The objective is to push traffic on the 1800 band.

Most traffic are on the AMR HR. The objective is to push the traffic to AMR FR to have a better quality, SQI and MOS.

TRAFFIC
Traffic balancing needs to be performed in order to push the traffic to DCS. Layering shall be performed in all areas. Umbrella HO will be trialed. 2G to 3G ISHO shall be trialed and activated to push the traffic to 3G. Cell Splitting shall be proposed on high traffic areas/spots to have a better frequency loading.

SD DROP FAILURE (DISTRIBUTION)
GSM band contributes to the higher SD failure. Most of the failure are due to Radio.
Possible causes are overshooting, LAC boundary, Poor UL quality, etc..
2nd most contributor is the Aif, wherein in some BSCs it is quite high.
Need to check the clearcodes and do a tracing to find the detail root cause.

SD ATTEMPT (DISTRIBUTION)
Several BSCs have higher LU attempts compared with the MOC and MTC. Need to review the LAC Plan/Boundary.

CSSR
CSSR comprises of SD Drop, SD Block, TCH Block and TCH assignment Failure. Most contributor for low CSSR are due to blocking. SD Drop improvement shall be performed by doing the following:

TCH Blocking shall be improved by doing the following: Traffic Sharing FR/HR threshold setting review Reduce the Dedicated Data TSL SD TSL reduction if possible Queuing/DR (seems that in Makassar, queuing is not enabled) TRX Expansion Cell Splitting Microcell Proposal Feature such as OSC (Orthogonal SubChannel) Feature available in RU20Note: Data for Siemens needs to be reviewed again.

Top cause of drop call is due to radio, abis and Rf Old. In several BSCs, there are drops due to Aif failures and transcoder failures.

Drop Call can be improved by doing the following: New Handover Strategy New Power Control Strategy Moving of the calls to 1800 band Moving the calls to AMR FR since most of the traffic are in AMR HR Global Frequency Retune (Improving the quality) Clearing of the Aif Failures and transcoder failures Worst Cell Performance improvement New Hopping Strategy (MAL List, MAIO, HSN, etc..) HO CAUSE (DISTRIBUTION)
Quite noticeably, that in Makassar & Balinusra area, HO due to Power Budget is not dominant. Need to review the settings.

High HO failure in Makassar due to Outgoing (inter-MSC), main cause is “OutMSC HO fail-adj cell err “. Need to check whether some “unknown cells” are still created in the MSC or even on the RAN database.

HOSR can be improved by doing the following: Adjacency Audit HOC Threshold Parameter Settings Clearing of the MSC HO failure Handover strategy (by having Power Budget the most cause of HO) ADCE parameter adjustment Using the optimizer tool to do automated HO adjacencies

GPRS/EDGE
Most of the failures are due to no resource available. Review of the CDED/CDEF parameter should be done. EDAP re-configuration should be performed in order to maximize the abis TSL which are un-used. Power Control shall be reviewed and corrected as per recommendation. PCU Clustering needs to be done in order to reduce the number of inter-pcu cell reselection which causes degradation of the throughput. Feature trials (DTM, NCCR, High Multi Class, etc..)
