The Seafood Trade Relief Assistance Program (STRP) provides direct payments to eligible commercial fishermen
Goal: USDA is providing relief to commercial fishermen in response to trade disruptions by foreign governments that have affected seafood commodities
Payments are not loans and do not have to be repaid (unless there is error or fraud). Payments are not withheld to satisfy prior USDA debts nor offset by Treasury.
Fishermen do not need to be USDA customers to apply

Commercial fishermen who are in business at the time of application
Fishermen with a federal or state license or permit to commercially catch and sell/transfer fish
Fishermen who have ownership interest in seafood production (landings) reported as U.S. caught and sold in calendar year 2019.

Who is eligible to apply?

Payment limit: No person or legal entity may receive, directly more than $250,000 in payments through the STRP program.
A person or a legal entity’s AGI cannot exceed $900,000 using the 2016, 2017, and 2018 tax years. Exception: At least 75 percent of the adjusted gross income of the person or
entity is derived from farming, ranching, forestry, seafood production, or related activities.

U.S. caught and sold seafood Fish or shellfish caught by U.S. vessels in Canadian waters covered by
the Treaty Between the Governments of Canada and the United States on Pacific Albacore Tuna Vessels and Port Privileges.
The catch must be sold or transferred to a permitted or licensed seafood dealer or by a permitted dealer if the catch is processed at sea. Direct personal sales or transfers to unlicensed seafood dealers are not
eligible for STRP.

Fishermen must fill out Form CCC-916 to apply for STRP. Get this form at www.farmers.gov/seafood

Example
Alex is a commercial fisherman who harvested 375,000 pounds of salmon in 2019 and owns 100% of the operation. Alex applies for STRP by reporting 375,000 pounds of salmon on the STRP Application form, CCC-916.

Self-certification
When you sign your application, you certify that your pounds of production that you report on the STRP form are accurate.
USDA will conduct spot checks. Keep any production records for 3 years after applying for STRP You may be asked for supporting documentation to ensure that your
reported production is reasonable and that you are an active licensed commercial fisherman.

Other formsAfter submitting the STRP Application form (CCC-916), fishermen may also be required to submit: CCC-902 (Certification of Compliance with Payment Limitation, Parts A&B) CCC-901 (Member’s Information, if applicable) CCC-941 (Adjusted Gross Income) CCC-942 (Certification of Income From Farming, Ranching and Forestry Operations,
optional) AD-2106 (Form to Assist in Assessment of USDA Compliance with Civil Rights Laws,
optional) New customers will also submit AD-2047 (Customer Data Worksheet Request)
with their STRP Application Work with your local office to submit these forms Requested forms must be within 60 days of submitting the STRP application

Applicants are to submit one CCC-916 2020 Seafood Trade Relief Program (STRP) Application to any Farm Service Agency nationwide office by any of the following methods:
• In person• By mail – must be post marked by December 14, 2020• Electronically
• Fax or emailed• Using Box + OneSpan

• Producers have 60 days from signing their STRP application to resolve any eligibility issues with their local office
• Local office begins reviewing a producer’s application after the producer signs it, and will follow up with questions or missing information
• Approved applications are sent to processing for payment
• Producers will be notified and provided opportunity to respond to adjustments by USDA that affect a producer's payment
