Demand of new roles for STPs

Transformed STPsrepresenting by IDB definition

(governmental economy)

Classic STPsrepresenting by IASP definition

(free market economy)

•Education•Research

•Private investment

•Development •Transfer •Commercialization

Input

Input

•Classic STP assume left elements as default to cover up right one

•Transformed STP assume right elements to accelerate left one!

4

Lessons from economical crisis

In situations that crisis happens, governments with free market economy

behave as governments with governmental economy do, so think:

•They are developed enough, now need education to make them stable

•They are at the center of the crisis (no need to transfer anything), so select/accelerate researches

•Aiming at surviving main industries, they role as general consumers (no

commercialization needed), so they do vast investments

5

Why Migrating from STP to STS?

Both definitions of STPs has been set up based on some permanent strengths (not

external opportunities that someday may be lost) , but with STS:

We try to demonstrate STPs inside a changeable system as a changeable

system

6

Why Migrating from STP to STS?As another reason, classic STPs definition

suits more for free market economies:

Why Migrating from STP to STS?And finally definition of transformed STPs

8

New unified definition of STS

Mission:

Infrastructure supporting science & technology inside a system as a

system

9

New unified definition of STS

Goals: •Enhancing the synergy among the governments,

universities and private companies by cooperation, collaboration and innovation

•Active Platform for the growth of global knowledge economy

•Promoting the economical development and competitiveness of regions and cities in global market

•Fostering entrepreneurship and knowledgeable workers

•Managing education to development, research to transfer and private investment to commercialization of

technology•Result in new knowledge-based jobs, new industries,

adding value to mature companies and solutions to provide social responsibilities

10

New unified definition of STS

STS general organization(to behave inside a System)

•Education•Research

•Private investment

•Development •Transfer •Commercialization

11

To behave as a system

The algorithm of all activities in a typical STS:

• Starts by registering an idea• Assessment of the idea

• Determining 3 major characteristics (skills) of the idea owner: Innovator, Manager and

Technician• Find available persons with supplementary

skills • Policy makers define what skills will involve

• Innovator, Manager, Technician• Innovator, Manager, not Technician • not Innovator, not Manager, Technician

P = imt + imt’ + i’m’t

Policy makers are essential to

better match the changes in

environment

20

Utilizing networking as catalyst

1. = imt + imt’ + i’m’t

2. = im(t+t’) + i’m’t

3. = im + i’m’t

i’m’t: Technician Character involves but just permitted

to review Innovator and Manager data

flowsLets do some math and simplify the

logicDeny access to

data flows of HOW TO DO a project

but grant access to data flows of WHAT TO DO

21

Utilizing networking as catalyst

New fostered

technician method

Previous technician

method

The absence of a special character (technician in this sample) will fill by report feedbacks provided by other team

workers. Persons with similar permitted characters while have to

ignore a character, will gain this chance to exchange information about the ignored character. Someone teaches,

someone learns. New generations of ignored characters are expected to

reveal

P = im + i’m’t

22

Utilizing networking as catalyst

This is the beginning of stability inertia effect that provides the balance between characteristics of a person. You could see all persons are stable in Manager Character and this process will continue up to get stability in all three major characters (P=imt)

23

ConclusionThe main advantages of utilizing networking as a catalyst approach

is providing the balance between Innovator, Manager and Technician characters sequentially inside:

1. Idea Owners (Persons)2. Team Works (Resident Companies)

3. STPs4. Countries

5. Regions6. Global Economy

And this approach will lead us to the new definition of STPs that mentioned before in this paper. With such a dynamic

mechanism we will gain a Science & Technology System that is able to make itself compatible with the changing environment

24

Prospectus for the FutureThe Company Social Responsibility (CSR) module of this

project will be hosted by Guilan STP this December.

While this paper has tried to introduce how next generation of science and technology systems may work, we

appreciate any questions / suggestions / offers to host / support to develop multiple modules of this project that will end to an advanced structure of Virtual Science and

Technology System.
