We welcomed Brig. General Ronald Rand, USAF
(Ret) to our board. General Rand brings to the
role: 32 years of distinguished service in the Air
Force, which culminated in the position of Director
of Public Affairs in Washington, D.C.; subsequent
ten years at Pratt & Whitney and Lockheed Mar-
tin; and his current position as President and Chief
Executive Officer (CEO) of the Congressional
Medal of Honor Foundation.

Message from the President
PRESIDENT’S MESSAGE
This fiscal year has been about sharpen-
ing our vision regarding the needs for civ-
ic education and working towards build-
ing a team and program to respond to
that need. This focus is at the heart of our
mission to Educate on American rights
and responsibilities, Honor acts of civic
virtue, and Challenge all to reject apathy
and get involved.
To that end, we have added new pro-
grams to our offerings, added staff to support our chapters and
expand our development efforts, and developed key and po-
tentially long-term relationships that
have attracted a much more cul-
turally and financially diverse stu-
dent population.
These are exciting times, and they
are challenging times. Research
and experience both indicate the
untapped potential for growing our
student and graduate teacher ed-
ucational offerings. The challenge is to adapt our funding ap-
proach to the current development environment.
In the pages that follow, you will read about the strides Free-
doms Foundation has made in addressing both the need and
the challenge of bringing our mission to life. What may not be
as evident is the great effort and commitment made by the
Freedoms Foundation team and the tandem support provided
by our Board of Directors—without which, our success could
never have been as great. I am proud to be associated with
both and confident that together our efforts position us to build
on our success in the year ahead.

Civil War East
The traveling graduate workshops provide teachers with a unique
opportunity to experience the physical history of their subject
matter. By experiencing the physical history of places associated
with topics such as the American Revolution and the Civil War,
amongst others, teachers obtain a concrete experiential under-
standing of history that they can bring back to their classrooms, as
well as additional knowledge about the subject being studied
and pedagogical techniques. Each workshop is rich with content
and workshop participants form an active and engaged profes-
sional learning community that often continues after the work-
shop has ended.

Eugene J. Halus, PhD, Takes on New Role
As part of our plan to build the graduate teacher program, Dr.
Eugene Halus joined our organization in July, 2015. He brings a
diverse background with a varied skillset and experience to the
graduate program at Freedoms Foundation. His prior
positions in academia include: Chair of the Depart-
ment of History and Political Science at Immaculata
University; teaching positions at Ohio University and St.
Joseph University; and high school social studies. Out-
side of academia he worked for Joseph O’Toole of the Senate of the Republic of Ireland, was an investi-
gator for the General Accounting Office as part of the
Presidential Management Interns program, and volun-
teered in Haiti and Nicaragua, building villages, schools,
clinics, and other life-sustaining operations.
Dr. Halus received his BA in Political Science from LaSalle Universi-
ty and a PhD from Catholic University of America.

This past summer’s programs saw major scholars present at our graduate teacher seminars from such institutions as the University
of Pennsylvania, Rutgers University, Temple University, West Point,
and Korean Defense University, amongst others.

Spirit of America Youth Leadership Program
Radian Sponsors Philadelphia Students
Radian sponsored 75 students from Philadelphia who attended the Feb-
ruary 25-28, 2016 Spirit of America program at Freedoms Foundation. S.A.
Ibrahim, CEO of Radian, was the keynote speaker during the week-
end. The program also featured a newly developed financial literacy
workshop with discussion on topics such as student loans, budgeting and
credit card debt.
AMVETS Achieves Attendance Record
There were major achievements in FY 2016; the first among them came
from our program partner AMVETS. AMVETS held their annual Spirit of
America Youth Leadership Program in November of 2015 and for the first
time the organization achieved its goal of a representative student from
each of the 50 states. In all, AMVETS sponsored129 attendees to the Spirit
of America Program this year.
This year was also highlighted by support from funders, the Armstrong
and Strake Foundations. With the money received, our Dallas and Hou-
ston Chapters were able to send students to the Spring 2016 SOA pro-
grams and cover their travel costs.
Freedoms Foundation was also pleased to have the Knights of Columbus
Father Kapan Chapter as a new local sponsor, who sent students from
Chester and Delaware Counties.

A Youth Advisory Council (YAC)
was formed and introduced this

comprised of 11 young people
from across the nation, who are
responsible for advising national
headquarters on strategies and issues concerning the organiza-
tion, representing Freedoms Foundation nationally and locally,
and adopting service projects and major initiatives that measur-
ably advance the mission of our organization. More specifical-
ly, within their first year, the YAC will be evaluating the pro-
grams, assisting with fundraising and awards, and helping the
volunteer chapters and national headquarters connect better.
Feasibility Study Identifies Opportunity
Middle School Civics and Character-Based Education
Through the generosity of the Jessie Ball duPont Fund in FY 2016,
a feasibility study was completed to determine the market for a
civics and character-based middle school program. Participa-
tion in the study consisted of 120 teachers and school adminis-
trators who were surveyed to determine the level of interest and
support for the idea. Political scientist and researcher, Diane
Owens from Georgetown University conducted the survey. Her
findings revealed significant support for a middle school pro-
gram focused on responsible citizenship and character. The
benefits of a middle school program include bringing civics and
character to students at an age where they are still forming
their identity while discovering and defining the principles that
will guide their development as citizens. In addition, we would
be bringing the programs to the schools, thus eliminating the
travel barrier. The program would be held for an entire grade
for increased impact (between 100—500 students). It would in-
clude a local service component, be national in scope, and
include impact measurements and a potential research com-
ponent. The middle school initiative will be further explored by
our board as a potential educational offering in the future.

Distinguished Citizen Award
Honoring the Best of Our Great Nation
FY 2016 included the return of the Distinguished Citizen Award. With
strong commitment from our board, we were able to hold a success-
ful event on April 21st and recognize Dr. Josephine (Pina) and her late
husband Dr. Jack Templeton for their civic contribution.
Drs. Jack and Pina Templeton have epitomized responsible citizenship
by dedicating their lives to the service of others as both physicians
and philanthropists for more than four decades. With a steadfast
commitment to their faith, family, and country, both have been
champions of free enterprise, individual liberty, and a vision rooted
firmly in that of the Founding Fathers.

The 38th Annual Leavey Awards were held November 2015 in New Orle-
ans, marking the first year of a new three-year collaboration with the
National Council for Social Studies (NCSS). The goal of this newly formed
relationship is to help expose the Leavey Awards to a greater audience
of educators. Over 3,500 teachers attended the first year of this partner-
ship. As part of the new venture, Freedoms Foundation hosted an
awards luncheon and a mini Leavey Summit, and had a booth in the
exhibit hall.
In addition to the conference, the weekend was filled with great events,
including a special reception for the Leavey recipients at the National
World War II Museum. Guests honoring the teachers included members
of our New Orleans Chapter, Freedoms Foundation and the NCSS board
members, and Leavey Foundation Trustees, including Kathleen McCar-
thy Kostlan, daughter of Thomas and Dorothy Leavey.
The keynote address was given by Liz McCartney, CNN Hero and Co-
Founder of the St. Bernard Project. Liz and her husband established the
St. Bernard Project to help re-build New Orleans communities after Hurri-
cane Katrina. She talked about the ongoing impact of Hurricane Katri-
na on New Orleans 10 years later and the difference people are making
to help those in their community get back their lives.

Celebrating 66 Years of Recognizing Civic Contributions
During this fiscal year, Freedoms Foundation completed its 66th year of
recognizing citizens for their civic contributions through our nationally
recognized George Washington Honor Medal. Significant accomplish-
ments within our FY 2016 National Awards Program include:
Aligning all chapters to traditional February date, enabling us to pro-
mote our program and impact on a national level.
Added Hero Awards to our awards program, affording the chapters
the opportunity to recognize citizen acts outside the scope of the
GW Honor criteria. Roughly 50% of chapters participated in year
one.

We honor acts of civic virtue….
Led by the Friends of the Medal of Honor Grove and the support of
generous donors in particular the Medal of Honor Foundation, we con-
tinue to make substantial improvements. Most notably was the contin-
ued resurfacing of the pathways within the Grove. The third section
was completed, and the fourth is scheduled for summer of 2016. The
remaining sections will be completed in FY17. The Friends also
launched an “Adopt an Acre” maintenance program during the year and over half of the 52 sites have been adopted.
The Medal of Honor Grove has undergone significant progress in the
past 6 years. The acres are groomed monthly, recipient names are up-
dated, paving of the roads are almost complete and trees have been
removed and replacements planted. Schools, companies, scouts,
veterans, active military and the community come together for
dozens of cleanup days throughout the year to achieve this.

A Heritage of Support
2015 Chapter of the Year Broward County Recognized for Outstanding Contributions
2015 marked the inaugural year for the
Chapter of the Year Award. The
Broward County Chapter was present-
ed with the award for their outstanding
contributions to our organization. Here
are just a few of the Chapter’s accom-plishments in 2015: increased its mem-
bership by 23 percent; brought in new
partner organizations to help support its
mission; sponsored 84 students to Spirit
of America; sent teachers to the Medal
of Honor Legacy Program; and held
several successful fundraisers, includ-
ing a Change = Change scholarship program.
The mission of Freedoms Foundation was truly exemplified in the
efforts of our volunteer chapters. Six Freedoms Foundation chap-
ters sponsored 31 teachers for our graduate teacher program,
with the Utah chapter sponsoring 18. Thank you for accepting
the challenge!
Development Manager Joins Louise Savarese Helps Chapters
Louise Savarese joins Freedoms Foundation to bring support to the
area of our volunteer chapters. In her role, she operates as a liaison
between Freedoms Foundation and our 26 chapters around the
country. She develops programs and communications and helps
groups become chapters. Louise brings her passion for American
history and the Constitution along with her desire to work within the
nonprofit community.
From the Philadelphia area, Louise received her BA in Politics / Amer-
ican Government from Catholic University, an MPA in Nonprofit Ad-
ministration from West Chester University of Pennsylvania, and an MA
in Political Philosophy from Villanova University. She brings mass-
market fundraising events experience and a fundamental belief in
the teaching of our founding documents and history.

National Volunteer Chapters Meeting 47th Annual Event Brings Attendees from Across US
Chapter members from around the country convened at the Valley
Forge campus from September 10-13, 2015 for the 47th Annual
Freedoms Foundation National Meeting. Conference highlights
included a 9/11 Memorial Chapel Service and Heroes 5K run, news
and updates from the national office, a Q&A session with the
national board of directors, the Red, White, and Blue Banquet, and
an awards ceremony.
Among the excitement, three dedicated chapter members were
presented with the Chapter Member of the Year – Spirit of ’76 Award: Elizabeth Benton, Judge Joseph Ferrino, and Marilee Hawkins Cherry.
Elizabeth “Bankie” Benton of the Broward County and Mary Ball Washington Chapters played a crucial part in the Mary Ball Washing-
ton Chapter’s beginnings. Though her home state is Virginia, she has been an active member in Broward County previously serving as
President in both Chapters.
Judge Joseph Ferrino’s list of involvement with the Foundation is extensive and includes being the founder of the Bay State Chapter in
East Boston, MA. The judge has worked for years to send students to
the Spirit of America Youth Leadership Programs and support the
Medal of Honor Grove, all while serving the chapter in many different
capacities since its inception in 1981.
Being a part of three of the five volunteer chapters in California,
Marilee Hawkins Cherry has been a FFVF member for 47 years! With a
passion for youth education, Marilee has served as VP of Youth and
Programs; for the Orange County and Los Angeles Chapters as well
as the Western Region Advisor, National Board of Directors, and a
two term president of the Orange County Chapter.

Two very specific fundraising goals stood above the rest this year.
First, we wanted to reinvigorate our Development Committee
and second, fund 300 teacher scholarships for summer 2016. The
Development Committee led by Wally Nunn included John Hee-
nan, Jerry Poole, Rick Griffith, Chris Rothey and Bill Perry who
came together and focused their efforts behind raising $420,000
(an increase of $153,000 from the prior year) to fund the teacher
programs.
Reaching students through teachers is clearly the most efficient
method as each reaches an average of 100 students per year
resulting in a greater impact per dollar spent (vs. direct student
programs) and a very attractive value for our supporters. We
were extremely successful in FY 2016 as a result of increased fund-
ing from the Murdock Trust (increasing by 50%), the Bradley Foun-
dation (by 28%) and the Medal of Honor Foundation and Society,
who more than doubled their support.
These substantial results from both staff and Board members
brought us within $100,000 of our goal by midyear. After much
discussion, it was decided the final push would be to hold a fund-
raising dinner and reinstate the Distinguished Citizen Award. Led
by Mr. Nunn and co-event sponsors Messrs. Heenan and Poole,
the events captured the interest and support of the board at an
unprecedented level.

An Evening With Freedoms Foundation: Celebrating Teachers,
Character, and the Medal of Honor is an annual event that
launched this year as a means to raise funds for teacher scholar-
ships. The idea was conceived and developed by our Board of
Directors and staff and held on April 21, 2016 and netted
$100,000. These proceeds along with increases in funding from the
M.J. Murdock Charitable Trust, the Medal of Honor Foundation,
and The Lynde and Harry Bradley Foundation made it possible for
Freedoms Foundation to achieve its goal.
The event was also used to present our Distinguished Citizen
Awards. Drs. Josephine Templeton and the late John Templeton
were awarded and recognized for their lifetime commitment to
civic education and character development. (See page 8)
Celebrating Teachers, Character, and the Medal of Honor was
the first fundraiser held since 1994. The event was held to raise
