The 129th meeting of SEAC was held in Directorate of Environment, U.P.
on 01/03/2013. Following members were present in the meeting along with
Secretary, SEAC:

1. Extension of Production Capacity from existing 500 TPD to 1000 TPD of SSP, 200 TPD
to 1000 TPD Etc., Jubilant Industries Ltd. Bhartigrame, Gajarula, U.P. file no- 1118

A presentation was made by the project proponents. The State Level Expert Appraisal
Committee has been given to understand by the project proponents that:
1. The Environmental Clearance is sought for Expansion of production capacity from existing
500 TPD to 1000 TPD of SSP,200 TPD to 1000 TPD GSSP & H2 SO4, capacity from 200 TPD
to 400TPD at Jubilant Industries Ltd. Bhartiagram, Gajraula,Distt. Jyotiba Phoolay Nagar.
2. Environmental Clearance Proposed 16MW CPP and Expansion Plant of Synthetic Organic
Chemical Products, J.P. Nagar, Gajraula was issued by SEIAA vide letter
1424/109/SEAC/200704-09-2008.
3. 4.95 ha is existing while area after expansion the area will be 11507.3 ha. 38% of the total area
will be developed in Green area.
4. 232 MT. Rock Phosphate shall be used as raw material.
5. Energy requirement is 750 KVA which shall be sourced from UPVVNL. 150 KVA DG set
(HSD based) shall be used for power backup.
6. Zero discharge shall be practiced.
7. Water requirement for the project is 930 M3/day which shall be sourced from ground water.
8. 40.6 TPD- Coal for HAG, 37440 units/ day of additional Electricity. No D.G. sets at site.
Backup power requirement is being taken from jubilant life science ltd.
9. 13.9 TPD total coal is being used. 54.5 TPD total coal will be used after Expansion.
10. The proposals are covered under category 5"a" of EIA notification dated 14/09/2006.
The committee discussed the matter and directed the project proponent to submit
following information:
1. Memorandum of cooperation with CMO. J P Nagar to provide basic health care services to
local community, by the project proponent.
2. Certificate of monitoring lab M/s Newcon Consultants & laboratories, Ghaziabad and M/s
Kamal Enviro & Foods Pvt Ltd. Gurgaon.
3. Monitoring of Fluoride concentration in ambient air within premises.
4. Ground Water testing reports conducted by M/s Kamal Enviro through EQMS for E1A report
5. Justification regarding oil & grease as BDL (below detection limit) in ground water
monitoring report.
6. Health check up data of employees and contract labours.
7. Previous Mock Drill report.
8. Rate of emission without use of pollution control equipments for proposed plant
9. Online Monitoring detail for SO2 in Sulphuric Acid Plant.
10. Revised water balance (01 Lit/ m2 for Horticulture/ gardening)
11. Work Place Monitoring data.
12. Plant lay out marked with green area.
13. Risk and Disaster Management Plan.
14. Meteorological data (Site-03months,10 years IMD data of nearest station ).

16. Details of Environmental, Social Corporate Responsibility (ESCR) plan along with budgetary
provision for three years amounting to 2% of total project cost shall be submitted within a
month on need base assessment study in the study area. Income generating measures which
can help in up-liftment of weaker section of society consistent with the traditional skills of the
people identified. The programme can include activities such as development of fodder farm,
fruit bearing orchards, drinking water facility, toilets & livelihood generation, vocational
training etc. In addition, vocational training for individuals shall be imparted so that poor
section of society can take up self employment and jobs. Separate budget for community
development activities and income generating programmes shall be specified.

The case was presented by the consultant Ind. Tech House Consult, Rohini, Delhi. the
project proponent for Proposed Group Housing, Hotel & Commercial Complex Project “Mainland
Meerut” at Village -Dorli, Tehsil- Merrut, State-Uttar Pradesh of M/s. Epitome Real Tech Pvt. Ltd.
was also present in the meeting. The SEAC considered the case on the basis of presentation made
by the consultants and documents previously submitted for the proposed project & have been
given to understand that:
1. The Project proposal falls under category - Category –B of Sr. No. in the schedule 8(a) of
EIA Notification, 2006 (as amended) and will be located at village Sarsawan District
Lucknow.
2. The total plot area and proposed built-up area of the project are 71329.41sq.m. and
built up area of the project are 123918.314 sq.m.
3. Green belt area of the proposed project is 12692.46 sq.m.
4. The total water requirement is proposed as 458 KLD from Ground water and treated waste
water. Total Fresh water requirement is proposed as 314 KLD.
5. The total waste water generation is proposed as 234 KLD to be treated in STP of 316 KLD
capacity.

6. Total power requirement is proposed as 4600 KVA to be supplied by UPSEB.
7. 4200 KVA DG Sets are proposed for power backup.
8. Total No. of proposed RWH pits are 18 pits.
9. Parking facility is proposed for 1465 ECS.
10. Quantity of proposed MSW is 2.94 MT/day.
The committee discussed the matter and recommended grant of Environmental
Clearance to the project proposals as above along with all the General Conditions as
prescribed earlier for housing projects by the Authority and following specific conditions:
1. Social Corporate Responsibility (SCR) plan along with budgetary provision amounting to
2% of total project cost shall be submitted within a month on need base assessment study in
the study area. Income generating measures which can help in up-liftment of weaker
section of society consistent with the traditional skills of the people identified. The
programme can include activities such as development of fodder farm, fruit bearing
orchards, vocational training etc. In addition, vocational training for individuals shall be
imparted so that poor section of society can take up self employment and jobs. Separate
budget for community development activities and income generating programmes shall be
specified.
2. Use of LEDs should be explored in place of CFL. Solar light is to be provided in the
common areas with 50% of them may be with dual power.
3. All internal and peripheral roads should be minimum 9 m. wide and all entry & exit should
be bell mouth shaped.
4. Make separate provision for the temporary storage for MSW & E-Waste.
5. Green cover should be as per CPCB norms.
6. In case project falling within 10 Km. area of wild life sanctuaries a clearance is to be
obtain from the National Board of Wild Life even if eco-sensitive zone (ESZ) has not been
earmarked.
7. No ground water shall be abstracted at project site during construction or operation phase
without prior permission of competent Authority.
8. Unless and until all the environmental issues are sorted out the occupancy will be restricted
and would be only allowed after achieving the Permission from the competent authority.
9. Crèche, convenient shopping provision and a dedicated space/room for senior citizens with
suitable facilities shall be provided during the operation phase.
10. 100% waste water is to be treated in STP confirming to prescribe standards of receiving
body or designated use. To discharge excess waste water into public drainage system
permission from the competent authority to be taken.
11. Laundry waste to be given primary treatment before sending to STP.
12. Height of the stack should be provided as discussed based on combined DG sets capacity
and be 6 mt higher than the tallest building.
13. Unless and until all the environmental issues are sorted out the occupancy will be restricted
and would be only allowed after achieving the Permission from the competent authority.

The SEAC was given to understand that:-
1. The Project proposal falls under category - 8(a) of EIA Notification, 2006 (as amended)
and will be located at Plot No-HRA-12B,UPSIDC Housing, Sector-Surajpur Site-C Extn.
(Phase-II) Greater Noida.
2. The total project/plot area and proposed built-up area of the project are respectively
10743.44 m2 and 39004.663 m2.
3. The FAR permissible and to be achieved are respectively 29554.460 m2 & 29491.789 m2
4. The quantity of earth excavated is 23359.944 M3
5. Total no. of Towers & floors are respectively 5 & G+16.
6. Height of highest tower will not be exceed than 62.45 Mt.
7. Parking facility is required for 375 ECS and proposed for 479 ECS.
8. The total water requirement is proposed as 179 KLD from municipal supply. Total Fresh
water requirement is proposed as 116 KLD.
9. The total waste water generation is proposed as 143 KLD to be treated in STP of 160 KLD
capacity.
10. Total power requirement is proposed as 3750 KVA to be supplied by UPPCL.
11. 2x750 KVA DG Sets are proposed for power backup.
12. Green area of the proposed project is 5090.835 m2 i.e 60.88 % of the total plot area.
13. Quantity of MSW to be generated is proposed as 999.35 Kg/d.
14. Quantity of sludge from STP is to be generated is proposed as 13.916 kg/d.
15. Total no. of proposed RWH pits is 02.
The committee discussed the proposal and recommended grant of prior Environmental
Clearance on the proposals as above along with general conditions as prescribed by the Authority
for construction projects and following specific conditions:-
1. Sprinkler to be used for curing and quenching during construction phase.

2. STP to be constructed during construction phase.
3. For the treatment for total sewage a full-fledged STP is to be provided during opreation
phase.100% waste water is to be treated in captive STP conforming to prescribed standards
of receiving body for designated use. Monitoring of STP to be done weekly till its
stabilizations.
4. To discharge excess treated waste water into public drainage system permission from the
competent authority to be taken prior to any discharge.
5. Dedicated power supply for STPs is to be ensured. During operation sludge of STP is to be
used in house and surplus manure should be managed by giving to end users.
6. All entry/exit point should be bell mouth shaped. All internal roads should not be less than
9 meter wide.
7. Wheel wash arrangement is to be made at exit point during construction phase.
8. Use of LEDs should be explored in place of CFL. Solar light is to be provided in the
common areas with 50% of them may be with dual provision.
9. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only
from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
10. Height of the stack should be provided as discussed based on combined DG sets capacity
and be 6mt higher than the tallest building.
11. Environmental Corporate Responsibility (ECR) plan along with budgetary provision
amounting to 2% of total project cost shall be submitted (within the month) on need base
assessment study in the study area. Income generating measures which can help in up-
liftment of weaker section of society consistent with the traditional skills of the people
identified. The program me can include activities such as old age homes, rain water
harvesting provisions in nearby areas, development of fodder farm, fruit bearing orchards,
vocational training etc. In addition, vocational training for individuals shall be imparted so
that poor section of society can take up self employment and jobs. Separate budget for
community development activities and income generating programmers shall be specified.
12. Crèche, convenient shopping provision and a dedicated space/room for senior citizens with
suitable facilities shall be provided during the operation phase.
13. Green belt area should be covered with 50% trees, 25% shrubs and 25% grass. Trees
should be planted on 3 rose on the periphery. At least 50% of tree should be ever green.
14. E-waste shall be managed as per e-waste notification.
15. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP to
be carried out as CPCB Guidelines.
16. ECS is to be as per Greater Noida bye- laws.
17. The project proponent will manage disposal of excavated soil left after own use in eco-
friendly manner and submit the plan.
18. Municipal Solid Waste management is to be managed by the project proponent till facilities
is available in the area.
19. LIG & EWS housing to be provided as per Greater Noida bye- laws.

1. The Project proposal falls under category - 8(b) of EIA Notification, 2006 (as amended)
and will be located at at Plot No. GH-05(A), Sector-1, Greater Noida, U.P.
2. The total project/plot area and proposed built-up area of the project are respectively
45,641 m2 and 1,79,136.24 m2.
3. The FAR permissible and to be achieved are respectively 125512.75 m2
4. The total nos. of dwelling units are proposed as 1598. Towers are respectively G+28
5. Parking facility is required for 1592 ECS. and proposed for 1676 ECS.
6. The total water requirement is proposed as 641 KLD from municipal supply. Total
Fresh water requirement is proposed as 435 KLD.
7. The total waste water generation is proposed as 532 KLD to be treated in STP of 650
KLD capacity. 19 KLD waste water after treatment will be sent to CSTP.
8. Total power requirement is proposed as 4900 KVA to be supplied by PVVNL.
9. 06 No of DG Sets are proposed for power backup with 4x380 KVA, 2x750 KVA.
10. Green area of the proposed project is 19818.517 m2 i.e 43.41 % of the total plot area,
Out of which trees and shrubs will be planted respectively in 41.24% and 10 % area

17. Inhabitants of villages, if any, included in the project site will not be displaced but the
facilities for the villagers shall be upgraded.

SEAC considered the case on the basis of presentation made by the consultants and documents
previously submitted for the proposed project & have been given to understand that:
1. The environmental clearance is sought for Proposed Group Housing Project “Dream Valley” of
M/s Amrapali Dream Valley Pvt. Ltd., at Plot No. GH-09, Sector-Tech Zone-IV, Tehsil-
Greater Noida, District- Gautam Budh Nagar, State-Uttar Pradesh.
2. The project is covered under category 8b of EIA notification, 2006 as amended.
3. The total plot area of proposed project is 3,54,298.00 m2 & the built-up area is 14,52,343.03 m
2
4. For the proposed project total water requirement is 4,763 KLD.

5. Domestic water requirement is 4637 kld.
6. The total waste water will be generated as 3,589 KLD which will be treated in house STP of
capacity 4790 kld at about 2068 KLD(during non rainy season) &2194KLD(duringrainy
season) of waste water will be discharged to CSTP after secondary treatment .
7. Approx. 28531.9 Kg/day of solid waste will be generated.
8. For the proposed project the total Landscape Area Provided @50.32% of open area: (1,
25,470.39 m2)
9. 15,206 ECS is proposed for the project.
10. No of Rain Water Harvesting Pits 97.
11. Total power requirement for the proposed project is 30523 KVA which will be tapped from
Uttar Pradesh State Electricity Board (UPSEB) & Power backup will be given by (14X
600+5X750+7 X1010+7 X 1250) KVA, DG sets.

will be treated in STP of 255 KLD capacity.
8. 08 no. of Rain Water Harvesting pits have been proposed.
9. Generation of 1350 Kg/day municipal solid wastes has been estimated.
10. Parking provision for 750 ECS has been proposed.
11. Total power requirement as 3000 KW have been proposed and will be sourced from UPPCL.
The power backup will be met through 1x500 KVA & 2x1010 KVA DG sets.

was also present in the meeting. The SEAC considered the case on the basis of presentation made

by the consultants and documents previously submitted for the proposed project & have been
given to understand that:
1- The environmental clearance is sought for Proposed Group housing Project “Victory One
Central” located at Plot No.-GH-2E, Sector-12, Greater Noida, Gauttam Budh Nagar, U.P.
of M/s. Intellect Projects Pvt. Ltd.
2- The project is covered under Category–8a of Sr. No. in the schedule 8(b) of EIA
notification, 2006 as amended.
3- The total plot area of proposed project is 18,000.00 sq.m. & the built-up area is 87028.209
sq.m.
4- For the proposed project total water requirement is 301 KLD. Fresh water demand is 226
KLD.
5- It is expected that the project will generate approx 247 KLD of wastewater which will be
treated in STP of capacity of 250 KLD.
6- Total municipal solid waste generated will be 2070 kg/day.
7- For the project the green area 6890.00 m2 has been proposed.
8- 967 ECS is proposed for the project.
9- Maximum height of the building: G+18
10- Rain water harvesting pits: 9
11- Total power requirement for the proposed project is 2943 KW which will be sourced from
NPCL & power back up will be provided by DG sets (2x750 KVA) 1500 KVA.
The committee discussed the matter and recommended grant of prior Environmental
Clearance to the project proposals as above along with all the General Conditions as
prescribed earlier for housing projects by the Authority and following specific conditions:
1. STP to be constructed during construction phase.
2. For the treatment for total sewage a full-fledged STP is to be provided during operation
phase.100% waste water is to be treated in captive STP conforming to prescribed standards
of receiving body for designated use. Monitoring of STP to be done weekly till its
stabilizations.
3. To discharge excess treated waste water into public drainage system permission from the
competent authority to be taken prior to any discharge.
4. Dedicated power supply for STPs is to be ensured. During operation sludge of STP is to be
used in house and surplus manure should be managed by giving to end users.
5. All entry/exit point should be bell mouth shaped. All internal roads should not be less than
9 meter wide.
6. Use of LEDs should be explored in place of CFL. Solar light is to be provided in the
common areas with 50% of them may be with dual provision.
7. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only
from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
8. Environmental Corporate Responsibility (ECR) plan along with budgetary provision
amounting to 2% of total project cost shall be submitted (within the month) on need base
assessment study in the study area. Income generating measures which can help in up-

liftment of weaker section of society consistent with the traditional skills of the people
identified. The program me can include activities such as old age homes, rain water
harvesting provisions in nearby areas, development of fodder farm, fruit bearing orchards,
vocational training etc. In addition, vocational training for individuals shall be imparted so
that poor section of society can take up self employment and jobs. Separate budget for
community development activities and income generating programmers shall be specified.
9. Crèche, convenient shopping provision is to be provided during construction and the
operation phase.
10. A dedicated space/room for senior citizens at club/recreation hall with suitable facilities
shall be provided during the operation phase.
11. Green belt area should be covered with 50% trees, 25% shrubs and 25% grass. Trees
should be planted on 3 rose on the periphery. At least 50% of tree should be ever green.
12. Temporary storage for E-waste shall be provided and it should be managed as per e-waste
notification.
13. ECS is to be as per Greater noida bye- laws.
14. The project proponent will manage disposal of excavated soil left after own use in eco-
friendly manner and submit the plan.
15. Excess treated waste water shall be managed by proponent till proper drainage/sewer
systems are provided by local authority. Treated waste water will not be given to ground
water recharge and it will be managed till the proper drainage/sewer systems is
accomplished.
16. Unless and until all the environmental issues are sorted out the occupancy will be restricted
and would be only allowed after achieving the Permission from the competent authority.
17. Ground water should not be extracted for the purpose of construction or otherwise. In case
of default the Environmental Clearance will deem to be cancelled.

water requirement is proposed as 490 KLD.
9. The total waste water generation is proposed as 600 KLD to be treated in STP of 600 KLD
capacity.
10. Total power requirement is proposed as 2020 KVA to be supplied by PVVNL.
11. 04 No of DG Sets are proposed for power backup.
12. Green area of the proposed project is 6377.964 m2 i.e 27.59 % of the total plot area, Out
of which 175 trees and 27.55 % shrubs will be planted.
13. Quantity of MSW to be generated is proposed as 2311.00 Kg/D
14. Quantity of sludge from STP is to be generated is proposed as 5 TPD.

9. Quantity of municipal waste to be generated is 2919 kg/day.
10. The proposals are covered under category 8"b" of the EIA notification dated 14/09/2006, as
amended.

1. Details/ plan regarding discharge of Surplus water in absence of sewerage system.
2. Copy of application made to Nation board of wild life regarding the No objection
certificate.

understand that-
1. The total Plot area is 2352.00 Sq.m.
2. The proposal is covered under category 4f of the EIA notification dated 14/9/2006 and the
amendments thereof.

4. The total water requirement for the project is 35 KLD from bore-well
5. 27 KLD/day waste water is expected to be generated.
6. Power requirement is met by 125 KVA & 200 KVA DG sets.
7. 27 KLD waste water after treatment in PETP will be sent into conveyance system of CETP
banthar, Unnao for further treatment.
8. 1.6 KLD domestic discharge will go into septic tank and soak pit.
9. The matter was considered in SEAC meeting 07-12-2011 and SEAC some information was
sought by the SEAC which was communicated to the project proponent through letter no-
793/565/SEAC/2010/ADH dated 17-04-2012.
10. Vide letter dated the project proponent replied regarding the letter no-
793/565/SEAC/2010/ADH dated 17-04-2012.
11. On 7-06-2012 a team of SEIAA/SEAC members inspected the site. Site visit report presented
in SEAC meeting 07-06-2012.
12. The matter was considered in SEAC meeting dated 01-03-2013 and the regarding the projects
the project proponent has presented / replied the following points:-
a) Water balance of unit.
b) Brack up of waste water from major sources/ production stages.
c) Characteristics of composite waste water effluent.
d) Source of Air pollution
e) Solid waste/sludge management.
f) CSR
g) Certificate dated 28-12-2012 regarding the (i) membership and no-dues of Banthar Industrial
Pollution control company (ii) membership and no-dues of Industrial infrastructure services
India.
The committee discussed the reply/matter and recommended grant of prior Environmental
Clearance on the proposals as above along with general conditions as prescribed by the Authority
for the tannery projects and following specific conditions:-
Specific Conditions:
1. The conditions stipulated in the NOC issued by the UP. Pollution Control Board should be
complied.
2. The tannery operations should be such that the environmental stipulations as prescribed
under Charter on "Corporate Responsibility for Environmental Protection (CREP)" are
complied with.
3. 33% area of industrial unit should be covered under Green belt.
4. Tannery unit should install pre treatment and chrome recovery facilities as per agreement
with Banthar Leather Technology Park/CETP operator and the flow of treated effluent
should not stagnate in disposal channel till the end point.
5. It should adopt cleaner technologies as recommended by CLRI to ensure minimum chrome
discharge in effluent.

6. Record should be maintained in the unit for the quantity of raw process water used and pre
treated waste water discharge.
7. The tannery should adopt state of the art technology recommended by CLRI. The
technology should include recovery and reuse of Chrome/Alutan BCS/closed-loop Alutan-
BCS combined tanning process to ensure maximum chromium recovery and minimum
chromium-discharge in the effluent.
8. To reduce TDS concentration in the primary treated effluent, cleaner technologies e.g. dry
salting for reduction of TDS in waste water, counter current soaking to reduce waste water
quantity, enzyme assisted liming process, combined pickling- tanning process, pre-
treatment and segregation of waste should be practiced and soak liquor should be
segregated and evaporated in the solar evaporation ponds.
9. Unit should ensure that ambient air quality monitoring stations should be set-up in the
down wind direction as well as at locations were maximum ground level concentration is
anticipated. These locations should be fixed in consultation with the U P. Pollution Control
Board.
10. The unit should not exceed the norm of 28 cu. meter/tonne of raw hide as stipulated in
schedule 1 of the Environment Protection Act, 1991 for the total quantity of waste
generated.
11. The unit should install separate flow meter and water meter for entire effluent generated
after pre-treatment. The waste water after primary treatment should be discharged into
CETP through a closed non corrosive pipe line.
12. Guard ponds of sufficient holding capacity should be provided to cope with the effluent
discharge during process disturbances.
13. A secured double line land fill should be developed for temporary storage of hazardous
solid waste by providing impervious liner and leachate collection system.
14. The fleshing from the Tannery unit should be supplied to the manufacturers of dog chew
and glue.
15. The ground water quality around the guard ponds, solar evaporation ponds and land fill site
should be monitored on a regular basis.
16. Annual Environmental auditing should be carried out by the unit.
17. Occupational health surveillance of the workers should be done on a regular basis and
records maintained.
18. The unit should comply with environmental protection measures and safeguards
recommended in the ElA/EMP.
19. An environmental cell should be created within unit to take care of environmental issues
and to coordinate with BIPCCL.
20. Proper Protective Equipments and Barrier Cream should be given to workers.
21. No dues certificate form BIPCCL is to be submitted on 30 September of every year.

Out of which trees and shrubs will be planted respectively in 41.24% and 10 % area

The committee discussed the proposal and recommended grant of prior Environmental
Clearance on the proposals as above along with general conditions as prescribed by the Authority
for construction projects and following specific conditions:-

1. Sprinkler to be used for curing and quenching during construction phase.
2. STP to be constructed during construction phase.
3. For the treatment for total sewage a full-fledged STP is to be provided during opreation
phase.100% waste water is to be treated in captive STP conforming to prescribed standards
of receiving body for designated use. Monitoring of STP to be done weekly till its
stabilizations.
4. To discharge excess treated waste water into public drainage system permission from the
competent authority to be taken prior to any discharge.
5. Dedicated power supply for STPs is to be ensured. During operation sludge of STP is to be
used in house and surplus manure should be managed by giving to end users.
6. All entry/exit point should be bell mouth shaped. All internal roads should not be less than
9 meter wide.
7. Wheel wash arrangement is to be made at exit point during construction phase.
8. Use of LEDs should be explored in place of CFL. Solar light is to be provided in the
common areas with 50% of them may be with dual provision.
9. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only
from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
10. Height of the stack should be provided as discussed based on combined DG sets capacity
and be 6mt higher than the tallest building.
11. Environmental Corporate Responsibility (ECR) plan along with budgetary provision
amounting to 2% of total project cost shall be submitted (within the month) on need base
assessment study in the study area. Income generating measures which can help in up-
liftment of weaker section of society consistent with the traditional skills of the people
identified. The program me can include activities such as old age homes, rain water
harvesting provisions in nearby areas, development of fodder farm, fruit bearing orchards,
vocational training etc. In addition, vocational training for individuals shall be imparted so
that poor section of society can take up self employment and jobs. Separate budget for
community development activities and income generating programmers shall be specified.
12. Crèche, convenient shopping provision is to be provided during construction and the
operation phase.
13. A dedicated space/room for senior citizens at club/recreation hall with suitable facilities
shall be provided during the operation phase.
14. Green belt area should be covered with 50% trees, 25% shrubs and 25% grass. Trees
should be planted on 3 rose on the periphery. At least 50% of tree should be ever green.
15. Temporary storage for E-waste shall be provided and it should be managed as per e-waste
notification.
16. Wherever a particular area is recorded as a pond in the revenue records and all such ponds
covered in the project area shall be adopted by the project proponents, and suitably
rejuvenated.
17. Inhabitants of villages, if any, included in the project site will not be displaced but the
facilities for the villagers shall be upgraded.

18. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP to
be carried out as CPCB Guidelines.
19. ECS is to be as per Greater Noida bye- laws.
20. The project proponent will manage disposal of excavated soil left after own use in eco-
friendly manner and submit the plan.
21. Municipal Solid Waste management is to be managed by the project proponent till facilities
is available in the area.
22. LIG & EWS housing to be provided as per Greater Noida bye- laws.
23. Unless and until all the environmental issues are sorted out the occupancy will be restricted
and would be only allowed after achieving the Permission from the competent authority.
24. Ground water should not be extracted for the purpose of construction or otherwise. In case
of default the Environmental Clearance will deem to be cancelled.

&Conceptual Plan) submitted to the Secretariat and presentation made by the project proponent.
The SEAC was given to understand that:-
The case was presented by the consultant Dr.A.K. Gupta, M/s Shree Env Tech, Jankpuri,
New Delhi along with Mr. Benney K. John the representative of the project proponent. The SEAC
considered the case on the basis of submitted (form-1, 1A, and Conceptual plan) and presentation
made by the consultant before the committee. The SEAC have been given to understand that:-
1. The environmental clearance is sought for the Stellar MI Park (Housing Complex) Plot-GH
01A, Sector Zeta-1, Greater Noida M/s , MI Builders Ltd.
2. The project is covered under category 8 a of EIA notification, 2006 as amended.
3. Vide letter dated 26-12-2012 the project proponent has suggested that some data/
information has been changed and these changes were submitted through the same letter.
4. The matter was considered in SEAC meeting dated 8.1.13 & some information was sought
from the project proponent. Vide letter dated 11.1.13 the project proponent has submitted
the reply.
5. The total plot area of proposed project is 8369.5 sqm the built-up area is 27211 sqm.

6. The quantity of earth to be excavated is proposed as 66000 M.3
7. For the project the Green belt area is proposed as 1840.258 sqm i.e 25 % of the total plot
area
8. 118 Nos of apartments with basement+ ground + 13 towers have been proposed. The
height of the building will not exceed than 44.95 mt.
9. Total water requirement as 55 KLD & Fresh water demand as 36 KLD from Greater noida
piped water supply have been proposed. The total waste water will be generated as 48
KLD which will be treated in STP of 55 KLD capacity. 26 KLD waste water is to be
discharge in sewerage system.
10. 04 nos of rain water harvesting pits have been proposed.
11. Generation of 266 Kg/day solid wastes has been estimated.
12. Parking provision for 289 cars + two wheelers + bicycles has been proposed.
13. Total power requirement as 900 KW have been proposed and will be sourced from
UPPCL. The power backup will be met through 1x500KVA &2x300KVA DG sets.
14. Quantity of sludge from STP to be generated is proposed as 8 Kg/d.

The committee noted that the matter was earlier discussed in SEAC meeting dated
04/10/2012 and the project proponents were directed to submit EIA on the basis of which public
hearing dated 10/09/2006 was organized they were also directed to submit a point wise compliance
of public hearing observations. The committee also noted that though the project proponents have
submitted certain information in continuation to above direction of Committee through letter dated
24/01/2013, the REIA, on the basis of which public hearing was conducted, has not been
submitted. The project proponent Sri Saurabh Tiwari appeared in the meeting. The committee
discussed the matter and directed the project proponents to submit a chronological summary of the
matter starting from environmental clearance application and related actions taken till date. The
matter will be discussed on receipt of the information as above.
19. Group Housing Project "Homes 121" at plot no. GH-01, Noida, G.B.Nagar, U.P. M/s
AGC Reality Pvt. Ltd. (File no. 411/DDY)
The committee was informed that environmental clearance in the matter was issued
through letter no. 1157/SEAC/441/2010 dated 10/07/2010. Noida Authority through its letter dated
06/08/2012 addressed to M/s AGC Reality Pvt. Ltd. has provided conditional sanction to the

proponents for construction of this group housing. Copy of the letter has also been endorsed to
Secretary, SEAC. Area statement of group housing, for which sanction has been given by Noida
Authority is different from the area statement, for which environmental clearance was provided.
The committee discussed the matter and deliberated that the project proponents should be asked to
justify this change in area and to clarify why the environmental clearance dated 10/07/2010 should
not be revoked in the given circumstances.
20. Group Housing "Exotica Fresco" at plot no. GH-05/A, Sector-137, Expressway Noida,
M/s Panchsheel Exotica Housing Pvt. Ltd. (File no. 644/DDY)
The committee was informed that environmental clearance in the matter was issued
through letter no. 691/SEAC/644/2011 dated 30/03/2012. Noida Authority through its letter dated
09/08/2012 addressed to M/s Panchsheel Exotica Housing Pvt. Ltd. has provided conditional
sanction to the proponents for construction of this group housing. Copy of the letter has also been
endorsed to Secretary, SEAC. Area statement of group housing, for which sanction has been given
by Noida Authority is different from the area statement, for which environmental clearance was
provided. The committee discussed the matter and deliberated that the project proponents should
be asked to justify this change in area and to clarify why the environmental clearance dated
30/03/2012 should not be revoked in the given circumstances.
