What is Lacking?
The limited number of innovation measures and a policy mix which is not strategically focused on priorities continue to result in an insufficient innovation performance.
Weaknesses in innovation governance since there are no regional bodies for policy making and implementation.
Turkey has relatively well structured government institutions in the NIS at national level. But there is no regional approach to innovation policy in Turkey, yet.
ProgressionsThe crucial need for the establishment of regional innovation systems and the design and implementation of regional policies has been realized by central government[1].
Preliminary Development Plan implicitly covers innovation-related objectives at regional level, specifically in the priority fields of :
strengthening human resourcesincreasing the self-employment potentialsupporting existing SMEs and SMEs to be established increasing their competitiveness by fostering the co-operation partnership potential in the form of network organizations

A pilot project has been initiated for establishing a Regional Development Agency .
Better restructurings in regional level including innovation related issues.The co-ordination and the catalytic role of the agencies at national level are carried out by the State Planning Organization DPT.
As an important component of the organization of regional development agencies, the law envisages the establishment of investment support offices in each region
Provides mentoring and coordination services to potential investors.

Lack of Sectoral Intermediaries
There is a dominance of generic organizations and most of them offer non-technological services to companies.
Adana region lacks sectoral intermediaries due to lack of importance of sectoral intermediaries for the RIS.
Recently national and regional innovation policy and implementation of this policy has been activated by the central government.
State of The Art of S&T Intermediaries
Generally, regional S&T intermediaries have no specialized area, but they serve their members of all kinds of sectors with limited personnel employment and budget.
Most of the institutions have source of funding based on membership fees (private funding) except KOSGEB and ADANA Government EU Office.
Without the membership fees, few of the S&T intermediaries can survive.
Insufficient communication and coordination between SMEs and S&T intermediaries in our region.
In our region s S&T intermediation system both SMEs and S&T intermediaries have main deficiencies about cooperation with each other. Insufficient awareness, insufficient communications
There are similarities between the institutions which SMEs and S&T intermediaries cooperate. These are mostly universities, chambers of industry and commerce.
Lack of coordination on innovation policy both within the publicsector and between the public and private sectors.
As a result there must be various sectoral networks and clusters that organize those Intermediaries

ADANA USAM is the only Regional Generic Hybrid S&T intermediary andNetwork.
There isn t any other Regional Sectoral Clusters & Networks.But there are some national Sectoral Non-Technological Constitutions that serves support services to the SME s and engineers.
These services are briefly:
To collaborate between the members active in the related sector, in thesubjects of technical, profesional and legal.To upgrade the related sector by planning national and internationalorganisationsTo collaborate between the related training and educational instutions.
State of the Art of the Clusters & Networks
ProgressionsProgressionsProgressionsTUBITAK - The Scientific And Technological Research Council Of Turkey hasmentioned the establishment of those networks and clusters in the Future vision and social-economic target in the Vision2023 announcement.
