Exhibit B
Alameda North NPP – Recommendation
Staff does not recommend full closures of Cordova, Lima,
Avon, California
• Traffic on closed streets not appreciably different than
other streets in Alameda North NPP
• Data does not suggest significant cut-through traffic
problem – most traffic is local and school traffic
• Full closures are inequitable to other streets that are
not closed
• Increase vehicle trip distances
However, Mitigated Negative Declaration and analysis
shows that City Council can close the four streets if
desired.
Alameda North NPP – Full ClosuresAdditional improvements if street closures are made
permanent
• Implement angled closures at Cordova and California,
regular closures at Avon and Lima
• Intersection treatment at Fairview / Whitnall
• Review speed hump criteria for all streets from Fairview
to Naomi and install if warranted and desired by
residents
• Gateway / median treatments at Niagara, Catalina,
Florence, and Naomi
• Hollywood /Oak intersection (mitigation measure)
• Restripe to add dedicated left turn lane
• Remove parking on Oak both sides of Hollywood
