a Dl. ENVIRONMENTAL RISK ASSESSMENT
An objective, qualitative assessment of the environmental risk was carried out, taking into account the following factors:
l Fire load
l Fire risk
l Environmental load
The environmental risk posed is assessed without regard to existing containment facilities. Therefore, if the risk is medium or high, no action may be required if existing pollution prevention/mitigation measures are deemed adequate.
Significance criteria of ‘low’, ‘medium’ and ‘high’ were assigned to the above factors based on the experience of Amp Menzies. Environmental risk is determined using decision matrices based on these factors (refer to Appendix D2).
Dl .I Fire Load
The fire load is a function of the quantity of combustible materials present and the likely rate of combustion. The following broad classification of fire load is used:

quantities of packing materials, combustible materials (e.g.

The risk of fire depends on the following factors:
l Risk of ignition
l Risk of non-detection
l Risk of failure to extinguish promptly
The risk of ignition of a material is lowest where flammable and highly flammable liquids, flammable solids and gases are not present at a location, or where only small quantities of these materials are present.
The risk of non-detection of a fire outbreak is highest where the relevant area is unoccupied for most of the time, and where no automatic fire detection or sprinkler system is present.
The risk of failure to extinguish a fire promptly, given that the fire has been detected promptly, is low, where automatic sprinklers are provided, and medium elsewhere where sprinkler coverage is not provided.

El. FRACTION OF FIREWATER RUNOFF
This calculation is adapted from a method used to measure stormwater pollutant loads. It is deemed suitable as the initial stage of the process requires calculation of annual rainwater runoff as a product of annual rainfall volume. This is obviously of interest for the purposes of this report, as a large percentage of the WMI facility is green/vegetated area, and the rainfall which flows to the site stormwater drainage system is to be included in any firewater retention calculations, according to the EPA Draft Guidance Note14.
Runoff volume is calculated as:

Where: Ia = Impervious fraction Substituting (2) into (l), and assuming Pj equals 1 (since Pj is the fraction of annual rainfall events that produce runoff, and the event in question is the 20-year, 24-hr return, a large rainfall value). The equation becomes:

Thus, the fraction of rainfall that results in runoff during a 20-year, 24-hr return event can be obtained by rearranging equation [3] and substituting the value of Ia as follows:

i.e. 61% of rainfall falling on green areas during a 20-year, 24-hr return event would flow to stormwater drainage.

The lowest level manhole cover and gullies on both drainage lines were found using data obtained from the recent RPS report into surface water drainage and testing, specifically drawing no. DG-0010’5.
It is assumed that the water rises to just below the level of the lowest egress point at which it could escape. In the south line, this is the manhole cover at S88b, the shipping/receiving area. The cover level of this manhole is measured at 84.043m (above sea-level). The lowest egress point on the north line is the gully situated at S37, east of building 3B, measured at 85.499m.
The volume of the available drainage line below this level was then calculated using pipe diameters.
