Why should I do it ?

6. Continued proficiency6.1 In order to ensure the continued proficiency of pilots and updating of their knowledge, the competent Pilotage authority should satisfy itself,at regular intervals not exceeding five years,that all pilots under its jurisdiction:

6.1.3 possess knowledge of the current international,national and local laws, regulations and otherrequirements and provisions relevant to the Pilotagearea and the pilots’ duties.

6.1.1 continue to possess recent navigational knowledge of the local Area to which the certificate of licence applies;

6.2 Possession of knowledge required by subparagraphs 6.1.1 and 6.1.3 may be proved by an appropriate method such as personal service records, completion ofcontinuing professional development courses or by an examination

‘Over time, it is inevitable that changes in best practice will be made and new surveys will highlight changes to the local environment.

As a result, there is a strong case for delivery of a continuous professional development programme for special Pilotage licence holders’

The UK Position

The House of Commons Transport Committee published report HC840 Marine Pilotage on 7 March 2013. Amongst its conclusions (p3):

“There are no national standards defining what qualifications someone needsbefore becoming a marine pilot or what training they shouldundertake to remain authorised. Industry-led national occupationalstandards have recently been agreed. We expect the Government to use itsinfluence to persuade harbour authorities not initially keen to accept the nationalstandards to sign up. If national standards are not adopted by harbour authoritieswhich have authorised pilots the case for legislation on this matter will becompelling.”

… the Guide to Good Practice commends the use of NOS developed by PSS, thus setting a clear expectation that all ports should be applying them where appropriate.
