Public Sector Pensions: LGPS (Scotland)
LGPS (Scotland) has approximately a 95% overlap with the rules of LGPS
(England and Wales). The differences are as follows;
1) All employees migrate to CARE on April 1st 2015
2) The “50/50 Check” includes Nil Pay during OAL/OMP/OPL
3) APP does not apply when PP is greater than APP
4) Councillors are allowed in BOTH Sections, but are not subject to
APP
5) Only overtime worked up to the employee’s FTE hours is
pensionable, anything in excess of those FTE hours is
non-pensionable.

LGPS (Northern Ireland) has approximately a 99% overlap with the rules of
LGPS (England and Wales). The differences are as follows;
1) All employees migrate to CARE on April 1st 2015

subject to APP

Does anyone attending need LGPS (England & Wales) and are not using SAP
standard? Will you use the new feature GBLG2 to exclude your councillors
from LGPS 2014 processing – now that it has been delivered?

New CARE scheme is being introduced from April 1st 2015
ALL Members will be classified as PROTECTED, TAPERED or
TRANSITION, which will dictate when /if they move to CARE.
The Pension Scheme Rules (for payroll) are the SAME both the Final Salary
and CARE schemes;
Pensionable Pay is WHEN PAID
OVERTIME must be include in Pensionable Pay as WHEN PAID, but
recorded as WHEN EARNED in TP MDC
Assessment does not change retrospectively
Assessment takes place in EVERY pay period

TPS expect to provide a monthly file for members that are moving to the
CARE scheme, each month until February 2022!!!
SAP intend to deliver a program, which will be very similar to the PAE
Mass Opt In report (RPUPAEG3) to load the monthly file.
SAP intend to deliver a new cumulative wage type for Pensionable
Pay (i.e. /162 and /163)
SAP intend to “hard-code” as many of the TPS parameters (in payroll
functionGBLGP) as possible, so that all customers follow the same
rules from April 2015 as TPS seems to be the only scheme dictating
the scheme rules to employers!

Does anyone attending foresee issues with handling tapered employees for 8
years? Would you prefer a one-off conversion and then handle exceptions
each month? If a one-off conversion could be provided, would you be able to
differentiate between NPA 60 and NPA 65 members within SAP HR already??
