A Message from the CEO~ Merle Lacert
April is here, seems like we endured such a long winter. We
recently reviewed the results of both our new Provincial & Federal
budgets. Please see the Budget highlights listed on page 8.
The Saskatchewan budget was focused on preserving a balanced
budget, and as such did not contain significant expenditures.
Investments in Health, Long term care, and continued expansion in
Prince Albert’s correctional services were the highlights that will be
delivered to Prince Albert. In addition, holding the line
on education property taxes by significantly reducing mill rates to
offset a 67 per cent increase in property values.
After much work our new website has been deployed, we will
continue to fine tune and add additional content. In the last
newsletter we released the results of our recent survey to members
regarding Prince Albert’s need for a second bridge. We gained
many valuable insights and appreciate the time that many
members spent responding and providing comments. The Prince
Albert Chamber will be releasing another survey to our members
in April, please take the time to respond, and provide us with your
valuable feedback.

and have great anticipation for Summer which should be just
around the corner.

Provincial Budget highlights
Quality of life
- A $131.8 million increase for Regional Health Authorities’ base operating funding for health care staff,
drugs, medical supplies and other operating costs.
- $10 million increase ($70.5 million total) for the Saskatchewan Surgical Initiative to reduce surgical wait
times.
- $4.3 million to establish Collaborative Emergency Centres and improve primary health care.
- $2 million for an innovative home care services pilot for seniors in Regina.
-$350,000 increase to expand Alzheimer’s First Link services.
- Education funding is up $107.5 million (6.7 per cent) to $1.7 billion.
- $76.1 million for Child and Family Services Community Based Organizations.
- $800,000 for women’s shelters across the province, for a new transition house in Melfort and for
existing facilities in Regina and Prince Albert that have already expanded.
- $9.2 million increase for the third year of the federal/provincial Affordable Housing Agreement.
- $264.4 million, a $27 million increase, for municipal revenue sharing.
- $3.5 million for Transit Assistance for the disabled, doubling capital grants for paratransit buses and
expanding the program to more municipalities.
- $73.6 million for gaming agreement grants for First Nations and Métis organizations, a $6.1 million
increase.
-$700,000 increase to enhance and expand the Building Partnerships to Reduce Crime initiative, an
interagency approach to address the root causes of crime in communities.
- $27.4 million, a $3.2 million increase, for the Seniors Income Plan, a $10 per month increase beginning
in July 2013, to a maximum of $25/month to clients living in special care homes.
Infrastructure
- Overall, Government’s capital budget of $847.5 million, an increase of $59.8 million or 7.6 per cent
from last year and the largest capital budget since 2009-10.
- Government is ahead of schedule on the commitment of $2.2 billion in highways and transportation
infrastructure over four years, providing $576 million this year.
- $63.6 million for Economic Corridor projects such as the Regina West Bypass, the Estevan Bypass,
passing lanes on Highway 10 and completion of the Highway 11 twinning initiative.
- $6 million for SaskBuilds preparatory work for P3 opportunities including the Saskatchewan Hospital at
North Battleford, a P3 approach to new school construction and Regina Southeast Bypass infrastructure.
- Health capital investments total $163.9 million, which includes replacement of the Moose Jaw Union
Hospital and long-term care facility funding.
- $25.5 million in post-secondary capital transfers, including $4 million for the Health Sciences facility and
$4 million toward the new Southeast Regional College facility.
- $119.6 million, an increase of $7.2 million, for school capital projects.
Labour Force Development
- $448.6 million to support base operating of Saskatchewan’s universities, and federated and affiliated
colleges, an increase of $9.2 million.
- $149.6 million in operating funding for Saskatchewan’s technical institutes, and $27.6 million in
operating funding for regional colleges.
- $117.4 million in student supports, an increase of $19.6 million or 20 per cent, which includes $63.9
million in refundable and non-refundable tax credits for the Graduate Retention Program, $34.5 million
for the Student Aid Fund, $7.5 million for the Saskatchewan Advantage Scholarship, and $6.5 million to
establish the Saskatchewan Advantage Grant for Education Savings.
- $1.5 million increase for Work Readiness – Employment Development for First Nations and Métis people.
- $3 million to support future recommendations of the Joint Task Force on improving First Nations and
Métis education and employment outcomes.
- $1.5 million increase for the Saskatchewan Apprenticeship and Trade Certification Commission for an
additional 300 training seats in 2013-14, as well as a $119,000 increase for the Apprenticeship Training
Allowance.
Exports and Innovation
- $28 million for Innovation Saskatchewan including $16.4 million for a Cyclotron and $5 million for the
Sylvia Fedoruk Canadian Centre for Nuclear Innovation.
- $198.3 million to fund Crop Insurance, a record budget.
- $3 million for the Global Institute for Food Security.
- Changes to uranium royalty system to encourage new investment and new jobs in the North.
Federal Budget Highlights
Canada Job Grant
Training in Canada is not sufficiently aligned to the skills employers need or to the jobs that are actually
available. This means higher unemployment and slower economic growth than Canadians should
otherwise expect. Matching the needs of employers with the training Canadians are getting is key to
turning this trend around. That’s why the Government is taking bold, innovative steps and introducing the
new Canada Job Grant.
The Canada Job Grant will transform the way Canadians receive training. The Canada Job Grant could
provide $15,000 or more per person to ensure Canadians are getting the skills employers are seeking. Up
to $5,000 will be provided by the federal government, and that amount will be matched by the province/
territory and the employer.
For the first time, the Canada Job Grant will take skills-training choices out of the hands of government
and put them where they belong in the hands of employers and Canadians who want to work. Job seekers
will train at community colleges, career colleges, polytechnics or union training halls, among others. The
Canada Job Grant will benefit hundreds of thousands of Canadians. Current Labour Market Agreements
with the provinces and territories expire in 2014. The Government of Canada will negotiate new
Agreements centred around the Canada Job Grant.
A New Building Canada Plan
The Government is providing long-term, predictable funding for infrastructure through a new Building
Canada plan to build roads, bridges, public transit and other public infrastructure. New investments will
focus on projects that stimulate economic growth, and are designed to capitalize on innovative
approaches, such as public-private partnerships (P3s).
The new Building Canada plan is the largest and longest federal investment in provincial, territorial and
municipal infrastructure projects in Canadian history—over $53 billion in investments, including over $47
billion in new funding over 10 years, starting in 2014–15. This funding will be delivered through three key
funds:
The Community Improvement Fund, consisting of the Gas Tax Fund and the incremental Goods and Services Tax Rebate for Municipalities, will provide over $32 billion to municipalities for projects such as
roads, public transit and recreational facilities, and other community infrastructure. Gas Tax Fund
payments will be indexed at 2 per cent per year starting in 2014–15, with increases to be applied in $100-
million increments.
The new Building Canada Fund will provide $14 billion to support major economic projects of
national, regional and local significance across the country.
The renewed P3 Canada Fund will provide $1.25 billion to continue to support innovative ways to build
infrastructure projects faster and provide better value for Canadian taxpayers through public-private
partnerships.
An additional $6 billion will be provided to provinces, territories and municipalities under current
infrastructure programs in 2014–15 and beyond. In addition, the Government will make significant
investments in First Nations infrastructure and in federal infrastructure assets. Overall federal
infrastructure funding will total $70 billion over 10 years. This will ensure that Canada’s public
infrastructure is world-class and a contributor to job creation, economic growth and productivity for years
to come.
Helping Canadian Businesses Succeed and Create Jobs
The Government is providing $1.4 billion in tax relief for manufacturers and processors through a two-
year extension of the temporary accelerated capital cost allowance for new investment in machinery and
equipment. This tax relief will allow businesses in the manufacturing and processing sector to accelerate
and undertake additional investment in machinery and equipment, making their operations more
efficient.
The Government is also investing:
$225 million to expand and extend the temporary Hiring Credit for Small Business for one year in
recognition of the important role that small businesses play as job creators in the Canadian economy.
$110 million over five years to increase support for small business owners, farmers and fishermen by
increasing the Lifetime Capital Gains Exemption to $800,000 in 2014 and indexing the new limit to
inflation.
$60 million over five years to help outstanding and high-potential incubator and accelerator organizations
expand their services to entrepreneurs so that new companies can start and thrive.
In addition, Economic Action Plan 2013 introduces measures to help the manufacturing sector succeed in
the global economy, providing $920 million over five years to renew the Federal Economic Development
Agency for Southern Ontario, confirming close to $1 billion in stable funding over five years for the
permanent Strategic Aerospace and Defence Initiative, and investing $92 million over two years starting in
2014–15 in continued support for forestry innovation and market development.
Canada’s Economic Action Plan 2013 is an intentional and deliberate low-tax plan to control spending and
keep the Government on track to balance the budget by 2015. In fact, this plan contains the smallest
increase in discretionary spending in nearly 20 years.
“In uncertain global economic times, the most important contribution a government can make to bolster
confidence and growth in a country is to maintain a sound fiscal position, and that’s why balancing the
budget by 2015 is so important,” said Minister Flaherty. “In Canada’s Economic Action Plan 2013, we
remain focused on what matters to Canadians—jobs and economic growth, and ensuring Canada’s
economic advantage today will translate into the long-term prosperity of tomorrow.”
