Foremost, our proven experience as Construction Manager on 122 K-12 projects, within Pennsylvania, beginning in 1989, represents nearly $1.5 billion in construction value.
We were the first construction firm to specialize in the management of K-12 construction projects in Pennsylvania.
Our 131 years of experience as a general contractor provides a valuable complement to our services, particularly in the areas of design reviews, systems evaluations, constructability reviews and value engineering.
We have 23 LEED accredited professionals and 15 Green Advantage professionals on staff.
We have successfully managed the construction of 11 K-12 projects with Crabtree Rohrbaugh in a similar role. All were highly successful and several are repeat clients.
Our Professionals that you will be working with represent a total of 82 years of experience with Quandel.

Estimating Process
Our Estimating Process is a proven, deliberate process of predicting future performance based on present criteria provided by
our clients. With nearly $1.5 billion of school construction management throughout Pennsylvania, our cost database enables
us to update projected cost of renovations, additions and/or new construction with exceptional accuracy. The procedure that
we use has been refined over many years, to provide a consistent format to minimize errors and assure accuracy. In managing
the overall project cost during the Estimating Process, we use software such as Excel, Timberline, Roctek (site work analysis),
SmartBid (subcontractor solicitation & notification) and On-Screen Take-Off. These software tools help the estimators
efficiently and effectively understand the quantities associated with your project and communicate this information to
potential subcontractors during the scope review process. Our Estimating Process is illustrated below:
A brief summary of the effort involved during the successive steps shown above follows:
Project Engagement – The decision has been made, by management, to pursue the opportunity and the estimating process is
initiated.
Scope Definition – Meaningful discussions have occurred with the District and Design Professionals about the building
program, location, scope of work, unique aspects of design, procurement strategy, strategies for success in estimating,
resource demands, roles and responsibilities of estimating team, etc.
Pre-Estimate Planning – Discussions occur on how the estimate will be compiled, e.g., low bid, negotiated opportunity,
conceptual budget, detail required, etc. Low bid opportunities require a higher level of detail and effort than conceptual
budgeting exercises. Estimate reviews are scheduled. Important subcontractors, suppliers, equipment vendors and other
project participants are identified and contacted.

Methodology

Quantity Takeoffs – A major internal effort is underway to understand and quantify the
project. The estimating team gathers all available scope definition and assembles the
details of the estimate (scoping). Takeoffs may be manual, but are increasingly
accomplished electronically with on-screen takeoff capabilities. Ambiguous or vague
details are noted. Qualifications, assumptions and potential adjustments are identified.
Costing Application & Quotes – It is during this phase that the financial composition of
the project begins to take shape. Initially, the financial input can vary from finite, or
certain, to best guess values – all to be confirmed or validated later. Direct and indirect
costs are quantified. Reality checks are performed against past history and market conditions. Contingencies are established,
although different costing conditions allow/permit different levels of contingency.
Estimate Summary – Comprehensive spreadsheet delineating all cost elements of the estimate or bid. This remains a working
document and the level of detail and certainty increases with time. The estimating and operations team may now focus on
critical evaluations of cost against schedule. With a more complete picture of the effort required to execute the project,
decisions on indirect, or support costs can be made.
Validation – All efforts during this phase are aimed at identifying and eliminating risk. Calculations are verified, coverage
across all disciplines assured and category ratios are confirmed as reasonable for the project. Peer reviews are conducted and
discussions occur between estimating staff assembling the estimate and operations staff who will be responsible for building
the project – they have to live with it!
Management Review – Projects are never executed exactly as the estimating team
envisioned them. They always turn out better or worse than expected – rarely with the
exact relationship of initial cost and final cost that was included in the estimate.
Management review and input serves to establish the official corporate offering for any
given opportunity. The experience of these individuals offers an unbiased view of the
estimate and fosters valuable discussions about the contents of the estimates and their
accompanying schedules.
Estimate Finalization – A formal document is produced providing the budget in the format required by the District. This is a
formal offering of our firm's services to complete a finite assignment. When appropriate, clarifications to the estimate are
clearly delineated, so the District knows:
§ What is included
§ What is excluded
§ What assumptions have been made
§ What clarifications are appropriate to define scope
§ What allowances are provided where not properly defined
Performance Feedback – Our proven management system allows for, and in fact encourages, constant input and feedback to
operations and accounting, to compare estimated versus actual performance on all projects. This information benefits
operations staff in their execution of the project, but just as importantly, adds value to our estimating function on future
opportunities with proven pricing information, unit costing, productivity, etc.

their similar experience on other K-12 projects, time with Quandel and proven ability to work together. They are also
accustomed to working collaboratively with our school district clients, community advisory committees, Crabtree Rohrbaugh

John started his career in construction in 1969 as a carpenter apprentice. He has a number of years
of field experience as a carpenter and carpenter foreman. He joined Quandel in 1984 as a carpenter,

Quandel Construction Group was chosen to be Gettysburg Area School District’s Construction
Manager to oversee the construction of their new Middle School, which will contain 34 classrooms,
an auditorium, gymnasium, auxiliary gymnasium, locker rooms, cafeteria with food court, kitchen,
media center, Tech Ed room and lab, Family Consumer Sciences, band, orchestra and choral rooms
as well as an Administration Area. The total new two-story, 188,000 square foot Middle School will
be built adjacent to the existing middle school. The project value is approximately $36,000,000.
Construction is anticipated to be complete for the start of the 2014 school year. This is Quandel's
eighth consecutive assignment for this District.

Project:
New Middle School
The additions and renovations to Franklin Township
Elementary School consisted on a new 3,000 square foot
addition and renovation to the existing 63,000 square foot
school. The addition consisted of three new kindergarten
classrooms. Renovations included the complete removal of
the existing HVAC system and replacement, plumbing
upgrades in restrooms, a complete lighting and fire alarm
upgrade, replacement of the existing automated
temperature control system, abatement of the existing
gym floor and replacement, and kitchen renovations, including new equipment. All classrooms
received new ceilings, light fixtures and countertops.

Franklin Township Elementary School Renovatons
Quandel completed interior renovations to the Cafeteria and Kitchen at James Gettys Elementary
School. These renovations included the complete demolition of this space and re-orientation of
the Cafeteria and Kitchen to allow for natural daylight into the Cafeteria.
Also include was the installation of walk-in coolers and freezers for food storage, installation of a
new kitchen hood and make-up air system to improve energy efficiency, existing concrete slab
removal and replacement with upgraded floor finishes, and new serving lines and orientation.
The project was completed on a tight time schedule over summer as the District did not have the
option of shutting the Kitchen down for an extended period of time while students were in session.

James Gettys Elementary School Renovation
Quandel was contracted by Conrad Area School District to manage the additions and renovations to
West Elementary School, located in Womelsdorf, Berks County, PA.
The project included construction of a full-size Gymnasium as well as additions to the Kindergarten,
Library/Media Center, Administration and Kitchen/Café areas. Renovations occurred throughout
the entire existing building including upgrades to the electrical and mechanical systems. This was a
LEED Silver project and included the installation of a geothermal well system.
Quandel also served as the Construction Manager for Conrad Weiser Area School District for a
major renovation program to their Middle School.

Quandel provided construction management services for Midd-West School District’s additions
and renovations to their Middleburg Elementary School, located in Middleburg, PA.
(Leadership in Energy and Environmental Design)
Quandel also completed the Midd-West School District High School addition and renovation
project.
The elementary school project consisted of 51,200 square feet of renovations and 60,200 square
feet of new construction. The facility includes a new cafeteria and kitchen facilities, classroom and
administrative additions, additional parking and playground areas.
This $18.5 million project will achieve LEED
certification.
