssuchthatstressesintheprecastpavementwillbeequivalenttotheconven-tionalconcretepavement.Additionalprestresscanbeaddedtofurtherincreasethedesignlifeofthepave-ment.Precastpanelsaretypicallyaminimumof8in.(200mm)thick,buttheycanbeadjustedasnecessarytomatchthethicknessandcross-sectionoftheexist-ingpavement.
JointedprecastpavementsystemsaretypicallydesignedtoreplicateconventionalJCP.Forrepairorreconstructionprojects,theprecastpanelsaredesignedtomatchthethicknessoftheslabbeingremovedminus1/4–1/2in.(6–13mm)toaccommo-dateirregularitiesinthebasebeneaththepavementslabbeingremoved.Fornewconstruction,thepanelsaredesignedtomatchthethicknessthatwouldbespecifiedforaconventionalconcretepavementdesignbasedonprojectconditions.
Forprestressedsystems,therearetwotypesofjoints:(1)theintermediatejointsbetweentheindividualpanels,and(2)theexpansionjointsattheendsofeachposttensionedsectionofprecastpanels.Theintermediatejointsare“nonworking”jointsthatareposttensionedtogetherandsealedwithepoxyappliedtotheabuttingfacesoftheprecastpanelsduringconstruction.Theexpansionjointsaredesignedtoaccommodateor“absorb”movementduetoexpan-sionandcontractionoftheposttensionedslabs.
Forjointedsystems,doweledjointsareusedsimilartoconventionalJCP.However,itshouldbenotedthatthereisnotanysignificantcontributiontoloadtransferfromaggregateinterlock,asisthecaseforconventionalJCP.Groutormortaristypicallyusedtoensurefullbeddingofthedowelbarsintheprecastpanelsafterinstallationandtofillthejointbetweenthepanels.
Prestressedpanelsaretypicallydesignedwithminimalnonprestressedreinforcement.Thisisbecausepre-stressinghelpstominimizeoreveneliminatecrack-ingthroughso-called“elasto-plastic”behavior,whichhelpskeepanycracksthatdoformtightlyclosed.Jointedprecastpanelsaretypicallyheavilyreinforcedwithtwomatsofmildsteelreinforcementtopreventanycracksthatmayformduringhandlingorfromwideningoverthelifeofthepavement.
Subbaselayers,ifincludedintheprecastpavementdesign,shouldbedesignedtoprovideuniformsup-port.TypicalbasematerialsincludeHMA,crushedstone,stonedust,andleanconcrete.
ConstructionPrecastpavementconstructionencompassesprefabri-cationoftheconcretepanelsandsubsequentplace-mentatthejobsite.
Theprefabricationprocessincludessettinguptheformstoverystricttolerances,securingreinforcement,prestressing,andaddingotherembedmentswithintheforms.Nextintheprefabricationprocessisplac-ingconcreteintotheforms(Figure4-4andFigure4-5),screeding,texturing,andcuringtheconcrete.Finally,removingthepanelsfromtheforms,complet-inganyadditionalstepsrequiredbeforeplacement,andstockpilingthepanelsforshipmenttotheprojectconcludestheprocess.
Aprimarybenefitofprefabricationisthehighdegreeofqualitycontrolthatexistsinprecastconcretefacili-tiesalongwiththecontrolledenvironmentunderwhichthepanelscanbeproduced.Thishelpstoensureuniformityofmaterials,workmanship,andadequatecuringfortheprecastpanels.Goodcon-structionpracticesrecommendthatanestablishedprefabricationfacilitybeused,asopposedtoatempo-raryplantsetupnearthejobsite.
Deliveryoftheprecastpanelstothesiteisacriti-calaspectoftheinstallationprocess,andcaremustbetakentoensurethatthepanelsarenotdamagedinanywayduringhandlingorshipping.Figure4-6andFigure4-7showtypicalplacementmethodsforprecastpavementsystems.Providingaflat,uniform,andstableplatformfortheprecastpanelstoreston

E DescriptionRoller-compactedconcretehasasimilarstrengthtoconventionalconcrete,yetitcanbemoreeconomi-cal.PavementswithRCCcanresistruttingandspansoftlocalizedsubgrades.Theywillnotdeformunderheavy,concentratedwheelloads,willresistdeteriora-tionfromfuelorhydraulicfuelspills,andwillremainrigidunderhightemperatures.ThecompressivestrengthofRCCiscomparabletothatofconventionalconcrete,rangingfrom4,000to6,000psi(28to41MPa),withflexuralstrengthranginginvaluesfrom500to1,000psi(3.4to6.9MPa).Thestrengthmakesitabletowithstandhighconcentratedloadsandimpactsfromheavyindustrial,military,andminingapplications,aswellassupportlightvehicletrafficshortlyafterplacement.
Roller-compactedconcretecanbeusedasapavementsurfacelayerforlow-speedroadsandindustrialfacili-tieswheresurfacesmoothnessandappearancearenotamajorconcernascomparedtohighdurability,lowmaintenance,andlowinitialcost(seeFigure5-1).Diamond-groundRCChadbeenusedsuccessfullyonurbanarterialswithoutanyadditionalsurfacetreat-ment.Roller-compactedconcretecanalsobeabaseorsubbaseforhighwaysandotherhigh-speedtrafficroadways(seeFigure5-2andFigure5-3).
Roller-compactedconcretecombinesvariousaspectsofconventionalconcretepavementmaterialspracticeswithsomeconstructionpracticestypicalofflex-iblepavements.Ithasthesamebasicingredientsasconventionalconcrete:cement,water,andaggregates(suchasgravelorcrushedstone),butitistypically

Unlikeconventionalconcrete,RCCisa“drier”mixandstiffenoughtobecompactedbyvibratoryrollers.SincethepastecontentinRCCislower,lessconcreteshrinkageandreducedcrackingfromshrinkage-relatedstressesresult.Inaddition,non-air-entrainedRCCpavementscanprovidereliableanddurableper-formanceinfreeze-thawenvironmentsaslongasthemixisproperlyproportionedwithadequatecementcontentandsoundaggregates.Theconcretemustalsobethoroughlymixed,adequatelycompacted,andproperlycured.

MaterialsThegoalinselectingtheappropriatequantityofmate-rialsforRCCistoproportionthemixsothatthereisenoughpastetocovertheaggregatesandfillthevoids(seeFigure5-5).PrimarydifferencesinproportionsbetweenRCCpavementmixturesandconventionalconcretepavementmixturesarethefollowing:
•Roller-compactedconcreteisgenerallynotairentrained.
•Roller-compactedconcretetypicallyhasalowerwatercontent.
•Roller-compactedconcretetypicallyhasalowerpastecontent.
•Roller-compactedconcretegenerallyrequiresalargerfineaggregatecontentinordertoproduceacombinedaggregatethatiswellgradedandstableundertheactionofavibratoryroller.
•Roller-compactedconcreteusuallyhasanominalmaximumsizeofaggregatenotgreaterthan3/4in.(19mm)inordertominimizesegregationandpro-ducearelativelysmoothsurfacetexture.
Aggregateselectionisveryimportant.Naturalorman-ufacturedaggregatescanbeused.Mineralaggregatesconstituteupto85percentofthevolumeofRCCandplayaninfluentialroleinachievingtherequiredworkability,specifieddensityinthefieldundervibra-torycompaction,compressiveandflexuralstrengths,thermalproperties,long-termperformance,anddurability.Aggregatefinesaretypicallyintherangeof2–8percent,passingthe#200(75μm)sieve.Siltsandclays,however,shouldbeavoided.
CementitiousmaterialsusedinRCCpavementmix-turesincludeportlandcementorblendedhydrauliccementandmayincludepozzolanssuchasflyashandslagcement.TypesIandIIcementsarecommonlyusedinRCCpavements.TypeIIIcanbeusedwhenearlystrengthgainisrequired,andTypeVcanbeusedinareasthathavespecificsoilconditionscallingforthistypeofcement.
Theuseofablendedcement,pozzolans,orslagcementmayhelpimproveworkability,reducethepotentialforalkali-aggregatereaction,extendthecom-pactiontime,andhelpinfreeze-thawconditions.TheuseofflyashinRCCisaneffectivemeansofprovid-ingadditionalfinematerialneededtoensureadequatecompaction,particularlyinthoseRCCmixturesthatcontainstandardgradedconcretefineaggregate.
Watercontentshouldbejustenoughtoensureevendistributionofthepastebutdryenoughtosupportthevibratoryroller(seeFigure5-6).Chemicaladmix-turescanbeused.Higherdosagesofchemicaladmix-turesthaninconventionalconcretemayberequired,andmaterialcompatibilityshouldbeestablishedthroughtrialbatches.
DesignRoller-compactedconcretepavementsfallintotwomaincategories:(1)heavy-dutyindustrialpavements(e.g.,portsandmultimodalterminals),and

E (2)pavementscarryingmixed-vehicletraffic(e.g.,trucksandpassengervehicles).Table7showsalistofdesignmethodologies.ThicknessdesignforRCCpavementsemploysthesamebasicstrategyasforcon-ventionalconcretepavements;however,therearenodowelsorsteelreinforcementinRCCtoaccommodateloadtransfer.Thepavementshouldbethickenoughtoallowforflexuralstressesandfatiguedamagecausedbywheelloadswithinallowablelimits.Fatigueduetoflexuralstressisusedtocalculatetherequiredpavementthickness.TheminimumthicknessofanRCCpavementistypically4in.(100mm).Asingleliftshouldbenothickerthan10in.(250mm).
Baseandsubbaselayerrequirementsaresimilartothoserequiredforconventionalconcrete;however,RCCcanbemoresensitivetothemoisturecontentofgranularsubbases.
Historically,RCCisconstructedwithoutjoints.WhenRCCisallowedtocracknaturally,aggregateinterlockusuallyprovidesadequateloadtransferacrossthecracks.Crackstypicallyoccurat20-to60-ft(6.1-to18.3-m)intervals,dependingontheRCC’spropertiesandpavementthickness.TheprimaryreasonjointsareusedinRCCpavementsistoinitiatecrackloca-tionsortoimproveaestheticsinparkinglots,accessroads,orareasofchannelizedtrafficatspeedsgreaterthan30mph.Figure5-7showsflexuralbeamtesting.
WhenjointsareconstructedinRCC,theyarefewerinnumberandspacedfartherapartthaninconventionalconcretepavements.DowelsortiebarsarenotusedinRCCpavementsforloadtransferthewaytheyareusedinconventionalconcrete;therefore,thedesignerneedstoconsidertheabsenceofloadtransferdevicesinthedesign.Figure5-8showsatypicalRCCdesigncrack.
Whereconcentratedlanetrafficisnotcommon,jointscanbesawedinsquarepatternsusingthetransversespacingof15-to20-ft(4.6-to6.1-m)intervalsforpavementslessthan8in.(200mm)thickand3to4times(infeet)thepavementthickness(ininches)for

ConstructionAcontinuoussupplyoffreshRCCmaterialtothepavementplacementmachineryisnecessaryforproducingaqualityproduct.Therefore,therateofRCCproductionandtransportationcapabilityshouldmatchthespeedofconstructionatthesite(seeFigure5-9).AnRCCmixingfacilitymusthavetheefficiencytoevenlydispersetherelativelysmallamountofwaterpresentinthestiff,drymix.Consequently,therela-tivelydryRCCrequiresrigorousmixingenergiesandbatchingtimestoprovideauniformmixture,whichcanreducetheplant’smixingcapacitywhencomparedtoconventionalconcrete.
Therightmixingequipmentisvitaltoensuringacontinuousandconsistentqualitysupplytothepaver.TherearetwotypesofmixersforRCC:batchtypeandcontinuousmixers.Mostconcretebatch-typemix-ersconsistofatilt(Figure5-10)orfixeddrumandtransitmixers(drybatchready-mixtrucks)(Figure5-11).Thesemixersaretypicallyusedforsmallerprojectsbecauseofthereducedmixingcapacityandlongermixingtime.ContinuousmixersaretypicallyusedforlargerprojectsbecausetheycanproduceRCCatafasterratethanbatchmixers.Typically,RCCisblendedincontinuoushorizontalshaftmixerssuchaspugmills.High-outputpugmillshavethemixingefficiencyneededtoevenlydispersethecementandrelativelysmallamountofwaterusedinthisdriermix(seeFigure5-12).Roller-compactedconcreteistypi-callydeliveredindumptrucks,buttransitmixerscansometimesbeusedforsmallprojects.
Duringplacement,itisimportantthatthesubbaseand/orsubgradebeuniformlymoist.Ingeneral,RCCpavementsareconstructedusingbothasphaltandconventionalconcretepavementconstructiontech-niques.Roller-compactedconcreteistypicallyplacedwithanasphalt-typepaver.Whenconfiguredwithahigh-densityscreed,rollingcompactionisreduced,thusminimizingvariationsinsurfacetoleranceand

PavementswithCTBwillbemuchstrongerthananunstabilized,granularbase.ThicknessesforCTBarelessthanthoserequiredforunstabilizedgranularbasescarryingthesametraffic.Cement-treatedbasecandistributeloadsoverawiderarea(seeFigure6-1),reducingthestressesonthesubgrade.Ithasahighload-carryingcapacity,doesnotconsolidatefurtherunderload,reducesruttinginHMApavements,andisresistanttofreeze-thawdeterioration.
Inapavementsystem,CTBisgenerallyconstructedoverthesubgrade(seeFigure6-2).AnHMAorcon-cretewearingsurfaceisplacedontheCTBtocom-pletethepavementstructure.Thedesignofaconcretesurfacelayermusttakeintoaccountincreasedfric-tionvaluesbetweenthelayers.Insomeinstances,aninterlayerisusedtoreducerestraintstressesandthepotentialforreflectivecracking.SeeFigure6-3foracompletedCTBsectionofroadway.
MaterialsCement-treatedbaseisamixtureofaggregatemate-rial,portlandcement,andwater.Themixtureshouldbedesignedbasedonstrengthandresistancetofreeze-thawandwetenvironments.
TheaggregatematerialusedinaCTBmixturecanbeavarietyofmaterialsorcombinationsthereof.Thesematerialsincludeexistingorborrowedstone,gravel,sand,silt,andcaliche.Recycledconcreteaggregates(RCA)andrecycledasphaltpavementcanalsobeincorporated.Awell-gradedsandyandgravellyaggre-gatematerialblendtypicallyrequirestheleastamountofcementforadequatehardening,whereasanaggre-gatematerialthatisclassifiedaseitherapoorlygradedsandymaterialdeficientinfinesorasiltyand/orclayeymaterialbothrequiremorecementforharden-ing.ManystatespecificationsrequirethataggregatesusedinCTBmeettypicalgradationandAtterberglimitrequirements.
Anyportlandcementtypecanbeused,butTypesIandIIarethemostcommon.Cementcontentdependsonthetypeofaggregatematerialused;

TheengineeringpropertiesoftheCTBmixturearedependentonindividualconstituentmaterialsthatmakeupthemixture(i.e.,aggregatematerialandcementtype),curingconditions,andage.Agemakesadifferencebecausecementwillcontinuetohydrateovertime,whichwillincreasestrength.Generalrangesforcompressivestrength,modulusofrupture,modulusofelasticity,andPoisson’sratioarelistedinTable6-1.
DesignACTBservesasanintegralcomponentofthepave-mentsystem.Itneedstobestrongenoughtowith-standthestressandfatiguecausedbytheenviron-mentinwhichitisconstructedandtheloadsunderwhichitmustperformoverananticipatedlifetime.SomecriticaldesigninputsforcalculatingCTBthick-nessincludetheestimatedtrafficloadingduringthedesignlife,subgradestrength,andCTBstrength.
ThemostcommonapproachfordeterminingCTBthicknessistofollowtheAmericanAssociationofStateHighwayandTransportationOfficials(AASHTO)DesignGuide(1993)procedureforpavementdesign,whichusesastructurallayercoefficienttomodelbasematerial.AmajoreffortiscurrentlyunderwaytoregionallycalibrateandshifttothenewAAS-HTOMechanistic-EmpiricalPavementDesignGuide(M-EPDG).AnotherapproachistousethePortlandCementAssociationproceduregiveninthePCApub-lication“Thickness Design for Soil-Cement Pavements.”
Theabilityofapavementbasetocarryloadsdependsonthestrengthofthebasematerialandthethicknessofthebaselayer.Althoughathin,strongbasecantheoreticallycarrythesameloadasathick,weakerbase,thethicker,weakerbaseisusuallypreferred.Thisisbecausethethin,strongerbaseismorebrittleandmorelikelytocrack,resultinginpotentialreflec-tivecrackinginthesurfacepavement.Onmajorhighways,typicalthicknessesrangefrom6to12in.(150to300mm).
ConstructionConstructionincludesinitialpreparation,process-ing,compaction,finishing,andcuring.ThefollowingparagraphsgiveabriefsummaryofCTBconstruction.
Initialpreparationincludesthefollowingsteps:(1)Shapeareatocrownandgrade;(2)Correctunstablesubgradeareas;(3)Ifnecessary,scarify,pulverize,andprewetthesoil(ingeneral,notmuchpulverizationisrequiredforCTB);and(4)Reshapecrownandgrade.
Processingiscontinuousandaccomplishedinoneday.TherearetwomethodsforprocessingCTB:mixed-in-placeorcentral-plant-mixed.
ForCTBmixed-in-place,cementisplaceddryontothesurfaceofthein-placeaggregateusingamechani-calspreaderattachedtoadumptruckorbulkcementtruck.Thecementmayalsobeplacedonthesurfaceinslurryform.Thein-placeaggregatecanbeeithertheexistingmaterialorborrowedmaterial.Asingle-shaftpulvermixercombinestheaggregateandcement.Ifnecessary,waterisappliedonthesurfaceordirectlyintothemixingchamber.Thesingle-shaftmixerthenmixesthecement,water,andaggregateuntilauniform,thoroughlymixedmaterialisachieved(seeFigure6-4,Figure6-5,andFigure6-6).

TheCTBmixtureshouldbecompactedatoptimummoisturetomaximumdrydensityasdeterminedbypreliminarylaboratorytestingperAASHTOT134orASTMD558,orasdefinedbyprojectspecifications.Vibratory-steelrollers,sheepsfootrollers,orpneu-matic-tirerollersaretypicallyused,dependingonthetypeofaggregatematerialusedintheCTBmixture.
Thefinishingoperationsfollowimmediatelyafteradequatecompactionisobtained.Thegoalofthefin-ishingprocessistoproduceahigh-qualitysurfacethathasadequatecompactionandisvoidofanysoftareasorsurfacecompactionplanes.ThestepsforfinishingCTBalsodependonthetypeofaggregatematerialusedintheCTBmixture.Ingeneral,finishingaCTBmixtureincludesacombinationofshaping,scratchingthesurface,applyingabroomdrag,lightlyapplyingwater,androllingwithapneumaticsteelroller.
Afterfinishing,theCTBmustbeadequatelycured,allowingcementtohydrateandthecement-aggregate

durecanbeused.TypicalthicknessvaluesforFDRrangefrom6to12in.(150to300mm).

Cement-modifiedsoilsarenormallyusedtoimprovematerialpropertiesinthesubgrade.Theycanelimi-natetheneedforextensiveremovalandreplacementofexistingsoils,savingconsiderabletimeandmoney.ThemostcommonapplicationofCMSisasanoptionforsubgradematerialwhenexistingoravailablesoilsareofpoorquality(seeFigure8-1).
TheprimarydifferencebetweenCMSandCTBisthatCTBtypicallycontainsmorecementandisrequiredtomeetcertainstrengthvaluesperspecificationsandtoserveasadurable,freeze-thawresistantmaterial.Cement-modifiedsoilstypicallydonothavetomeetthesamerequirementsforstrengthanddurabil-ity;instead,smallamountsofcementareaddedtomitigateexpansionduetomoisturevariationsandimprovecohesioncausedbypoorsoils.Anadditionalbenefitisanimprovementinstrengthandstiffness.

DesignThedesignofaCMSlayerfocusesoncreatingawork-ingplatformfortheconstructionofbase/subbaseand,subsequently,thesurfacelayer.TheCMSlayer,however,doesnotcontributeappreciablytothestruc-turalcapacityofthepavement.Accordingtomoststateand/orjob-specificspecifications,aCMSlayerisdesignedtomeetcertainAtterberglimitrequirementsasdeterminedbyproperlaboratorytestingmethods.Cement-modifiedsoilsaretypicallynotdesignedtomeetacompressivestrengthrequirement,butratherdesignedtomeetreducedplasticityrequirementsandincreasedCBRvalues.Thedesignwillvary,dependingonexistingsoilproperties.Acommonthicknessof6in.(150mm)hasbeenshowntoprovideanadequateworkingplatformforconstructionofbaseorsubbaselayers.
ConstructionCement-modifiedsoilsareproducedinplaceusingexistingsoils.Cement-modifiedsoilsconstructionconsistsofmixingthecementintothesoilusingmixed-in-placemethods.However,becauseofthecohesivenessofthesoilsomeadditionaleffortmayberequiredforthepulverizationandmixingopera-tions.Wetsoilsmayrequiremultiplemixingpasses.Ifthesoilisdry,pre-wettingandallowingthewatertosoakinmayfacilitatepulverization(seeFigure8-2).IncontrasttonormalCTBconstruction,thetimelimitbetweenmixingandcompactingisnotasstringent,Materials
Cement-modifiedsoilsareprincipallyusedtomodifyfine-grainedsoilssuchassiltsandclaysandgranu-larsoilshavingahighplasticityand/orfinecontent.Cementcontentforeachistypicallybasedoniden-tifyingtheappropriateamountnecessarytomeetspecifications.
MostCMSinvolveshighplasticitysoilssuchasclays.Specificationswilloftenrequireenoughcementcontenttoreducetheplasticityindex(PI)towithinarangeof12to15.Typically,acementcontentof3to4percentwillreducethePIsufficientlyandincreasetheCaliforniabearingratio(CBR)andresistanceval-ues.Thecement-modifiedsoilshouldprovideafirmfoundationforcompactionofthebase/subbaselayeraboveit.

•Mixwithpulvermixer,addingwaterifnecessary,untilahomogeneous,friablemixtureisobtainedthatwillmeetthespecifiedpulverizationrequire-ments(seeFigure8-3).
•Compactwithtamping(sheepsfoot)roller(seeFigure8-4).
•Completesurfacecompactionwithasteeldrum,pneumatictire,orotherappropriatetypeofroller.
•Withgrader,shapeareatofinalcrownandgrade.
•Sealsurfacewithpneumatic-tireroller.
Unlikecement-treatedbases,CMSisoftennotcured.However,curingwithalightwatersprayorbitumi-nouscoatingwillprovidethemaximumbenefitfromthecement.
Sustainability•CMSreduceswastebyallowingtheuseofexistingmaterial.

Recycledconcreteaggregatesareidealforthebottomliftofatwo-liftpavingmixturedesign.Two-liftpav-ingisaconstructiontechniquethatinvolvesplac-ingaconcretesurfacelayerintwoconsecutivelifts.Theprocessissometimesreferredtoas“wet-on-wet”becausethetoplayerisplacedimmediatelyafterthebottomlayer,beforethebottomlayerhardens.Theadvantagetothiskindofconstructionisthatgoodqualityaggregatesareonlyrequiredinthetoplift,whereasaggregatessuchasRCAcanthenbeusedforthelowerlift.
ThequalityofRCAisverydependentonthequal-ityofthematerialfromwhichitwasprocessed.Oldconcretepavementisbrokendownin-place,removed,andcrushedtoproduceRCA.Recycledconcreteaggregatesproducedfromallbutthepoorestqualityoriginalconcretecanbeexpectedtopassthesametestsrequiredofvirginconventionalaggregates.
MaterialsRecycledconcreteaggregates(seeFigure9-1)pro-ducedfromconcretepavementrecyclingcontainsboththeoriginalaggregatesandhydratedcementpaste.Recycledconcreteaggregatescanbeprocessedtoexhibitpropertiesthatmeetthesamegradationrequirementsasvirginaggregatesusedforsimi-larapplications.Recycledconcreteaggregatesmayimproveearlystrengthpropertiesinsomeapplica-tionsbecauseofthecontinuedhydrationofexposed
cementparticlesintheRCA.TherearesomematerialcharacteristicsspecifictoRCAinsomeapplicationsthatshouldbeunderstoodandaccountedforineitherdesignorconstruction.
ConcretepavementscontainingRCAcanresultinincreasedporosityandabsorption,highercoefficientofthermalexpansionandshrinkage,lowerstrengths,andreducedspecificgravitywhencomparedtotheuseofonlyvirginaggregates.Thechloridecontentofrecycledaggregatesshouldbeinvestigatedifthemate-rialwillbeusedinreinforcedconcrete.Toachievethesameworkability,slump,andw/cmratioasinconven-tionalconcrete,mixturesincorporatingRCAtypicallyrequirehigherpastecontentand/orgreateramountsofwaterreducer.InanHMAsurfaceandasphalt-stabilizedbaseand/orsubbaselayers,RCAcanhelptoimprovestabilityandfrictionbuttypicallyrequiresanincreaseinbindercontent.
AsanaggregateinCTBlayers,RCArequiresnospecialconsiderationandperformssimilartovirginaggregate.Recycledconcreteaggregatescanbemoresusceptibletoabrasion.Therefore,whenusedasanaggregateinunboundbaseand/orsubbaselayers,theconstructionprocessshouldbeadjustedasneededforproperhandling.
PavementssufferingfromASRorD-crackingcanberecycled,butspecialattentionmustbegiventoconcretemixturedesign.SupplementarycementitiousmaterialsthatmitigateASRmustbeincorporatedintoconcretemixturedesignswhenASR-distressedRCAisused.D-crackedRCAmustbeprocessedtoproperaggregatesizesforthepreventionoffurtherD-crack-ingdistress.
Whendesignedandconstructedappropriately,pave-mentsbuiltwithrecycledmaterialscanbedurable.Thekeyistodesignamixturewithpropermaterialproportionsfortheintendedapplication.

mechanicalpropertiesoftheconcrete.Asreplacementamountsincrease,dryingshrinkageandcreepwillincreaseandtensilestrengthandmodulusofelastic-itywilldecrease;however,compressivestrengthandfreeze-thawresistancearenotsignificantlyaffected.SpecialcareisnecessarywhenusingfineRCAinconcretemixtures.Onlyamaximumof10to20percentfineRCAhasbeenshowntobebeneficial.RecycledconcreteaggregatescontentinHMAsurfacelayersisnotlimitedifthemixturedesignpropertiesadheretoallspecifiedperformancerequirements(e.g.,abrasion).
Recycledconcreteaggregatescontentforbaseandsubbaseapplicationsisnotasstrict.Ingeneral,awell-gradedRCAcanresultinaverystablesubbase,andRCAcontentinCTBshouldbesuchthatitstillmeetsallperformancerequirements.
ConstructionThestepsrequiredfortheRCAproductionprocessarecrushingandremovingexistingpavementmaterial,removinganyreinforcementand/orothercontami-nants,andprocessingthereclaimedmaterialdowntoappropriateaggregatesizes.Ingeneral,equipmentusedforRCAproductionincludesthefollowing:
•Hand-operatedorvehicle-mountedcrushingdevices(e.g.,hand-heldtools,drophammers/blades,impactbreakers/hammers,etc.)(seeFigure9-2)

Afull-depthrepaircanprovidegoodlong-termper-formance(morethan10to15years)ifthequalityoftherepairisgoodandtherightmaterialsareused.

Partial-Depth RepairsApartial-depthrepairconsistsoftheremovalandreplacementofsmall,shallowareasofdeterioratedconcretepavementatspalledordistressedjoints.Forapartial-depthrepairtobepractical,thedistresstypi-callyhadnotextendeddeeperthanone-thirdofthedepthoftheslab.However,duetotherecentavail-abilityofjointmillingmachinesasa“U”mill,partialdepthrepairshaveextendedtoT/2.Theloadtransferdevices,ifpresent,shouldbefullyfunctional.Figure10-2showsapavementshowingspalling.Spallingcancauserideandnoiseproblemsforthetravelingpublic,
andthuspartial-depthrepairscanremedyfunctionalperformance.Apartial-depthrepairbeginswiththeremovalofdistressedconcretebysawing,chip-ping,and/ormillinguntilsoundconcreteisexposed.Repairmaterialisthenappliedandthesurfacetexturerestored.Finally,curingshouldbeconductedpertherecommendationsspecificforthepatchmaterialused.
StitchingStitchingisarepairmethodforrestoringloadtransferatlongitudinalcracks(seeFigure10-3).Thistypeofrepairisanoptionwhenslabsarenotseverelydis-tressed.Holesaredrilledatadiagonalfromonesideofthecracktotheother.Theangleofthediagonalshouldbeconsistentandmeasurebetween35and45degrees.Epoxyfollowedbyatiebarfillthehole.Thetiebarshouldpassthroughthecrackatmid-depth.Itisimportantnottodamagethesurfaceoftheconcretewhileperformingthistypeofrepair.Surfacedam-agecanbeavoidedbychoosingappropriatedrillingequipmentsuchasahydraulic-powereddrillandabitthatis0.375in.(10mm)greaterthanthediameterofthetiebarthatwillbeinserted.Thesizeofthetiebardependsonslabthickness,angleofhole,andhole’sdistancefromthecrack.

Slabstabilizationrestoresslabsupport,reducespave-mentdeflections,andminimizestheprogressionoffurtherdistress.Thesuccessoftherepairdepends,inpart,onidentifyingtheareaswithlossofsupport.Furthermore,theinjectionofmaterialundertheslabmustbeperformedinsuchawaythatthevoidisadequatelyfilled,whichencouragestheuseofanexperiencedcontractor.Figure10-4showstypicaltasksduringaslabstabilizationrepair,whereholesaredrilledintotheconcreteslab,whichisthenfilledwithgroutmaterial.
Slab JackingSlabjackingisarepairprocedureinwhichaconcretepavementslabisraisedbyapplyingpressurizedgroutbeneaththeslab.Slabjackingisusedtofixlocalizedspotsofsettlementoftenfoundnearfillareas,culverts,andbridgeapproaches.Whendoneproperly,thistechniquecanrestoretheridequalityofapavement,althoughitdoesnotcorrectfaultedjoints.Thegroutmixtureorpolyurethaneusedintherepairshouldbecertifiedforthispurpose.Theprocedureissimilartoslabstabilizationinthatthelocationsshouldfirstbecarefullyidentified.Holesaredrilled,andapumpingsequenceisidentifiedtoachievethedesiredeffect.Materialistheninjected—insequence—sothatthe

Joint ResealingJointresealingconsistsofplacingasealingmaterialinanexistingjointorcracktoreducemoistureinfiltra-tionandminimizeintrusionofincompressibles.Whencracksandjointsarenotproperlysealed,watercansometimesinfiltrateandsaturatethelowerlayersofthepavement.This,inturn,cancausevariouspave-mentdistresses.Sealingmaterialistypicallyaliquid(hotorcold)butcanalsobeanexpansionjointfiller(preformed).Thejointdesigntypicallydictatesthetypeofsealanttobeused.Thedesiredpropertiesofthesealantaredurabilitytotrafficandenvironment,extensibilitythatallowsjoint/crackmovementwithoutrupture,andadhesivenessthatpermitsadherencetothecrackorjointwalls.Ajointresealingprocedurefollowsfivebasicsteps:oldsealantremoval,jointrefacing,jointreservoircleaning,backerrodinstal-lation,andnewsealantinstallation.Thekeyfactorsforthesuccessofthisrepairaretheproperselectionofjoints/cracks,selectionofsealingmaterial,restora-tionofthejointreservoirandshapefactor,reservoirpreparation,andpropersealantapplication.Figure10-5showstheapplicationofjointsealant.
Dowel Bar RetrofitLoadtransferacrosstransversejointshasalwaysbeenafactorcontributingtothelifeofaconcretepave-ment.Steeldowelsareoftenusedtoensureloadtransfer.However,problemscansometimesariseovertime,includingcorrosionandhighbearingstressesthatcanerodethesurroundingconcrete.Onolderconcretepavements,orthosethatweredesignedforlowertraffic,loadtransfermaybeprovidedbyaggre-gateinterlockonly.Overtime,thelossofloadtransfercanmanifestitselfintojointfaultingandslabcrackingandthusshouldberemedied.

transversejoints,theloadtransferisusuallyaccom-plishedbyinstallingdowelbars.Todefinewhetherornotloadtransferisadequate,afallingweightdeflec-tometercanbeusedtoassesstheloadtransfereffi-ciency.Agoodcandidateforrepairisapavementingoodstructuralconditionbutwithpoorloadtransfer(lessthan50to60percent).Pavementswithfaultingbetween0.12and0.5in.(3and13mm)arealsogoodcandidates,asarethosewithlessthan10percentofslabswithmultiplecracks.
Dowelbarretrofitbeginswithslotting,typicallybysawingandchipping.Thejointispreparedandthedowelbaraffixedtoajointinsert.Therepairmaterialisthenplacedandcuredasneeded.Quiteoften,dia-mondgrindingcanbeconductedafteralldowelbarretrofitsarecomplete.Figure10-6displaysaconcretepavementwhereslotshavebeencutandcleanedto
retrofitdowelbars.Notethatretrofittingisoftendoneinthewheelpathsonly.
Diamond Grooving and GrindingDiamondgroovingandgrindingaresurfacetreat-mentsperformedtoimprovethefunctionalcharac-teristicsofapavement.Diamondgrindingconsistsofremovingaverythinlayerofthesurfaceusingasetofcloselyspaceddiamondsawblades.Theresultofthistechniqueincludesimprovementstosmoothness,fric-tion,andnoise.Grindingisrecommendedwhenthepavementisstructurallysound,andbeforeconduct-ingthisrepairthehardnessoftheconcreteaggregateshouldbedeterminedsothatthediamondbladesareselected,sized,andspacedaccordingly.Theneedfor

Diamondgroovingisusuallydonetominimizethehydroplaningeffectinapavement.Channelsaregroovedontothesurfacetoaccomplishthisgoal.Dia-mondsawbladesareusedtocuttheseparallelgroovesineitherlongitudinal(morecommon)ortransversepatterns.Otherbenefitsofthisrepairareimprovedwetweatherfrictionandthereductioninsplashandspraywhenthepavementiswet.
Candidatepavementsfordiamondgroovingareoftenbasedonhistoricalcrashrates.Thissurfacetreat-mentisgenerallyperformedatlocalizedareasandonpavementsthatarestructurallysound.Thesuc-cessofthisrepairdependsontheselectionofpropercandidateprojectsandtheproperselectionofgroovedimensions.
Figure10-8illustratesaconcretepavementwherediamondgroovingisbeingperformed.Inthiscase,thegroovingpatternislongitudinal.
