What is the Fleet Saver Programme?

– road safety– workplace injuries prevention – fuel savings – fleet viability and profitability – transport productivity

• Modelled on: – WSMP

– Australian heavy vehicle schemes

– OSH injury prevention

• Incentives include reduced levy on ACC portion of vehicle licence fee

• Specific audit standards must be met

• Determined by ACC-approved on-site audit

• Road safety best practice consistent with HSE Amendment Act 1992

Safer Journeys strategy: Safe System

• Human error – People make mistakes and crashes are inevitable

• Human vulnerability – The human body has a limited ability to withstand crash forces

• Shared responsibility - System designers and system users must all shared responsibility for managing crash forces to a level that does not result in death or serious injury.

• All of system approach - It will take a whole-of-system approach to implement the Government’s Safe System priority.

Why is ACC doing this?

Chances of making a mistake or error that could result in a crash are dependent on:

• safety systems employed by operator

• roads being driven on

• vehicle condition and performance

• driver characteristics, external influences,

physical and mental state

Changing safety culture (beyond compliance

The fleet operator has primary responsibility for safety within their organisation

The fleet operator: • Sets the standards of behaviour• Hires, fires and arranges for the training of staff• Purchases or leases the vehicles• Decides on maintenance priorities• Determines the safety culture within

the organisation

• Fleets with good safety management systems have less than ½ the crash rate of those that don’t irrespective of fault

• Crash rates halved when safety management systems introduced

• Uptake greater than 50% amongst combination vehicle fleets
