M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 5:02 p.m. by President Perez, in the Board Room
of the District Office.
A quorum was established with the following Board Members in attendance:

Mr. Art Kaspereen, Jr., Vice President
Mr. Greg Kraft, Clerk
Mr. Ben Johnson II, Member
Mrs. Carolyn M. Wilson, Member
Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern related to Closed Session items. No one came
forward.
Presentation:
Bond Debt Restructuring: Cheryl Vesley, Dale Scott & Company, presented the
Board of Education with the results of the voter survey that Dale Scott &
Company conducted to see if there is sufficient support to restructure the bond
debt (Measure H), clarified information and answered questions.
Mr. Kraft requested that staff provide the Board with the exact positives and
negatives related to moving forward.
The Board adjourned to Closed Session at 5:34 p.m. and reconvened to Open
Session at 7:00 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.
3. Approve Minutes: The Board unanimously approved the Minutes of the
Regular Board Meeting of June 14, 2012, upon a motion made by Greg
Kraft and seconded by Carolyn Wilson.

4. Superintendent’s Report: Dr. Ferguson provided a brief report on the
following:
2012-2013 On-Line Master Grid, Boundary Maps and School
Locator: Tamara Torres and the Business Services staff has updated
District on-line services to assist staff, parents, students and the
community with viewing the District’s Master Grid and Boundary
Maps for all sites including the new District high school boundaries.
There is now a School Locator icon that parents or new residents can
use to locate the elementary, middle or high school their residence is
assigned to. All site and District staff received an email with the links
to these services. Thank you to Tamara and Business Services staff
for their hard work.
Registration Process: Linde Cobb and Nanci McGregor have been
working together contacting surrounding districts to review their
registration processes. They are forming a Registration Committee
that will develop a timeline calendar to bring consistency to this
process. Linde and Nanci have already saved the District $10,000.00
by posting the Parent Guide Annual Notification of Rights and
Responsibilities handbook on-line. They have also identified ways
for families without computer access to view the Parent Guide at no
cost. School Secretaries received information yesterday about the
committee and new process. Their responses have been
overwhelmingly positive.
District Forms: Linde and Nanci are currently reviewing all of the
forms that were stocked in the Warehouse and many have already
been revised and placed on the District’s Intranet site for staff. They
plan to have this process completed with all forms revised and on the
Intranet prior to school starting in August. Thank you to Linde and
Nanci for their hard work.
Hearing Session: President Pérez extended an invitation to the audience to
present matters of concern to the Board.
Richard Lewis, Parent, relayed concerns related his son’s
education and requested that staff review his request for
placement and his plan to address his son’s situation.
Penny Mayer, community member, stated that she requested a
written response from the District identifying where they found
the money to open Hillcrest High School.
President Pérez suggested that Mrs. Mayer provide her name and
address so that staff can respond to her request.
Irma Mendez, Health Assistant, expressed concerns related to the
summer payment timelines and requested clarification on
payment for July 4th
.
Dr. Hasson clarified payment related to the July 4th
Holiday.
President Pérez clarified that Dr. Ferguson will work with staff
and provide clarification related to summer payment timelines to
Carmen Sexton Boykin, President of CSEA Chapter 339.

7. Approve Superintendent’s Contract: The Board unanimously approved
extending the contract for Nicolas D. Ferguson, Ed.D., Superintendent,
through June 30, 2014, with the second year by mutual agreement and
with the Superintendent voluntarily agreeing to reduce his total
compensation by 5.1% for the 2012-2013 fiscal year, upon a motion
made by Ben Johnson and seconded by Carolyn Wilson.
8. Approve Assistant Superintendents’ Contracts:
The Board unanimously approved extending the contract for Monalisa
Hasson, Ed.D., Assistant Superintendent, Human Resources
Development, through June 30, 2014, upon a motion made by Art
Kaspereen, Jr. and seconded by Carolyn Wilson, with the following
salary and terms:
Effective July 1, 2012, the following salary shall be paid:
Non Furlough Group XIII, Step 5, $146,451.00

2012-2013 the salary rate shall be $140,081.00.

Glover Woods, Assistant Superintendent, Instructional Support Services,

9. Review and Discuss Counselor Positions: No action was taken on this
item.
Mr. Kaspereen expressed concerns about freezing two counselor
positions and suggested placing them on a 5-month contract until the
District knows the outcome of the November initiatives.
President Pérez stated that the District needs to find other ways to
eliminate expenses such as purchase orders, contracts, warranties,
computer purchases and suggested a thorough review of the budget.
Dr. Ferguson stated that staff is preparing a contingency plan that will
include these positions. This item will be placed on the July 12th
agenda
for review and discussion.

12. TABLED – Approve Agreement – City of Riverside Police Department
School Resource Officer Program: Following discussion, President Pérez
moved that this item be tabled until staff has an opportunity to meet with
the City of Riverside. The motion was seconded by Art Kaspereen, Jr.

15. Review Classified Staffing Guidelines: Dr. Hasson reviewed the
Classified staffing guidelines, clarified information and answered
questions. President Pérez requested that staff review the custodial services at the
Innovative Learning Center/Stokoe Elementary School and make sure
that Riverside Community College is paying their fair share.

Carolyn M. Wilson ~ Mrs. Wilson thanked Nanci and Linde for making
information available to staff and the community on the District’s website. Mrs.
Wilson stated that everyone is working so hard and it was difficult to read the
Budget Alert that Dr. Ferguson sent to the Board yesterday, the news is bleak
and hard to take; however, Mrs. Wilson is confident that everyone will pull
together and get through these tough times. Mrs. Wilson thanked everyone for
continuing to put students first and work so hard.
Greg Kraft ~ Mr. Kraft stated that each Board Member is passionate about
different things; however, they all want to do what is best for our students. Mr.
Kraft is hopeful that the information presented tonight will help clarify the
uncertainties that staff had at the last Board Meeting. Mr. Kraft hopes that
everyone will be able to take time off on July 4th
and be with their families.
José Luis Pérez ~ “Thank you very much for attending, it has been an
interesting evening and I would like to say that I really think the SRO program
is a great program, but the contract stinks. Thank you very much and have a
good evening.”
Art Kaspereen, Jr. ~ Mr. Kaspereen expressed frustration and stated that all we
