horses breedHorses have added an elegant and graceful presence at the Perth Royal Show since this event evolved from the Fair and Cattle Show first held in Guildford in 1834. The Horses Breed competition is the biggest and most prestigious breed competition in Western Australia. Horses are judged on confirmation to a Standard of Excellence for each breed represented. This year 35 breeds will be judged as part of the competition to award the Supreme Champion Exhibit of the Show.

To be entitled to the Royal Agricultural Society members’ entry fee you must have paid your 2019 membership subscription prior to lodging the entry, and your membership number must be stated on the entry.
The RASWA member discount will only be allowed if the member and owner are one and the same. The discount can only be redeemed by the exhibiting owner. Partial owners and family members do not qualify for the discount.
Refund of entry fees: Entry fees are non-refundable, except where the Society has excess entries in a section or class and is unable to accommodate them.

GENERAL SHOW REGULATIONS The Society’s General Show Regulations and Section
Conditions regulate the conduct of the Show. Upon acceptance of an entry, the Exhibitor is irrevocably contracted to be bound by those General Show Regulations and Section Conditions. A copy of the Society’s General Show Regulations may be
obtained on application or from the website http://perthroyalshow.com.au/general-regulations/ An Exhibitor who breaches any General Show Regulation or Section Condition may be disqualified, or suspended for any period, fined or otherwise penalised. The Society may publish to: a) all Royal Show Societies in Australia; b) the relevant Breed Society; and c) the body with which the exhibit is registered, or is
eligible for registration, the result of any proceedings before the Disciplinary Committee in which a Person has been found to have breached any General Show Regulation or Section Condition. The Society may recognise and act upon any penalty imposed by any other similar society, organisation or body in Australia on any Person or exhibit. WITHDRAWAL OF EXHIBIT BY THE SOCIETY The Society may at its sole discretion, withdraw, reject or disqualify an exhibit. Upon notification by the Society the Owner/Exhibitor of the exhibit must immediately remove such exhibit from the Showground. Refer to the Society’s General
Show Regulation 3.18. If an exhibit is not collected or removed by the Owner/Exhibitor, the Society may, at its sole discretion, dispose of the exhibit in a manner it determines. PRIZE MONEY RASWA has a policy whereby all prize money is paid by EFT (Electronic Funds Transfer). Your banking details will be kept secure and can only be used by RASWA to credit your bank account. Please complete your account details on the entry form even if you have provided them previously. In accordance with the rules of the competition, failure to provide your bank details will mean that any prize money you earn will be forfeited and retained by RASWA. Further more, you acknowledge your agreement to the following: • The Society will issue you a tax invoice in respect of the
successful Exhibit; • You are requested not to issue a tax invoice to the
Society in respect to prize money received; • It will be necessary for you to notify the Society if you
cease to be registered for GST; and • The Society will notify you if it ceases to satisfy any of
the requirements of the determinations.
If you provide your ABN but are not registered for GST, the Society will pay the prize money as detailed in the prize schedule. If you are a business Exhibitor and do not provide your ABN to the Society, you will have 47% tax deducted from your prize money under the ATO PAYG provisions. If you confirm that you are entering as part of a private recreational pursuit or hobby, the Society will pay the prize money as detailed in the prize schedule. Payment of Prize Money: In all classes, prize money will be paid based on the details in the financial name section of the entry form. If a horse/pony competes in an event for which it has not been nominated and is awarded a prize, such prize money and ribbons will be forfeited. Prize money as stated in the schedule does not include GST. The prize money which the Society pays to successful Exhibitors (“you”) depends on the information that you
provide to the Society. If you confirm that you are GST registered and provide your Australian Business Number (ABN) the Society will pay the appropriate prize money plus 10% GST. The Society will provide to you a Recipient Created Tax Invoice (RCTI) within 28 days of the day you were successful at your event (subject to receiving full clearance from all swabs taken during the Show), detailing the GST which you will need to submit to the Australian Tax Office (ATO). If any adjustments need to be made, the Society will issue an adjustment note to you within 28 days of the adjustment. Upon entry into the competition and completion and signing of the application form, this form will become a RCTI agreement as required under Goods and Services Tax Act 1999. AWARDS The Society will not be responsible for awards or prize money not received by Exhibitors after 31 December 2019. If you have not received your award(s) or prize money by 30 November 2019, please contact RASWA on (08) 6263 3100. SOCIETY’S LIABILITY The Society shall not be liable for any damages, costs, claims, expenses or liabilities arising from the withdrawal, rejection or disqualification of an exhibit. The attention of Exhibitors is drawn to the General Show Regulation 17, Liability and Indemnity, with reference of the Society's Liability. SOCIAL MEDIA POLICY All personnel engaged by the Royal Agricultural Society of WA (RASWA) are bound by RASWA’s Social Media Policy
(https://www.perthroyalshow.com.au/social-media-policy/) and are required to use social media in a positive manner and with the best intentions. • Whether posting on a public or private page or group,
please present in a suitable and respectful manner of RASWA, Perth Royal Show and the Claremont Showground.

• Be mindful of posting/discussing subjects that may inflame someone’s emotions. Please show respect for
others’ opinions and be courteous always. • Do not post personal information about yourself or
others, confidential or non-public information, offensive or negative comments.
If anyone is found to have made comments that are deemed unreasonable or derogatory, action will be taken by RASWA to ensure all parties are protected, and inappropriate use reprimanded. PROMOTION No advertising or promotion on behalf of commercial business will be permitted on the Showground without the prior written consent of the Society’s Chief Executive Officer. PRIVACY ACT STATEMENT The information provided by the Exhibitor in the application for entry is collected and used by the Royal Agricultural Society of Western Australia (RASWA) to organise and conduct competitions at the Show. We may publish details such as your name, address and exhibit details in any RASWA publication or communication. Such information may also be made available to, and published by, the media. We will not disclose your information without your consent for any other purpose unless required or authorised by law. You may request access to your personal information and, if necessary, request that our records of that information be corrected by writing to the Chief Executive Officer at the Royal Agricultural Soceity of Western Australia, PO Box 135, Claremont WA 6910.
SECTION CONDITIONS 1. RISK WARNING
PLEASE NOTE THAT EQUESTRIAN ACTIVITIES ARE DANGEROUS AND THAT ACCIDENTS CAUSING DEATH, INJURY, DISABILITY AND PROPERTY DAMAGE, CAN, AND DO OCCUR.
2. ALCOHOL 2.1 Alcohol consumption on the Showground other than
in licensed or designated areas approved by the Society is prohibited. This includes the stable and locker area of the Equestrian Complex.
3. SMOKING 3.1 The Show is a smoke free event. Smoking is not
permitted within any section of the Equestrian Complex. Smoking areas are available in Private and Hardy Roads.
4. CONDITIONS FOR ENTRY 4.1 Liability and Indemnity: Lodgment of an application
for entry is deemed to be acknowledgement by the Exhibitor of their agreement that persons entering events do so at their own risk. (Refer to the Society’s
General Show Regulation 17 Liability and Indemnity). 4.1.1 Exhibit: For the purpose of these Section Conditions
the word “exhibit” shall include a horse or pony, or
donkey where appropriate. 4.1.2 Exhibitor: Means the person in which name the
application for entry is lodged. 4.1.3 Judge, Exhibitor Business Dealings: No
Exhibitor/handler may show an exhibit in a ring (other than a jumping ring) officiated by a Judge where:
1. that exhibit was bred by, purchased or leased
from the Judge or their immediate family within the 12 months preceding the date of competition; or
2. has been employed by the Judge at any time in the 12 month period prior to the date of competition; or
3. the Judge has conducted any business transactions within the 12 months preceding the date of competition involving the Exhibitor, or the owner or part owner of an animal exhibited by the Exhibitor at the current competition, unless the Councillor in Charge has provided written authorisation to do so on the basis of the incidental or minor nature of the business.
4.1.4 JUDGES NAMES WILL BE POSTED ON THE
RASWA WEBSITE AS SOON AS THEY ARE CONFIRMED.
4.2 Parent/Legal Guardian Responsibility: Where an
Exhibitor, rider/driver, passenger, attendant or any other participant is 17 years of age and under, the parent or legal guardian must accept responsibility on behalf of the Exhibitor, rider/driver, passenger, attendant or any other participant for the purpose of the Show and must read and sign the enclosed disclaimer statement. Refer to special note “Indemnity
if Exhibitor is 17 years of age and under” on the
application for entry and to the enclosed disclaimer statement.
4.3 Dress: Competitors participating in all events must
wear approved attire for the section in which they are competing.
4.3.1 Strappers and attendants, limited to one (1) per
animal, who lead horses/ponies onto the Main Arena must be appropriately attired as outlined in each section or must wear a white dust coat, provided by the Exhibitor. Protective leather footwear (not joggers) must be worn. Attendants wearing a dust coat will not be allowed to enter the judging ring.

4.3.2 White Dust Coats: A limited number of coats will be available to purchase from the Armband Office for $40.00 each. NO coats will be available to hire.
4.4 Nominations: 4.4.1 The Society reserves the right to accept any
nomination, which in its opinion warrants inclusion in the Show. The Society, without giving a reason for doing so, may also reject or disqualify an exhibit.
4.4.2 Any Exhibitor giving a wrong description or false
information of their exhibit may be disqualified from exhibiting from this or any future Perth Royal Show.
4.4.3 Appeals Against Refusal of Nominations:
Exhibitors shall have the right of appeal against the Society’s decision providing the appeal is lodged in writing within 14 days of the dispatch of notification.
4.4.4 Registration of Exhibits: No horse/pony may
compete unless it is registered in a recognised Studbook, Breed Society, Equestrian Australia (EA), Show Horse Council (SHC) or Australian Carriage Driving Society (ACDS).
4.4.5 No exhibit may be presented with markings that vary
from its registration papers. 4.4.6 A photocopy of each exhibit’s registration
certificate must accompany each application for entry. Failure to present registration certificates by 15 August 2019 will result in the return of entries.
4.4.7 Exhibitors must supply on their application for entry all
the information called for in each and every instance, otherwise their entries will not be accepted and will be returned.
4.4.8 Restrictions on Number of Entries: Any Exhibitor
entering more than one (1) animal in a class may be requested by the Society to withdraw their additional entries, thereby limiting their entries to one (1) exhibit per class. This notification will be advised no later than Wednesday 21 August 2019. This will only occur if there are excess entries.
4.4.9 Transfer of Events: After the close of entries, the
Society reserves the right to transfer events from one day to another or cancel an event due to lack of entries.
4.5 Presentation: 4.5.1 All horses/ponies/donkeys are to be clean and
presented according to the section in which they are competing.
4.5.2 Registered Approved Identifiers: All horses/ ponies/donkeys competing at the Show must be visibly branded with a registered freeze or fire brand, microchipped or identified by a method approved by the relevant Society. Registered horses that are microchipped or identified under breed, EA, SHC or ACDS rules should always be accompanied by a copy of the official registration documents detailing the identifying marks on the individual exhibit and microchip number.
4.6 Insurance: The Owner/Exhibitor is responsible for the
Insurance of their exhibit whilst the exhibit is on the Society’s Showground.
4.7 Refund of Entry Fees: 4.7.1 Refunds will be given for entries where the Society
has excess entries in a section or class and is unable to accommodate them.
4.7.2 Horse Exhibitors may apply for a refund of entry
fee for a horse/pony/donkey that has, prior to the
commencement of competition at the Show,
become seriously ill, injured or has died, or prior
to the close of entries has been sold. The
application requires a submission of a Veterinary
Certificate, or Proof of Sale and is subject to
approval of both the Section Councillor in Charge
and the Manager - Competitions, Events and
Education. Application for this refund will need to
be made within seven (7) days of the issue of the
Veterinary Certificate or Proof of Sale. 4.8 Ownership: Every exhibit must be the bona fide
property of the Exhibitor, both at the time of entry
and on the first day of the Show, as shown on the
registration certificate. Registered lessees shall
be deemed the owners for the purpose of
exhibition. 4.9 RASWA accepts that all entries are bona fide entries
and the information supplied is correct. 4.10 Naming: All exhibits (except Thoroughbreds, which
must have a document of description or an Australian ID) must be named.
4.11 Safety Helmets: 4.11.1 All junior Exhibitors, riders/drivers, passengers,
attendants, grooms and any other participants 17 years of age and under must wear an approved safety helmet at all times whilst riding on the Society’s
Showground. This includes whether warming up, competing, driving or riding to or from the stables or participating in the Grand Parade.
4.11.2 The Society strongly recommends that all adult
Exhibitors, riders, attendants, grooms and any other participants 18 years of age and over wear an approved safety helmet at all times whilst riding on the Society’s Showground. This includes competing,
riding to or from the stables or participating in the Grand Parade.

4.11.3 A safety helmet must be worn while warming up. The currently approved safety helmet standards are:
• Australian (AS/NZS 3838) 2006 onwards • Australian (ARB HS 2012) provided they are
SAI Global marked • American (ASTM F1163) 2004a or 04a
onwards • American (SNELL E2001) provided they are
SEI Global marked • European (VGI (01.040.2014-12) with or
without BSI Kitemark • British (PAS 015 (1998 or 2011) provided they
are BSI Kitemark 4.12 No breed ridden exhibits shall be eligible to
compete in any ridden breed class without having
first competed in the led breed class for that
specific breed. 4.13 Presentation: All exhibits are to be clean and
presented according to breed standards, with respect to inconsistencies the Society’s General Show
Regulations and Section Conditions will apply. 4.14 Entry fees for animals found to be unregistered or
incorrectly registered with the relevant Breed Society or which are withdrawn for any other reason either prior to or during the Show, will NOT be refunded in any circumstances.
4.15 Substitutions: No substitutions of any kind will be
permitted in Horses Breed events. 5. ARRIVAL AND DEPARTURE TIMES 5.1 Arrival: Exhibitors are to arrive no earlier than 6.00pm
on the evening prior to judging. 5.2 Admission Tickets: Exhibitors will be issued tickets
for admission to the Showground on the following number of horses/ponies entered on each day. Tickets are issued automatically on the allocation of a stable.
• 1 or 2 horses/ponies stabled per day = 2 single-
entry tickets • 3 or 4 horses/ponies stabled per day = 3 single-
entry tickets • 5 or more horses/ponies stabled per day = 1
single-entry ticket per horse/pony 5.3 Additional single-entry tickets may be purchased for
$30.00 each prior to the Show by submitting the enclosed application for additional admission tickets form no later than 4 September 2019. E-tickets will be forwarded to the email address submitted on the form.
5.4 Departure: 5.4.1 Livestock Release Authority: No exhibit will be
permitted to leave the Showground without a livestock release authority form signed by an Armband Office staff member.
5.4.2 Exhibits may not be removed from the horse lines until after the Grand Parade unless ordered by the Ringmaster, or on the advice of the Veterinarian. A livestock release authority will still be required, prior to departure from the Showground.
5.4.3 Stables are to be left clean and will be inspected prior
to the issue of a livestock release authority form. 6. ENTRY AND EXIT ROUTES 6.1 Arrivals: Exhibitors in horse classes will only be
admitted to the Showground on production of a “single-entry”, “multi-entry” or “email” ticket. Tickets will be issued to Exhibitors prior to the commencement of the Show.
6.2 Entry Route: Vehicles delivering exhibits will be
admitted to the Showground between 5.30am and 9.00pm through Gate 6 off Graylands Road. Proceed to the horse unloading area, when directed by the parking attendant.
6.3 Departures: Departure from the horse unloading area
will be through Private Road to Gate 7, where the livestock release authority will be collected at the gate.
7. PARKING AND SHUTTLE BUS 7.1 Parking for cars with floats and for horse trucks, is
available at Leighton Marshalling Yards, Curtin Avenue Mosman Park (please refer to the map on page 8). Application can be made by completing the parking form and submitting it with your application for entry.
7.2 Parking Fee: $6.00 per day per vehicle. 7.3 Shuttle Bus: Will run continuously between the
Leighton Marshalling Yards and the Claremont Showground from 6.00am to 8.00pm Friday 27 September 2019 to Saturday 5 October 2019.
8. STABLING 8.1 Stable Fee: $15.00 per day. Stables can only be
booked for the night prior to and the day of competition/judging.
8.2 Overnight stables will be available to incoming
horses/ponies after 6.00pm on the evening prior to judging.
8.3 Stables allocated are for the horse/pony nominated
and if not so used may be reallocated. Any Exhibitor using stables for any purpose other than stabling of horses/ponies will have their entries cancelled.
8.4 All stallions will be stabled in the Horse Breed stables.

8.4.1 If you have not been allocated a stable for all your horses/ponies as stated on your stable, locker and bed application form, please contact the Competition and Event Coordinator prior to the Show, as stables will be re-allocated as withdrawals are received.
8.5 Stable Bedding: Wood shavings are provided in the
Horses in Action stables. White sand is provided in the Horses Breed stables. No additional bedding types are to be used.
8.6 Feed Bins and Water Containers: Exhibitors will be
required to provide their own feed bins and water containers.
8.7 Hay is permitted but stables and surrounding areas
are to be thoroughly cleaned. 8.8 Stable Cleaning: Exhibitors whose horses/ponies are
stabled overnight are responsible for cleaning out their stables daily. Day stables are to be cleaned before departure. Exhibitors failing to comply will be liable to a fine of $100.00 for each and every offence.
8.9 Supervision: Horses/ponies outside their stables
must be supervised and have an attendant on hand at all times.
9. LOCKERS 9.1 Locker Fee: $10.00 per day for a standard locker. 9.2 A limited number of lockers are available. Any
applicant who cannot be accommodated will be notified accordingly. Exhibitors should supply their own locks for lockers.
10. ACCOMMODATION 10.1 Bunks: A deposit of $10.00 is payable for each key
issued. 10.2 It is a privilege, not a right to be offered a bunk on
the Showground. Bunks are allocated on a share
room basis and Exhibitors may be required to
share a room with another Exhibitor. 10.3 Consideration will be given to applications by country
Exhibitors requiring to be accommodated beyond the days on which they are competing. Application must be made in writing detailing the reason for the request. No guarantee can be given that any request will be granted.
10.4 Due to the limited number of bunks available, country
Exhibitors travelling the greatest distance will be given preference in the allocation of bunks.
10.5 A maximum of two (2) bunks will be available per
any one (1) exhibit. 10.6 Rooms must be left clean and occupiers must act in a
proper manner at all times.
10.7 Rooms must be vacated by 6.00pm on the last day of competition.
11. CANCELLATION OF STABLES, LOCKERS AND
ACCOMMODATION 11.1 Because of the limited number of stables, lockers and
bunks available, prompt notification of cancellations must be made.
11.2 Request for refunds on stables, lockers, Leighton
Marshalling Yards parking and Private Road parking facility fees must be made in writing and received ten (10) days prior to the first day of Show and considered if the facilities cannot be re-let.
12. CATALOGUES 12.1 Catalogues listing all exhibits entered in each class
may be purchased at a cost of $5.50 and should be ordered and paid for at the time of entry.
12.2 Only a limited number of catalogues will be available
for sale during the Show. 13. MEASUREMENT OF HORSES AND PONIES 13.1 The Society’s official measurers will be in attendance
in the measuring bay on the Showground from 2.30pm to 4.00pm on Thursday 26 September, 6.00am to 12.00pm Friday 27 September, and from 6.00am to 12.30pm each day until Saturday 5 October 2019. Measurement in the afternoons, if necessary, can be arranged by appointment with the Chief Measurer prior to the closure of the measuring bay.
13.2 All horses/ponies requiring to be measured, must
have all rugs, boots and leg wraps removed. 13.3 All horses/ponies submitted for measuring should
present in a bridle and bit, or in a halter for breeds
that do not require to be bitted and be in the care
of a competent person. The handler must have the
appropriate paperwork in hand and be wearing
enclosed protective footwear. 13.4 The Society reserves the right to have a horse/pony
submitted for re-measurement. 14. MANAGEMENT AND CONTROL 14.1 Ringmaster’s Powers: The determination of the
Ringmaster upon any question or dispute arising in, or which is incidental to the conduct in the Show Ring, or the conduct of any competition, parade, exhibition or event therein, or as to the qualification of any Exhibitor, or as to the proper description of anything, whether animate or inanimate, shall be final and binding on the Society and upon all Exhibitors and any other persons affected thereby.
14.2 The term “Ringmaster” shall be deemed to include the
Ringmaster, Councillor in Charge (CIC) and Councillors of the Horse Section should either the Ringmaster or the CIC be unavailable.

14.3 No person shall be eligible to compete, if in the opinion of the Ringmaster, he/she is for any reason whatsoever, unfit to lead, ride or drive.
14.4 Head Gear: Horses/ponies/donkeys must be
equipped with suitable bridles or halters to facilitate handling at all times.
14.5 Stallions: No stallion or colt shall be lead/driven, or
ridden by a person 17 years of age or under. No stallion or colt will be allowed on the Showground without a bridle, halter with bit, or suitable headgear as approved by the governing Society. Showjumping
Stallions must have their green disc. Breed
Stallions and Colts will always need to have their
competition card visible. 14.6 Access to Arena: No horse/pony/donkey shall be
allowed on the Main Arena during the Show except for the purpose of competing in its nominated event, Grand Parade or during the authorised exercise period between 6.00am and 8.00am, or at the discretion of the Ringmaster. Exhibitors contravening this condition will be liable to a fine of $100.00 for each offence.
14.7 Age and Competence of Exhibitors:
a) Subject to (b), a person who has not attained the age of six (6) years must not ride a horse or pony at a Show (unless otherwise stipulated for a particular class).
b) The Ringmaster may at any time require a person who does not appear to be able to ride or handle a horse to dismount, allow other persons to handle the horse, or leave the judging ring.
c) The age of the person is determined as at, the day of commencement of the Show, Saturday 28 September 2019.
14.8 Emergency Exit Passages: All laneways in the
McGlew Pavilion are to be “KEPT CLEAR AT ALL
TIMES", this includes all gear and rugs, etc. 15. EXERCISING OF HORSES/PONIES 15.1 The exercise period on the Main Arena is between
6.00am and 8.00am at a walk or trot. Horses may be lunged during this period at the discretion of the Ringmaster or Mounted Stewards.
15.2 During the day horses/ponies may be exercised in the
warm-up arenas provided. 15.3 Horses/ponies may not be lunged in the bottom warm-
up arena unless granted permission from the Ringmaster. The top warm-up arena is available for lunging.
15.4 The grassed area west of the Horses in Action stable
complex is used for marshalling. Horses/ponies will only be allowed to walk when in this area.
16. DUTY OF CARE TO ANIMALS 16.1 A person who has the care or charge of an animal has
a duty to take all reasonable measures to ensure the welfare of that animal.
16.2 Cruelty: The Royal Agricultural Society of WA will not
tolerate any abuse of horses/ponies at the Show. 17. VETERINARY SERVICES 17.1 A Veterinary Officer will be on call throughout the
Show to provide services to injured or sick livestock. Exhibitors requiring services will be responsible for payment for all services rendered.
17.2 The Veterinary Office and Medication Control Centre
is located at the corner of Edgar Avenue and the Cattle Lanes.
17.3 The duty Veterinary Office can be contacted from
6.00am to 9.00pm through the Armband Office on 0434 567 967 or 0434 567 911, from Thursday 26 September 2019 until Sunday 6 October 2019 at 12.00pm. After 9.00pm on any day please call Asset Services on (08) 6263 3127.
18. DANGEROUS, OBJECTIONABLE OR DISEASED
EXHIBITS 18.1 The attention of Exhibitors is drawn to the Society’s
General Show Regulation 4.7 and 4.8, with reference to dangerous, objectionable or diseased exhibits.
19. PROHIBITED SUBSTANCES AND MEDICATION
CONTROL 19.1 It is illegal to utilise any Banned, Prohibited or
Controlled medication. The use of such will result in elimination and other disciplinary actions under the regulations of the governing bodies.
20. GRAND PARADES 20.1 All horses/ponies must participate in the Grand
Parade in accordance with the printed program unless an exemption is authorised by the Ringmaster. Exhibitors must have competent handlers/riders in attendance for this purpose. Carriage Driving Exhibitors are invited to participate.
20.2 Grand Parades will be held at the following times:
• 1.00pm on Saturday 28 September • 1.00pm on Sunday 29 September • 1.00pm on Monday 30 September • 1.00pm on Tuesday 1 October • 1.00pm on Wednesday 2 October • 1.00pm on Thursday 3 October • 1.00pm on Friday 4 October • 1.00pm on Saturday 5 October

20.3 Regulation 3.25.5 of the General Show Regulations requires that all livestock exhibits are tractable to the degree that they can participate in parades. If in the opinion of the Councillor in Charge or Ringmaster any animal appears to be dangerous and not under proper control, it must be removed immediately from the Showground.
20.4 Where horses/ponies are entered in both Breed
Section classes and Horses in Action classes, they must parade with their Breed Section.
20.5 Standard of Dress for Riders/Handlers: When
participating in the Grand Parade, riders/handlers must adhere to the standard of dress appropriate to their section including the wearing of the competition number of the exhibit. A handler may wear a clean dustcoat, but still must wear the exhibits competition number. If riders/handlers are not correctly attired, or the horse/pony is not suitably presented, the exhibit will not be permitted to participate in the Grand Parade and the Exhibitor will be subject to a fine and forfeiture of any awarded prize money.
20.6 Exemptions: All Exhibitors are reminded that it is part
of their obligation as Exhibitors at the Show to parade their animals in the Grand Parade. The Grand Parade is a significant daily event and very popular with the public. It is therefore very important to the Royal Agricultural Society of WA.
20.7 Any Exhibitor wishing to apply for an exemption must
do so by 21 August 2019 on the appropriate form. NO exemptions will be given on the day without a Veterinary Certificate or First Aid Post Authority form.
20.8 Grand Parade Pass: Grand Parade passes are
included in your Exhibitor pack, collected from the Armband Office with the exhibits competition number. Exhibitors will be required to hand in a Grand Parade Pass as they enter the Main Arena for each Grand Parade and must wear their competition number.
20.9 If any horse/pony is not exhibited in the Grand
Parade without an approved exemption, the Exhibitor will be fined $100.00 and will forfeit any awarded prize money.
20.10 The fine must be paid before the horse/pony or
Exhibitor can participate in another event. 21. JUDGING 21.1 Exhibitors who do not present their horse/pony in the
judging ring at the time of judging will be instructed to remove their horse/pony from the arena.
21.2 If a horse/pony becomes loose during judging it may
be disqualified from the class at the discretion of the Judge.
21.3 Judging Times: Approximate judging times for each
class will be forwarded to Exhibitors with their entry tickets.
21.4 All ribbons are awarded at the discretion of the Judge. 22. CHAMPIONSHIP AWARDS 22.1 In making these awards the Judges will only select
from the exhibits which have gained first prizes in eligible classes.
22.2 Under no circumstances may a Judge make equal
championship awards. 22.3 The awarding of Champion and Reserve Champion
awards shall be at the discretion of the Judge. 23. PROTESTS 23.1 An Exhibitor may protest against an award won by an
exhibit, alleging breach of the Society’s General Show
Regulations or Section Conditions or ineligibility. 23.2 A protest must be made in writing, giving reasons for
the protest and signed and submitted to the Ringmasters Office, not more than one (1) hour after the completion of the judging of the class.
23.3 Such protest must be accompanied by a deposit of
$50.00 which may be forfeited to the Society if in the opinion of the Ringmaster the protest is unfounded, frivolous or vexatious.
23.4 If an exhibit is awarded a prize and is subsequently
disqualified the prize will not automatically be awarded to the next placegetter. The final decision will be at the discretion of the Judge.
23.5 Any prize money awarded for an event, which is the
subject of protest, shall be retained by the Society until the protest has been resolved.
24. REGISTRATION OF HORSE/PONY 24.1 If a horse/pony is registered in more than one (1)
Breed Society or Stud Book, owners may enter this
horse/pony in as many Breed sections as is
appropriate. 24.2 The name of the breeder and the names of the sire
and dam of all Breed nominations must be stated on the application for entry.
24.3 Exhibits must be financial members of their
relevant breed society as of 14 August 2019. 25. AGE 25.1 The age of a horse shall be reckoned from 1
August in the year in which it was born, if born on
or after that day. If born before that day it will be
reckoned from 1 August in the previous year.
Standardbred horse age shall be reckoned from 1
September in the year in which it was born. 25.2 Minimum Age of Breed Ridden Exhibits: The
minimum age of breed ridden exhibits at the Show is three (3) years old.

26. EXHIBITS 26.1 Entries with height restrictions or classes with a height
stipulation will require check measuring on the day of showing and have their catalogue number stamped by the Measurers. This includes all youngstock with height for age requirements, Height Certificates from elsewhere will not be required.
26.2 Owners of horses/ponies that require measuring must
have their Horses Breed exhibit card, signed by an official measurer, before their horses/ponies will be allowed to enter the Show Ring. Should your horse/pony require a height certificate, a fee of $10.00 will apply.
26.3 Horses measured out of their class may be
transferred to another class with the approval of
the Ringmasters office. This is not applicable to height restricted classes of a particular Breed Society.
27. BREED MANAGEMENT AND CONTROL 27.1 The use of bits in halters/bridles for colts under two (2)
years of age shall be optional, depending upon the tractability of the animal concerned unless there is a specific requirement for alternative head gear in the Breed Society rules.
27.2 Headgear on horses/ponies may not be changed in
the arena. 28. WHIPS 28.1 The maximum length of whips carried in Horse
Breed events will not exceed;
• Welsh, Part Welsh and APSB Breeds: 75cm • Arabian and Arabian Derivative Sections:
145cm in led classes and 75cm in ridden classes
• All Other Breeds: 120cm
These measurements apply to extendable whips, when fully extended.
29. BREED EXHIBIT CARD 29.1 Numbered breed exhibit cards provided by the Society
must be worn by the handler. 30. MARSHALLING 30.1 When called by the Top Marshal all Competitors must
report to the marshalling area before the start of each event in which they are competing, otherwise they may be prevented from competing in that class.

Judging Criteria: 1. Type and Confirmation of Horse:
Demonstrate that it is an all-round ladies’ horse - 25 points
2. Ability, Manners and Paces: Pleasant, educated mount showing the ability and manners to work at all paces - 25 points.
3. Dress, Equipment and Presentation: To be clean, neat and tidy - 25 points.
4. Riding Ability: Ability of the rider to control and work her mount at all paces while demonstrating the above - 25 points.
In the event of a tie, the Riding Ability section is to be used as a countback and if needed, followed by Ability, Manners and Paces, Dress, Equipment and Presentation section then the Type and Conformation section.

Class 107 CLYDESDALE LOG SNIGGING COMPETITION Drawn from Clydesdale classes 98 to 103. The competition shall be a serpentine course with a 840mm (minimum) swingle bar attached to a 3-metre-long log which is 200mm wide and 100mm deep with a chain or eye hook attached. The perimeter of the course (22 metres long x 7 metres wide) will be marked by logs or pipes (not ropes). Four (4) cricket balls will be placed on four (4) stands 1.5 metres high (of 25mm piping) down the centre of the course. There will be a 5 metre distance before the first stand and then they will be placed 4 metres apart, which will leave a further 5 metre distance at the end. Trace chains are to be a minimum length of 2.34 metres and must be in a straight line from hame hook to log. Judging: One (1) penalty point applies for: 1. Horse stepping on or over boundary line. 2. Driver steps on or over boundary line. 3. Driver steps on or touches log. 4. Stand is down and ball falls. 5. Driver requesting outside assistance or re-
attaching chains, or to get the horse back in the chains. Should a driver continue the course with the horse outside the chains, he/she is disqualified.
The horse having the least faults is the winner. If there is more than one (1) clear round, the side lines will be reduced by 0.5 metres for each additional round. COMBINED LEADING REIN PONY Conditions of Entry: Exhibits to be drawn from the following Breed classes - APSB Australian, APSB Highland, APSB Shetland, Connemara and Welsh Ponies A, B, C, D and Geldings. Presentation Guidelines: WELSH PONIES: At all shows, Welsh Ponies section A, B, C, D and Geldings cannot be shown plaited. See rules on clipping in the Welsh section. This includes Leading Rein. HIGHLAND PONIES: There should be no pulling or plaiting or trimming of mane and tail, nor the feather on the legs. Light trimming of long hairs on jaw line is permitted. Whiskers should not be trimmed. Eye or other cosmetic make up must not be applied under any circumstances, hoofs should only be oiled or have clear polish. SHETLAND PONIES: When shown in a Breed class, Shetland Ponies must be shown in natural coat and full feather. Shetlands must not be clipped or dyed. AUSTRALIAN PONIES: Australian Pony Mares and Geldings are usually shown plaited and may be shown clipped when necessary.
CONNEMARA PONIES: A Connemara Pony should be shown in as natural state as possible.
Class 115 COMBINED LEADING REIN PONY, MARE, FILLY OR GELDING To be led by an adult and ridden by child 4 to 8 years of age as at the first day of the Show. The pony is to be led on foot, from loose rein attached to the back of a cavesson nose band. Drop nosebands, curb chains or double bits should not be used, spurs should not be worn and long dressage whips should not be carried by the child or leader. The pony is judged on manners, quality, movement and obedience. It should be nicely presented (as per Breed Society Regulations) and the overall effect of pony, child and leader to be a complete picture. The leader should be smartly dressed (not jeans), preferably a knee length skirt/pants and jacket or tailored slack suit, with flat shoes that cover the upper part of the foot. Look for a pony with a good wither and not too wide across the back which would make it difficult for small children's legs. Bear in mind the pony should not be too young, and although looking for smartness and quality, must be quiet enough to carry the child without trauma. The pony must be led at the walk and trot. He/she should be able to ride a little, preferably rise to the trot and assist with the turning etc. A copy of the rider's Birth Certificate must be supplied. RIDING PONY - SHOW PONY Registration Regulations: No Riding Pony Show Pony shall compete unless it is fully registered with the Riding Pony Stud Book Society Inc. All Exhibitors must be financial members of their society as at the date stated under Registration of Horse/Pony in the Section Conditions. Standard of Dress for Judging and Grand Parade: Jodhpurs or breeches, short or long riding boots, shirt and tie or stock, waistcoat or riding jacket. Riding hats and gloves optional. Alternatively, long sleeved shirt and tie, trousers or slacks, waistcoat or jacket. Ladies may wear a skirt (must be at least knee length). Protective leather footwear that covers the upper part of the foot must be worn (no joggers). WELSH Registration Regulations: No Welsh shall compete unless it is fully registered or foundation registered as FS, FS1 or FS2 in the appropriate sections of either the Welsh Pony and Cob Society of Australia studbook or the appropriate section of the Australian Pony Stud Book Society studbook. All Exhibitors must be financial members of their society as at the date stated under Registration of Horse/Pony in the Section Conditions. Conditions of Entry: a) Welsh Mountain Ponies shall not exceed 12 hands in
height. b) Welsh Ponies shall not exceed 13.2 hands in height. c) Welsh Ponies of Cob Type shall not exceed 13.2 hands
in height. There is no height restriction for Geldings. The following rules will apply regarding clipping: • Visible body, head or neck clipping for shows is not
permissible. • Trimming is permissible, including the ears, throat-
latch, lower jaw, jawline and muzzle. • Welsh exhibits 3 years old and under must not be

WELSH - PART WELSH Registration Regulations: No Part Welsh shall compete unless it is fully registered in the appropriate sections of the Welsh Pony and Cob Society of Australia Studbook or the Australian Pony Stud Book Society. Standard of Dress for Judging and Grand Parade: Jodhpurs or breeches, short or long riding boots, shirt and tie or stock, waistcoat or riding jacket. Riding hats and gloves optional. Alternatively, long sleeved shirt and tie, trousers or slacks, waistcoat or jacket. Ladies may wear a skirt (must be at least knee length). WORKING HUNTER FOR BREED HORSE/PONIES
WORKING HUNTER COMPETITION To be eligible to compete in this section the horse/pony must be entered into a Breed Section of the 2019 Perth Royal Show and must have shown in their Lead class. Working Hunters should be of good conformation and soundness and have strong bone without losing quality; they may have more noble head than a show horse. A hunter should be able to carry its rider for a full days hunting over a variety of terrain. They should exhibit boldness, be tractable, free moving and balanced. Hunter should work calmly and obediently without displaying over exuberance, but still be happy and eager in their work. Horse/Pony: Must be presented as per their breed standard. Rider: Preferably tweed jacket although plain navy or black fabric are acceptable. Tweed can be blue, green or brown mix; the colour chosen should go well with the mount. The shirt with collar should tone with the jacket and a plain or discreetly patterned tie or stock. Jodhpurs or breeches should be fawn or beige. Gloves should be plain and match the rider’s boots. Clothing should fit well and be comfortable to
ride in. ALL riders to wear an approved safety helmet, for both sections, which may be covered in plain velvet in dark colour to match the jacket. Riders under 18 years of age are permitted to wear long boots or gaiters.

All competitors must have a strapper. The strapper must be wearing covered shoes and a white coat. The competitor must ride the flat workout from memory. A copy of the flat workout will be available in the armband office the day before the competition. Gear: Saddlery should be clean, neat and well fitting but may be more workmanlike than for a ridden show class. Bridle must have a simple snaffle bit and plain brow band (no coloured or fancy brow bands). A dressage/show saddle, or an all purpose or jumping saddle may be used. Change of saddlery between sections is not allowed. Bandages/boots and running martingales to be removed before the flat work phase. 17.1 Exhibitor Accepts The lodgement of an Application of Entry form shall be
deemed to be acknowledgment by the Exhibitor of his or her agreement that the Society shall be under no liability for:
17.1.1 No Liability for animals or birds The loss, injury or death of any animal or birds exhibited,
or any other animal or birds, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever.
17.1.2 No Liability for property Any loss or damage occasioned to or by any property
exhibited, or any other property, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever.
17.1.3 No Liability for injury to, or the death of, Exhibitor or general public
Any injury to, or the death of, the Exhibitor or any other Exhibitor, or any member of the general public, whether caused by, or attributable to, the negligence of the Society, or of its servants or Agent, or otherwise howsoever.
17.1.4 No Liability for contracting any disease or sufferinganimals or birds
AnylossordamagesufferedbyanyExhibitorasaresultof any disease contracted or suffered by any animals(including birds) after, or as a consequence of any animal Exhibits, or their progeny, being brought onto the Showground.
17.2 No Liability for Livestock Sales The Society and the Auctioneers of Royal Show Livestock
Sales shall be under no liability to any Owner or purchaser of livestock (whether exhibited or otherwise) entered for sale or sold at any Royal Show Livestock Sale.
17.2.1 No Liability for livestock auctioned In respect of any loss or injury to such livestock; whether
such loss or injury be caused by or be attributable to, the negligenceoftheAuctioneersspecifiedintheRegulationsrelating to the Royal Show Livestock Sales or to the Society or any of its servants or Agents.
17.2.2 No Liability for other livestock, property, Exhibitor or general public
For any injury or damage occasioned to any other livestock or property, or to any other Exhibitor, or to the general public, whether caused by, or attributable to, the negligence oftheAuctioneersspecifiedintheRegulationsrelatingtothe Royal Show Livestock Sales or to the Society or any of its servants or Agents.
17.2.3 NoLiabilityforconsequentiallossandlossofprofits For any loss or damage (including without limitation
consequential loss and loss of profits) suffered by anyOwner or purchaser of livestock as a result of any disease contracted or suffered by any livestock after, or as aconsequence of any livestock being entered for sale, at any Royal Show Livestock Sale.
17.3 Exhibits Sold Privately Where any animal exhibited, or any other exhibit, is sold
privately during the time of the Royal Show the vendor thereof shall indemnify the Society against all liability to the purchaser in respect of any loss, injury, disease or damage to such animal or other exhibit, whether such loss, injury, disease or damage be caused by or attributable to the negligence of the Society or any of its servants or Agents.
17.4 Accidents and Incidents Competitors, Exhibitors and Attendants must report
promptly to the Society all accidents and incidents causing or likely to cause injury to persons or damage to property.
17.5 Trade Practices Act To the extent that any matter relating to entry or remaining
upon the Showground relates to the supply of goods or services by the Society within the meaning of s. 68A of the Trade Practices Act 1974 (Cwlth), the Society’s liability is limited as follows:
(a) in case of goods, the replacement, repair or payment for the replacement or repair of the goods.
(b) in the case of services, the re-supply of the services or the cost of the re-supply of the services.
It shall be in the Society’s absolute discretion as to whether it replaces, repairs or pays for replacement or repair of goods. It shall be further in the Society’s discretion as to whether it re-supplies or pays the cost of re-supply or services.
17.6 Indemnity To the maximum extent permitted by law, each Competitor
and Exhibitor must indemnify and keep indemnified theSocietyanditsofficers,employees,membersandAgentsfrom and, against all actions, claims, demands, losses, damages, costs, expenses and liabilities including without limitation,consequential lossandlossofprofitsforwhichthe Society is or may be become liable in respect of or arising from:
(a) loss, damage or injury to any person in connection with the exhibit or the relevant event;
(b) without limiting sub-regulation (a) loss, damage or injury to any other exhibit or Exhibitor, his or her family, invitees, Agents, or to the property of the Society, or its members, or to the general public, caused or contributed to or by any act or omission of an exhibit of the Exhibitor or by the Exhibitor, his or her family, invitees or Agents; and
(c) without limiting sub-regulation (a) loss, damage or injury to the exhibit, or the Exhibitor, his or her family, invitees, or Agents caused or contributed by an act or omission of an exhibit of the Exhibitor or by the transportation, feeding or housing of an exhibit of the Exhibitor.
17.7 Removal of Exhibit Without prejudice to any other provision of these
Regulations, where the Society, its officers, employees,members or Agents remove an exhibit, or causes an exhibit to be removed from the Showground, the exhibit is removed or caused to be removed entirely at the risk of the Exhibitor. The person or persons removing the exhibit will be deemed to be the Agent of the Exhibitor, and his or her acts and omissions will be deemed to be the acts and omissions of the Exhibitor.

Failure to comply may render the Owner(s) / Exhibitor(s) personally liable for any claims that may arise as a result of any incident to which they may have contributed.

The Owner(s) / Exhibitor(s) must:
1. Exercise reasonable care to maintain all premises, fittings and plant in sound condition;
2. Take all reasonable precautions to prevent injury and damage to persons and property;
3. Promptly comply with any request made by the Royal Agricultural Society of WA which it may, at its sole discretion, require of Owner(s) / Exhibitor(s);
4. Give immediate notice:
a) of an incident that may give rise to a claim; or b) if in receipt of advice of a claim;
5. Not make any admission, offer or promise in connection with any claim and must not at any time admit liability;
6. Make themselves aware of, and comply with, the policy conditions including duty of disclosure.

2. THIS INSURANCE ONLY APPLIES TO OWNER(S) / EXHIBITOR(S) ENTERING COMPETITIONS IN ACCORDANCE WITH RASWA’S GENERAL SHOW REGULATIONS AND SECTION CONDITIONS.

1. The object of the Governor’s Cup award is to encourage Exhibitors to compete with the highest quality pedigree breeding exhibits and reward both excellence and consistency throughout the whole range of their exhibits.
2. TheGovernor’sCupisonlyopentobonafideWesternAustralianExhibitors.Government Institutions includingAgriculturalSchoolsand Colleges are eligible to compete.
3. ALLANIMALSARE TO BE ENTIRE e.g. Geldings and spayedmares are not allowed.
4. SectionsandBreedclassesinwhichpointscanbegainedareasfollows with exclusions as stated:
ALPACA: First,SecondandThirdprizewinnersfromallSinglePenclasses,excludingGroupandSpecialclasses.
CATTLE: First,SecondandThirdprizewinnersfromallSinglePenclasses,excludingProgeny,GroupandSpecialclasses.
GOATS: First,SecondandThirdprizewinnersfromallSinglePenclasses,excludingProgenyandGroupclasses.
HORSES: First,SecondandThirdprizewinnersfromallSinglePen classes, excluding Ridden, Group and Specialclasses.
SHEEP: First,SecondandThirdprizewinnersfromallSinglePenclassesandPairs,butexcludingNovice,GroupandSpecialclasses.
5. Alllivestockexhibitsmustbeeither:
(a) BredbytheExhibitor,orowned,leasedorsyndicatedbytheExhibitor for a minimum of six (6) months as at the date of judging and provide proof of the transaction by way of receipts or registration papers.
(b) Exhibited by the original owner under arrangement with the purchaser.
(a) TheExhibitorcanenterallclassesintheirbreedsection,butthe maximum number of classes for which an Exhibitor will gain Governor’s Cup points are from the highest scoring ten (10)SinglePenclasses.
(b) Intheeventofatieforfirstplace,theGovernor’sCupwillbejointly awarded.
7. AnEXHIBITisDEFINED,forthepurposesofthisaward,asfollows:
(a) AsperSinglePenclasses. ANEXHIBITMAYONLYRECEIVEPOINTSONCE.
8. Pointswillbeallottedasfollows: First 4points Second 2points Third 1 point
If an Exhibitor has multiple placing’s within a class then all placing points will be included in the total for that class.
Championships will NOT be included unless the circumstancesbelow apply:

PointswillnotbeallocatedunlessatleastTWO(2)EXHIBITORSparticipate in each class except in the event of the animal going on towinaChampionshiporReserveChampionshipwithcompetition,in which case points scored on the Governor’s Cup scale will be awarded for the original class in which the animal competed.
If an animal has not been awarded any Governor’s Cup points because it faced no competition in its breed or section, but thatanimalgoesontowinanawardwithcompetition,pointsscoredonthe Governor’s Cup scale will be awarded for the original class in which the animal competed.
10. Livestocksectionsshouldaddressameansofpromotingexcellencewithin their respective areas. It will lead to competition across the sections.
11. Declaration onEntryForm:To be eligible for participation in theGovernor’sCupCompetitionyoumusthavesignedtheDeclarationontheentryformtoacknowledgethatyouhavereadalltheRulesandRegulationsgoverning theGovernor’sCupCompetitionandyou agree to abide by them.

All Exhibitors are reminded that it is part of their obligation as Exhibitors at the 2019 Perth Royal Show to parade their animals in the Grand Parade. The Grand Parade is a significant daily event and very popular with the public. It is therefore very important to the Royal Agricultural Society.

There are a few situations that may justify an exemption. NO EXEMPTIONS WILL BE GIVEN OUT ON THE DAY WITHOUT A VETERINARY CERTIFICATE.
Yearlings are automatically exempt, but a form must still be submitted.
Exhibitors will be required to hand in a Grand Parade Pass as they enter the Main Arena for each Grand Parade.
Any horse/pony that is not exhibited in the Grand Parade without an approved exemption, will result in the Exhibitor forfeiting any prize money and being fined $50.00. This fine must be paid before the Exhibitor is permitted to enter in the 2020 Perth Royal Show.
Please ensure a separate form is filled in for each exhibit.
