MANAGEMENT SUMMARY
Our project entailed a network modelling and optimization problem that
assigned courses to classrooms, based on the following criteria:
1. Size 2. Time 3. Professor Preference
Using a course data file and a classroom data file, we wrote a program to
generate a network of nodes and arcs. This network was used as input for
Dr. Barr's modified "optnet" (optimization network) program which deter-
mined the assignments of courses to classrooms. The assignments were made
to minimize costs based on professor preferences. We assigned a cost of
$1 for a professors first choice and a cost of $7 for the second choice,
which we had to assume. Courses taught by "Staff" were assigned higher
costs. See Figure 1.

When Dr. Barr i s "EZNETZ" ran with the network generated from our program.
We found the optimal solution to be 33 first choice and 4 second choice
assignments. One course was sent to central scheduling because
couldnot be assigned. The minimum cost was $179, and the actual network
consisted of 169 nodes and 551 arcs. The assignments made in the solution
were very similar to those previously made by Chris Schmaling, and we
accomplished our goals of assigning the maximum-number of first choices
while minimizing the time spent in the entire assignment process.
BACKGROUND AND DESCRIPTION OF THE PROBLEM
The problem we set out to solve came from the Records Office in the School
of Engineering and Applied Science here at SMIJ. Every semester, Chris
Schmaling manually assignes the engineering courses, from the four depart-
ments fhin the school, to the six classrooms in Caruth Hall (see Figure 2
for example) she receives the semester section (schedule) file updates
(see Figure 3) from each department and makes the assignments on a first-
come-first-serve basis. We first thought the project would be an attempt
to solve an assignment problem minimizing the number of conflicts between
courses that can be taken concurrently. After analyzing the information
Chris gave us, we decided that there was not actually a problem in assigning
the courses to the classrooms. Thus, we decided to run an assignment problem
using a modified "optnet" program that would incorporate professors' first
choices of time, while minimizing costs we had established for the network.
The purpose in undertaking this project was to design a model that would
allow for the maximum number of professors of each department to have an
equal opportunity to teach at their desired times.
ANALYSIS OF THE SITUATION
In our approach to the problem, we realized that the most obvious way to
solve it would be to run an optnet program. After further investigation,
we discovered that there would be difficulties in running the mainframe
optnet program. To begin with, manually generating the network (all possible
match-ups between courses and rooms) would be tedious and time-consuming.
Also, manually inputting the network would be very time-consuming. In
addition, we found that there would-be difficulties in assigning two and
three hour courses in the same room, in succession, since the optnet
program does not guarantee a multi-period assignment to the same room. For

The possibility exists that OPNET might assign CME 3246 to 1oom #1 at 2:00
and Room #1 at 3:00, but Room #3 at 4:00. In reality, :this assignment would
never accur. Thus, we decided to assign them manually.-
In our consultations with Dr. Barr, we decided to use his modified "optnet"
program. Our main task would be to generate a course data file, classroom
data file, and a program that would input these files to generate the net-
work for the assignment proglem. The generated network would then be used
as input for the modified "optnet t' program, which would produce a solution
file with flows on the arcs (ie. the assignments of courses to classrooms).
With this solution file, we would then generate a report displaying:

TECHNICAL DESCRIPTION OF THE MODEL
Using an IBM microprocessor, we developed a Basic program to generate the
network model necessary for solving the problem. The first part of the pro-
gram read the course and room data files. The course data file includes the
course name, section number, course size, day offered, beginning and ending
times, time periods, professor name, cost, upper bound, and lower bound.
The room data file includes all rooms available Monday thru Friday, lower
capacity limits (0), upper capacity limits, day available, and time available.
The main part of the program was simply a for-next loop that contained 7
subroutines. These subroutines made comparisons between the two data files
according to size, time, and day. When a match occurred, the course name,
room number, cost and upper and lower bounds were printed to an output
file. See Appendix B.
The output file contained all source to course arcs, all course to room
matches, all room to sink arcs, a sink to source arc, with respective costs
and upper and lower bounds. In the event that a course could not be assigned
to a room, we provided a "central" node to receive it. The arcs to this
"central" node had high costs and high upper bounds associated with them. In
reality, the courses assigned to this "central" node would be sent to central
scheduling in the Perkins Administration Building for assignment. See
Appendix A for listings of the course data file, room data file, and programs
with documentation.
The course and room data were real data available from the schedule file updates
for the FALL '86 semester. However, we simplified the model by omitting TAGER
courses and labs. In addition to these modifications, we also allowed a
tolerance of +5 on the upper capacity limits of the rooms.
ANALYSIS
Following the execution of Dr. Barr's Program, an onput file (or solution)
file of "EZNET2" was generated. Dr. Barr's program also provided an on
screen output that informed the user of the number of nodes read, the
number of arcs read, and the total cost. The ending segment of the screen
output was as follows:

Problem read 169 nodes and 549 arcs total cost 179.
In order to view the solution to the problem, the user had to type the name
of the output file. This command would essentially allow the user to either
view the solution on the screen or on hard copy. Dr. Barr's output solution
contained the same data as the generated network as well as flow of "0" or
"1". See Appendix C. A flow of "0" indicated that no assignment of course
to room was made, while a flow of "1" indicated an assignment was made.
In order to condense the information for the 9-page output file, we ran a
program to print only those courses that were assigned. This program used
as input the output file from EZNETZ and the original course data file.
Courses with positive flow were compared to the course data file, in order
to determine the courses t corresponding professor. When the courses were
determined to be identical, the program printed the course name, the :assied
room from the output file, and the professor's name from the course data
file.
For the sake of comparison, we randomly chose a few course to examine our
findings with the actual assignments Chris Schmaling made. Below are the
comparisons we made:

I From our observation for this small sample, we see that our solution to the assignment problem was relatively similar to Chris Schmaling's assignments.
We even had courses that had to be sent to Central scheduling, as she has the
same problem.
CONCLUSIONS AND CRITIQUE
In order to make the assignment of courses to rooms, with equal opportunity
for professors to receive their choice of time, we designed a computer program
to generate a network consisting or nodes and arcs. The nodes represented
actual courses, while the arcs represented the possibility that a certain
course could be assigned to a certain room at a given time. This network was
used as input for a modified "optnet" program, called "EZNETZ", that optimized
the network at a miminum cost and made the assignments.
In recognizing the limitations that we did not include a majority of engineering
labs in our model, we kept track of all rooms that had no assignments.
See Appendix D. This file of rooms was created while our program generated
the network. This file is useful to Chris Schmaling in that it can be used
to make possible assignments for those labs left out of the model.
Our optimum solution at a cost of $179, consisted of assigning 33 first
choices and 5 second choices. There were only 2 courses that were not
assigned, and therefore, had to be sent to Central Scheduling. See Appendix
E for final report. In view of these results, we conclude that our programs
were very efficient in assigning the maximum number of first choices and in
minimizing the time spent in the task.
