ExecutiveSummary MelbourneTreeCarewas requestedbyRodQuince toproduce an impact assessmentreportinregardstoaproposeddevelopmentandthepotentialimpactsontreeslocatedinCaloolaReserve to thenorthof thesubjectsite,andstreet trees locatedadjacent tothesubjectsite.Theimpactassessmenthasdeterminedthatthereisminorencroachment(<10%)intotheTreeProtectionZonesoftwo(2)treeslocatedinCaloolaReserve,one(1)streettreelocated on Atkinson Street, and one (1) street tree located on Dalgety Street. It isconsidered that as these encroachments are minor, and the trees can remain viableduringandafterconstruction.Theimpactassessmentalsodeterminedthatthereismajorencroachment(>10%)intotheTreeProtectionZones(TPZ)ofthree(3)streettreeslocatedonDalgetyStreet.TheStructuralRootZones(SRZ)ofthesetreeswerecalculatedtodetermineifanystructuralrootswouldbeimpactedbytheproposeddevelopmentwhereitwasfoundthatthereisnoencroachment intoSRZof these treesby theproposeddevelopment. It is expectedthat the trees can remain viable, as the encroachment into the TPZ of these trees is<20%.The removal of all vegetation within the subject site is required to facilitate theproposeddevelopment.A Tree Protection Management Plan (TPMP) and tree protection measures are alsoincluded in this report. It is recommended all measures be followed tominimise theimpact of the proposed development on trees on adjoining properties and the naturestripdirectlyadjacenttothesubjectsite.

ObservationsForthepurposeofthisreport,treeswithinthesubjectsite,treeslocatedonthenaturestrip, and trees within five (5) metres of the site located in Caloola Reserve wereassessed.Trees that are less than five (5)metres inheightwerenot assessed for thisreport.SeeTable1belowtreedata,andfigure1fortreelocations.The subject site is located in Monash Council Commercial 1 Zone – (C1Z). 35-41DalgetyStreetThe subject site comprises of a brick and claddingwarehouse and offices. There is aconcretecarparktothesouthwestofthesiteandaconcretedrivewaytothenortheastofthesite.Thetreeswithinthesubjectsiteconsistofthree(3)semimatureLophostemonconfertus(Queensland Brush Box) and two (2)matureLophostemon confertus.The trees are ingood to fair health with a good to fair structure. The trees are growing in a narrowconcrete gardenbed, and two (2) trees are impedingon the structure of the adjacentproperty.Thetreesareassessedashavingashortuseful lifeexpectancy(ULE)astheyhaveoutgrownthespace(figure2).CaloolaReserveA total of sixteen (16) trees are located within five (5) metres of the subject site inCaloolaReserve.Thetreesvaryintheirhealthandstructure,withmosttreesdisplayingstructuraldefects (figure3)andpoorhealth.Trees4,12,13,15,and16overhang thesubjectsitebytwo(2)metres(figure4).StreetTreesThree(3)treesarelocatedadjacenttothesubjectsiteonAtkinsonStreet,andfour(4)treesare locatedadjacent to thesubjectsiteonDalgetyStreet.Thegeneralhealthandstructure of the trees is assessed as fair. Tree 19 overhangs the subject site two (2)metres(figure5).

TreeProtectionZones
A Tree Protection Zone (TPZ), as stated by the Australian Standard AS4970: 2009,Protectionoftreesondevelopmentsites,istheprincipalmeansofprotectionoftreesondevelopmentsite.TheTPZ isacombinationof therootareaandcrownarearequiringprotection.Itisanareaisolatedfromconstructiondisturbance,sothatthetreeremainsviable.TheAustralianStandardAS4970:2009 isbeingused inassessing theprotectionareasforeachtreeasitdescribesthebestpracticesfortheplanningandprotectionoftreesondevelopmentsites.IncalculatingtheradiusfortheTreeProtectionZones(TPZ),theDBH,measuredat1.4mfromtheground,ismultipliedby12.TheTPZrequirementsareasfollows:
• If the TPZ is encroached by less than 10%, the Australian Standard AS4970:2009states:detailedrootinvestigationsshouldnotberequired.
• If the TPZ is encroached bymore than 10%, the Australian Standard AS4970:2009states:theprojectArboristmustdemonstratethatthetree(s)wouldremainviable. The area lost to this encroachment should be compensated for elsewhereandcontiguouswiththeTPZ(figure6).
The Structural Root Zone (SRZ) is the area around the base of the tree required forstabilityintheground.Theserootsarefundamentalforthetreesstructureandhealth.Thestandardstates:

• Tree 23 - TPZ encroached by 6.19%. This is a minor encroachment as per
AS4970, and as such, the tree is expected to remain viable during and afterconstruction.

This is a major encroachment as perAS4970, therefore the SRZwas calculated to determine if any structural rootswould be impacted upon by the proposed development. There is no SRZencroachment,andwhiletheTPZencroachmentismajor,itisexpectedthetreecanremainviableduringandafterconstruction.
• Tree 21 –TPZ encroached by 16.78%. This is a major encroachment as per
AS4970, therefore the SRZwas calculated to determine if any structural rootswould be impacted upon by the proposed development. There is no SRZencroachment,andwhiletheTPZencroachmentismajor,itisexpectedthetreecanremainviableduringandafterconstruction.
• Tree 22 – TPZ encroached by 10.49% This is a major encroachment as per
AS4970, therefore the SRZwas calculated to determine if any structural rootswould be impacted upon by the proposed development. There is no SRZencroachment,andwhiletheTPZencroachmentismajor,itisexpectedthetreecanremainviableduringandafterconstruction.
