AGENDA ITEM No. I TO CONFIRM THE MINUTES OF THE 17TH MEETING OF THE GOVERNING COUNCIL OF DITE HELD ON 16TH NOV. 2016 1.1 Minutes of the 17th meeting of the Governing Council held on 16th
November,2016 (Copy enclosed at page no 2 to 6) were circulated to all the
members and no objection / suggestion are received.

AGENDA ITEM NO. 2
TO REVIEW THE ACTION TAKEN ON THE MINUTES OF THE 17TH MEETING OF THE GOVERNING COUNCIL OF DITE HELD ON 16THNOVEMBER 2016
2.1 DITE is in regular contact with the alumni who intend to get their association
registered with the Office of the Registrar of Societies first and in this direction
necessary supporting documents have been provided by DITE. The alumni have
informed that the meet will be organized soon.
2.2 The proposal for entering on MOU with Badli Industrial Area Association has been
sent to DTTE and the Competent Authority has since approved it. The formal MOU
will be signed shortly.
2.3 D.O. letter from the desk of Chairman – DITE was sent to TBRL, DRDO for entering a
MOU for fabrication of aero dynamic sleds on regular basis and one round of
discussion has taken place and it is being pursued with DRDO. Meanwhile DITE has
participated in two tenders of TBRL and one tender for manufacturing of gallows has
been awarded to DITE.
2.4 The Recruitment Rules for various cadres including the approved proposal for Cadre
restructuring was displayed on DITE website for inviting comments from various
stakeholders and a separate agenda has been kept for notification of these RR’s.
2.5 The proposal for engagement of DITE retires on contractual basis has been sent to
Finance Department, GNCTD for approval.
2.6 The proposal for outsourcing of Security Services at DITE, Campus - I have been sent
to the Administrative Reforms Department (ARD), GNCTD.
2.7 The software for preparation of salary and statutory payments has been provisionally
acquired and is under testing. The codal formalities will be completed once the
satisfactory feedback is received from the Accounts Section of DITE.
2.8 Review meeting for ongoing renovation work has been called under the
Chairmanship of Director (TTE) / Chairman – DITE on 24th January ,2017 and 28th
July,2017.

STATUS REPORT
HR DEPARTMENT
3.1 There are total 238 sanctioned posts out of which 136 are presently filled. Two
employees of DITE are on deputation with DSIIDC and the post of Director-cum-
Principal is filled in diverted capacity from DTU. There is a severe shortage of staff in
DITE and therefore soon after the notifications of RR’s the process of filling these
posts in different cadres will commence. The status of incumbency and vacant posts
is placed at Annexure -I (Page No. 38 to 40)
3.2 11 employees are retiring during the year 2017-18 and an amount of Rs.170.00lakhs
will be required for their terminal benefits
3.3 The renovation work of both the Campuses of DITE through DSIIDC is undergoing
and the library, seminar and drawing halls at Campus – I is near completion and
similarly sports facilities are also near completion at Campus – II of DITE. The CCTV
and LAN system has become operational in DITE.
3.4 Secretary (TTE) visited DITE on 3rd March, 2017 for inaugural of Chemistry Lab and
award function for students and employees.
INDUSTRIAL RESEARCH DEPARTMENT
3.5 Participated in two tender’s inquiries under TBRL and one work amounting to Rs.
12.00 lakhs for manufacturing of Gallows has been awarded. On the request of
Confederation of Indian Industry (CII), a national level skill competition has been
organized.
PURCHASE DEPARTMENT
3.6 The e-tenders for Applied Physics Labs, Repair of CNC and Conventional Machines,
Internet of Things (IOTs) Lab, Panel for supply of library books, Retrofitting of Deckle
CNC machines, Repair of work benches etc. have been published and the process of
evaluation of technical bids is undergoing.
3.7 Equipment for welding lab has been procured and the process of setting up of
welding lab is undergoing.
DITE SCHOOL OF SKILL DEVELOPMENT
3.8 About 100 students have been trained so far during the current financial year and
two years condensed course in Tool & Die Making which was conducted from DITE
Campus – I hitherto is also being extended to DITE Campus – II to optimize the
recently required conventional machines.
3.9 The MOU with M/s. Tech Mahindra was extended initially up to June, 2017 and the
same is likely to be renewed for the full year based on DITE performance.
3.10 Once the Centre of Excellence with the help of DIAKIN Air Conditioning India Limited
is ready probably by 2nd or 3rdweekof August,2017, it is proposed to introduce a
Certificate Courses in Refrigeration and Air Conditioning (RAC)at Campus – II besides
other short term courses in RAC.
3.11 DITE has already written to DTTE for purchase of CNC Turning and Milling Machines
along with necessary software and hardware through the common pool tender to
improve CNC Training at both the campuses at an estimated cost of Rs 150 lakhs.

ACCOUNTS /FINANCE.
3.13 M/s. Rajesh Seema & Associates, Chartered Accountants and Statutory Auditors are
auditing the accounts for the financial year 2016-17 and the Utilization Certificate will
be ready by 31st July, 2017. The term for present Statutory Auditors of DITE is up to
2016-17 and the tender process for engaging the statutory auditor for 2017-18 has
already started.
3.14 DITE has been provided a budget outlay of Rs. 1300 Lakh under GIA (Salary) + (General)
and Rs. 500.00 Lakh under GIA – capital.

4.2 The members of the Governing Council are requested to kindly accord approval for the
Annual Budget of DITE.
AGENDA ITEM NO. 5
5.1 RATIFICATION OFOPENING OF BANK ACCOUNT WITH SBI UNDER VISAKA.
Consequent upon introduction of cashless and on-line fee collection under VISAKA
Scheme and as per the Government directions, DITE has opened a Saving Bank Account
(Khata Plus) with SB Collect Facility with the State Bank of India, Wazirpur Industrial Area,
Delhi. However, on the advice of State Bank of India to have the facility of internet
banking, the above account has been converted into Saving Bank (VISTAAR) with SB
Collect Facility. The account has been shifted to State Bank of India, Bartan Bazar,
Wazirpur Industrial Area, Delhi which is just 50 meters from Gate No. 2 of DITE, Campus
– I.
5.2 The proposal has the approval of Chairman – DITE and is placed before the Governing
Council for kind information and ratification thereof.
5.3 RATIFICATION OF RESOLUTION OF THE SOCIETY OF DITE FOR GST AND OPENING OF
ACCOUNT WITH SBI
For opening the above bank account with State Bank of India and also to get registration
under the newly introduced GST protocol, the resolutions of the society of DITE for GST
and opening an account with SBI were issued with the approval of Chairman – DITE. The
copies of the resolutions are at Annexure – II (Page No. 41 & 42).
5.4 The above proposal has the approval of Chairman – DITE and is placed before the
Governing Council for kind information and ratification.
AGENDA ITEM NO. 6
APPROVAL FOR SHIFTING OF 33 KV OVERHEAD ELECTRICITY CABLE AT WAZIRPUR CAMPUS AT AN ESTIMATED EXPENDITURE OF RS. 174 LAKHS.
6.1 The overhead 33 KV electricity circuit crossing over the sports grounds at DITE Campus –
I, Wazirpur are getting loose over a period of time and is posing big threat to the
students while using the sports facilities. DITE has approached TPDDL, who provided an
estimated expenditure of Rs.184.00 lakhs duly vetted by the designated committee
from TRANSCO, Delhi to underground these circuits. The proposal was also sent to
Department of Power, GNCT of Delhi to seek their opinion and direct to TPDDL for
shifting of the said overhead circuit who in turn advised that ‘’in case of HT/LT lines
passing through Govt. Institution, 100% of the funding would be met by the concerned
department/agency for shifting of the lines as per the approved policy of Government of
NCT of Delhi the concerned department will bear the bill in such cases’’. The proposal
was sent to the Administrative Department who advised to renegotiate the cost with
TPDDL. The Designated Committee of DITE once again negotiated and TPDDL has finally
agreed for an expenditure of Rs.174 lakhs which is the current estimate and is to be paid
in full as advance before they undertake this work. The administrative department has
directed to keep an agenda item in the forthcoming GC meeting, Annexure – III
(Page No. 43 & 44).
6.2 The above proposal was not part of the Capital budget of Rs.500.00 lakh provided to
DITE during 2017-18 and, therefore, a separate proposal for sanctioning and providing
Rs.174.0 lakhs exclusively for this instant work is proposed for sending to Planning /
Finance Department, GNCT of Delhi through DTTE.
6.3 The members of the Governing Council are requested to kindly accord approval for this
proposal.
AGENDA ITEM NO. 7
CREATION OF CORPUS FUND FOR PRODUCTION DEPARTMENT (IRD) TO ENABLE
PARTICIPATION IN COMMERCIAL TENDER ENQUIRIES.
7.1 To augment the revenue generation, the Industrial Research Department of DITE
(Production Department) has started participating in government tenders and especially
those of TBRL, DRDO and recently awarded tender of Rs.12.00 lakh for manufacturing of
Gallows. The tenderer / client normally provides for an advance of 30% as provided in
GFR or for booking of orders 40% of the cost of the tool as advance at the time of
acceptance of work order/job work or component production as per the decision of the
Governing Council w.e.f. 1st Nov, 1990, copy placed at Annexure – IV (Page No. 45
to 50). While applying for these tenders and to compete with private players, there is
normally a margin of about 20% and, therefore, the advance of 30% or 40% is not
sufficient to meet the various costs of raw materials and other hardware etc. There is no
provision either in the grant-in-aid or internal revenue generation to meet the
expenditure for executing the jobs for commercial tender’s/ work orders/job
work/component production.
7.2 Therefore, to increase the activities of Industrial Research Department (Production
Department) for participating in government tenders and to execute the work
orders/job work/component production etc., a proposal for creating a corpus fund of
Rs. 25.0 lakh out of internal revenue generation of 2017-18 to meet the expenditures
for participation in tenders and timely delivery of orders is placed before the Governing
Council. The invoice receipts upon completion of these orders will accrue to this fund
alone and thus it will be recouped from time-to-time.
7.3 The members of the Governing Council are requested to accord approval on the above
proposal.
AGENDA ITEM NO. 8
ACCEPTING PRODUCTION ORDERS ON PARTIAL/FULL OUT SOURCE BASIS.
8.1 Most of the machines in Industrial Research Department i.e. Production Department
are old and obsolete. It will require huge capital infusion to modernise the tool room.
At the same time, DITE has trained technical skilled man-power and a brand image. It
is experienced that many a times, DITE receives orders for manufacturing tools & dies
and such orders are normally not accepted by the department since the complete set /
appropriate size of modern tool room machines are not available. While normally 40%
to 60% of certain processes of machining work of such orders could have completed
utilizing the available highly trained manpower with the existing machines and the
balance process could be outsourced from open market and thereby successful and
timely delivery of the order under the brand DITE.
8.2 An internal Technical Committee with representation of Accounts Functionary of DITE
will assess such jobs / orders etc. for ascertaining the extent of outsourcing required
from open market. While every scheme can have pitfall yet the proposal is placed
before the Governing Council for accepting such production orders on partial / full
outsource basis to augment revenue generation, consultancy activities of DITE and to
optimize the manpower and machine usage.

9.2 The Trainers will be required for these courses and DITE doesn’t intend to create
permanent establishment and overhead expenses. The Governing council of DITE in its
14th meeting held on 17th July 2015 approved the proposal to hire trainers and run this
vertical on net income generation model.
9.3 The panel of trainers will be selected through advertisement containing TOR, competency
with respect to Qualification, Industry experience, training/ teaching experience and
performance in interview to be evaluated by an approved selection committee. The
retirees of DITE may also apply for the above outsourced trainers. The trainers will be
called as and when appropriate group size of trainees is formed.
9.4 The remuneration of the trainer will be 40-50 % of the fee collected for the batch of
minimum 10-15 participants for which the trainer will conduct & finish the training of the
batch with third party evaluations and feedback. This remuneration may vary as the
course fees are variable and may be decided by a designated committee consisting of
Account Functionary of DITE as one of the member and to be vetted by the Finance
Committee of DITE.
9.5 The members of the Governing Council are requested to approve this proposal initially
for one year and the continuation of the approval will be subject to appraisal thereafter.
AGENDA ITEM NO. 10
MEMORANDUM OF ASSOCIATION WITH:
M/S BADLI INDUSTRIAL ASSOCIATION, DELHI.
10.1 DITE intends to improve the industry-academia interface and has approached Badli
Industrial Association, Delhi, both for placement, internship, project work for the
students of DITE in various industries situated in Badli Industrial Area, Delhi. The
association requested to take up their real time projects for development and
consultancy from DITE. The Association is also planning to set up a tool room and DITE
will extend consultancy on payment basis. The Secretary, TTE has approved the draft
MOU and the copy of draft MOU is placed at Annexure - V (Page no. 51 to 54)
10.2 The members of the Governing Council are requested to accord approval for entering
the MOU with M/s. Badli Industrial Association, Delhi.
M/S DIAKIN INDIA AIR CONDITIONING PVT. LTD.
10.3 DITE was keen to open a “Centre of Excellence” in Refrigeration and Air Conditioning
both for meeting the syllabus requirements of long term Diploma, Degree students and
also to start a Certificate Course in Refrigeration and Air Conditioning (RAC) on the
pattern of YMCA University, Government of Haryana, Faridabad besides, starting Skill
Development Courses. M/s. DIAKIN India Air Conditioning Pvt. Ltd. has agreed to
provide latest training equipments along with training of DITE staff. In this regard, the
equipments have already arrived in DITE, Campus – II, Okhla, New Delhi and the COE
is likely to be operational by the end of August, 2017. The draft MOU is places at
Annexure - VI (Page no. 55 to 62)
10.4 The members of the Governing Council are requested to accord approval for entering
MOU with M/s. DIAKIN India Air Conditioning Pvt. Ltd.

NBA ACCREDITATION FOR B. TECH [TOOL ENGINEERING] AND DIPLOMA [TOOL & DIE
MAKING].
11.1 DITE has applied to AICTE in the month of February, 2017 for permission to start a new
course of B. Tech. (Mechanical Engineering) but AICTE has regretted the proposal
stating that DITE is not having a valid accreditation as on 10th April, 2017 being the
eligibility date. It is submitted that the four years Diploma in Tool & Die Making course
was accredited with NBA in year 2012 valid up to 14th March, 2017, copy placed at
Annexure - VII (Page no. 63 to 64). Now DITE intends to accredit this Diploma
Course as well as B. Tech. Tool Engineering.
11.2 The Accreditation of these programme is proposed through NBA (National Board of
Accreditation) and the accreditation registration fee etc. will cost around Rs.8.0 lakhs
plus taxes and other misc. expenditure of Rs.2.0 lakh for hiring a consultant for
documentation etc., if required. A provision of Rs.10.00 lakh has been kept in DITE
budget 2017-18 placed at Agenda Item No. 4.
11.3 Therefore, the members of the Governing Council are requested to accord approval for
the proposal of accreditation of DITE courses from NBA.
AGENDA ITEM NO. 12
PAYMENT OF HONORARIUM TO INDUSTRY/ACADEMIC EXPERTS FOR
LECTURES/SEMINAR/COMMITTES REPRESENTATIVES /SETTING UP LABS ESPECIALLY
WHERE INHOUSE DOMAIN KNOWLEDGE IS NOT AVAILABLE INDITE.
12.1 The budget outcome 2017-18 has provided targets to DITE interalia conducting of
seminars, conferences etc. Therefore, to improve the training quality, experts from
industry and academia are required both for conducting seminars/lecturers and also to
finalize specifications for various Labs and representations from other organizations in
various committees.
12.2 The guest faculty at the level of Professor is paid @ Rs.2000/- per hour as per the
approval of Government. Since the above lecturers, seminars, preparation of
specifications for various lab / workshop equipments may entail presence of these
experts for more than an hour and, therefore, an honorarium @ Rs. 3,000/- (Rupees
three thousand per day) for such experts is proposed.
12.3 The members of the Governing Council are requested to accord approval for the above
proposal.

ADOPTION OF DTTE OFFICE ORDER NO F.161/18/PT.TIME FACULTY/DDTE/2014/127-
135 DATED 21-02-2017 FOR ENGAGING PART TIME FACULTY/NON TEACHING/LAB
STAFF IN DIPLOMA AND DEGREE LEVEL INSTITUIONS.IN DITE
13.1 DITE has adopted the scheme for engagement of part time services for teaching and
non-teaching posts as per office order of DTTE vide No. F.161/128/PT.TIME
FACULTY/DTTE/2014/3062-3072 DATED 22/12/2015, with the approval of the
Governing Council of DITE in its 16th meeting held on 13th May, 2016.
13.2 Since DTTE has issued another Office Order no. F.161/18/PT.TIME
FACULTY/DDTE/2014/127-135 DATED 21-02-2017, copy placed at Annexure –VIII
(Page no. 65) for engaging part time faculty / non-teaching/lab staff in Diploma and
Degree Level Institutions and to clarify equivalent posts for payment of proposed rates
per day and this office order is proposed for adoption in DITE. DITE has a severe
shortage of administrative staff and therefore, the vacant posts of LDC/Steno –Typist is
proposed for engagement @ Rs. 750/- per day through advertisement.
13.3 The members of the Governing Council are requested to accord approval for the
proposal.
AGENDA ITEM NO. 14
(A) NOTIFICATION OFRECRUITMENT RULES FOR FACULTY POSTS (CADRE ‘Z’);
14.1 The Recruitment Rules (RRs) for Cadre ‘Z’ posts viz. Lecturer(Engineering &
Technology) [Diploma Courses], Assistant Professor (Engineering & Technology) &
(Humanity and Sciences) , Associate Professor (Engineering & Technology) , Training &
Placement officer (Associate Professor Level), Librarian and Professor (Engineering &
Technology) were granted in principle approval by the Governing Council in its 17th
meeting held on 16th November, 2016 and directed to send the proposal to
administrative department for approval. The Director, TTE has approved to put a
notification on DITE website and notice board for inviting comments from the
stakeholders in the light of DOPT guidelines.
14.2 Accordingly, these Recruitment Rules were placed on DITE website for inviting
comments of the stakeholders for 30 days beginning 18th May, 2017, copy placed at
Annexure - IX (Page no. 66). No comments / objections whatsoever were
received during the stipulated period.
14.3 There is severe shortage of faulty both at Diploma, Degree, PG level and the quality of
training is getting affected and, therefore, it is imperative that the RRs may be
approved for notification. The RRs have provision of direct recruitment / deputation
so that the process of recruitment may commence at the earliest.
14.4 The members of the Governing Council are, therefore, requested to kindly accord
approval for notification of these RRs and authorise the Chairman – DITE for issuance
of the notification.
(B) NOTIFICATION OF RECRUITMENT RULES FOR CARDE ‘X ‘& CADRE ‘Y ‘POSTS
14.5 The Recruitment Rules for the posts of Cadre ‘X’ and Cadre ‘Y’ were accorded, in
principle approval by the Governing Council in its 17th meeting held on 16th November,
2016 and directed to send the proposal to administrative department for approval. The
Director, TTE has approved to put a notification on DITE website and notice board for
inviting comments from the stakeholders in the light of DOPT guidelines.
14.6 Accordingly, these Recruitment Rules were placed on DITE website for inviting
comments of the stakeholders for 30 days beginning 8th June, 2017, copy placed at
Annexure - X (Page no. 67). No comments / objections whatsoever were received
during the stipulated period.
14.7 There is severe shortage of staff in DITE and the work flow is getting hampered at most
of the levels, therefore, it is imperative that the RRs may be approved for notification
so that the process of recruitment may commence.
14.8 The members of the Governing Council are, therefore, requested to kindly accord
approval for notification of these RRs and authorise the Chairman – DITE for issuance of
the notification.
(C) NOTIFICATION OF REDESIGNATION AND CADRE REVIEW PROPOSAL
14.9 The cadre review, re-designation and restructuring proposal was also approved by the
Governing Council of DITE in its 14th meeting held on 17th July, 2015 for cadre ‘X’ and
Cadre ‘Y’ employees of DITE. The Director, TTE has approved to put the notification on
the website of DITE and notice board for inviting comments from the stakeholders.
14.10 Accordingly, the proposal was placed on DITE website for inviting comments of the
stakeholders for 30 days beginning 18th May, 2017 Annexure - XI (Page no. 68).
One representation was received regarding correcting the earlier pay scale of the
posts in Cadre ‘Y’ which is an inadvertent typographical mistake and is corrected and
other four representations received didn't have merit. The re-designation proposal
will not only bring parity in different cadres but will also boost employee’s morale.
14.11 The members of the Governing Council are, therefore, requested to kindly accord
approval for notification of the proposal of re-designation and cadre review and
authorise the Chairman – DITE for issuance of the notification.
AGENDA ITEM NO. 15
PURCHASE OF STAFF CAR AGAINST CONDEMNED AND DISPOSED VEHICLE.
15.1 The Ambassador staff car bearing no. DL-8C 8092 was condemned and disposed
following due codal formalities. The other vehicle staff car no. DL-3CAJ-6950 is more
than 10 years old and has completed more than 1.5 lakh kilometers. Its doors and
body have almost rusted and the vehicle requires extensive repairs which is not
economical as it is fit for condemnation as per rules. Frequent travelling is required
to visit both the campuses of DITE and different government departments including
Chairman office. There is a dire need of purchasing the staff car viz. Swift
Desire(Petrol) or equivalent available at GeM or DSG&D rates. A budget provision of
Rs.6.0 lakh has been kept in FY 2017-18.
15.2 The members of the Governing Council are requested to kindly accord approval for
purchase of one staff car.
AGENDA ITEM NO. 16
TWO LAND LINE /INTERNET BROADBAND CONNECTION FROM PRIVATE SERVICE
PROVIDERS IN EACH CAMPUS AGAINST SURRENDER OF EXISTING LINES.
16.1 The LAN facility has become operational at both the campuses of DITE and the PRI line
and broadband internet connection from MTNL largely remains down. Complaints,
letters to the General Manager, Executive Director, MTNL, copy placed at Annexure -
XII (Page No.69 to 74) and personal request at the highest level could not solve the
problem and it severely affects the functioning of the organization as the admission
process, payment of fees etc. is all online. The students are not able to work in the labs
and also at the time of placement the online tests could not be conducted at times due
to internet failure.
16.2 Some of the other departments both at state and central level have also telephone /
internet facilities from private service providers, copy placed at Annexure - XIII
(Page no.75) the internet service from private service provider is not only economical
but reliable too. The equal number of telephone connections will be surrendered for
economy.
16.3 Therefore, the members of the Governing Council are requested to accord approval for
the proposal in the interest of students.
AGENDA ITEM NO. 17
ENGAGING OF TRAINEES IN PRODUCTION AND ADMINISTRATION SECTIONS UNDER
THE PROVISIONS OF INDIAN APPRENTICESHIP ACT 1961.
17.1 The Governing Council of erstwhile TRTC has approved engaging of pass out trainees
of four-year diploma course in tool and die making and also pass out students of
short term courses and ITI pass candidates as apprenticeship trainees. DITE has an
industrial license and there is an obligation to engage trainees. DITE proposes to
engage six trainees as apprentices both in production, computers labs and
administration sections. The minimum rate of stipend per month payable to trained
apprentices asper Gazette Notification No. GSR 680(E) copy placed at Annexure -
XIV (Page no 76), is 70% of the minimum wage of semi-skilled worker notified by
the respective state or union territory during the first year and 80% and 90% of such
minimum wages during 2nd and 3rdyear respectively. Since there is a severe staff
shortage in DITE and therefore, it will also help in performing day-to-day activities in
DITE.
17.2 The members of the Governing Council are requested to kindly approve the proposal.
AGENDA ITEM NO. 18
GRANT OF CARETAKING ALLOWANCE TO EMPLOYEES DEPLOYED AS CARE- TAKERS
IN BOTH THE CAMPUSES.
18.1 With effect from 20.06.1999 there will be no separate cadre of caretaker anywhere in
the Government and the staff may be deployed from the existing cadres on part time
basis with caretaking allowance. The floor area of DITE is 7455 sq. meters and 8636
sq. meters at Campus – I and Campus – II respectively. One official in each campus
from different cadres are deployed as Caretakers. The existing caretaking allowance
was governed under OM No. 7(21)/2008/E IIIA dated 22.09.2008. However, the
Government vide its OM No. 12.3/2016-E-III)/(A) dated 20th July, 2017 effective from
1st July, 2017 provides abolishing of existing caretaking allowance interalia various
other allowances and subsume it as ‘’extra work allowance’’ which is payable at a
uniform rate of 2% of the basic pay per month and an employee shall receive this
allowance for a maximum period of one year and there should be minimum gap of one
year before the same employee is deployed as similar duty again, copy placed at
Annexure - XV (Page no.77),
18.2 Therefore, the members of the Governing Council are requested to kindly approve
proposal of payment of caretaking allowance for total two employees i.e. one for each
campus of DITE.
AGENDA ITEM NO. 19
RELAXING THE EXISTING CEILING FOR MEDICAL REIMBURSEMENT IN CASE OF
CRITICAL ILLNESSES WHERE TREATMENT IS FROM DGEHS EMPANELLED HOSPITALS
AND FOR ACCIDENTAL CASES
19.1 The Governing Council of DITE in its 13th meeting held on 23rd February, 2015 approved
on the persistent demand of employees for continuation of DGEH Scheme for the
employees and accorded approval for continuation of the existing DGEH Scheme for
working and those retired after the date of adoption of DGEH Scheme subject to
deposit of the requisite subscription as per the DGEH Scheme with a rider that the OPD
bills for the retirees will not be borne by DITE. To contain the expenditure on account
of annual reimbursement of claim (within overall 1% of the GIA for salary), the
individual annual medical reimbursement will be restricted as follows: -
(a) Group ‘A’ officers : Rs.1.0 lakh
(b) Group ‘B’ and ‘C’ officers : Rs. 50,000/-
19.2 Thereafter, in the 16th meeting of the Governing Council of DITE held on 13th May,
2016, taking into the inflationary condition and the demand of the employees of DITE,
it was decided to enhance the ceiling for the reimbursement of medical claims by 25%
w.e.f. 1stApril, 2016 onwards (within overall 1% of the GIA for salary). The revised
annual ceiling of reimbursement of medical claim will be as follows:
(a) Group ‘A’ officers : Rs.1.25 lakh
(b) Group ‘B’ and ‘C’ officers : Rs. 62,500/-
19.3 The average age of the employees is more than 50 years and it is proposed that for
critical illness viz. by-pass surgery, cardio cases, stents, kidney transplant, cancer
treatment, TB, major neuro cases etc. which requires hospitalization/ Indoor
Treatment, the actual eligible bills may be considered for reimbursement in case
treatment is from government hospitals or DGEHS empaneled hospitals and similarly
extended for accidental and death cases. Additionally, similar cases of above stated
chronic diseases requiring hospitalization may also be considered for reimbursement to
mitigate the hardship faced by these employees from the inception of ceiling for
medical reimbursement i.e. from the year 2014-15. The one-time additional financial
implication for such cases may be around Rs.7 -8 lakh that will be met out from internal
revenue generation that is on increase.
19.4 The members of the Governing Council are requested to sympathetically consider the
above proposal and accord approval please.
AGENDA ITEM NO. 20
(A) ADOPTION OF FUNDAMENTAL RULES, SUPPLEMENTARY RULES, CCS (LEAVE) RULES
1972, CCS (CONDUCT) RULES 1964, GFR (2017) IN TOTO.
20.1 DITE is a grantee institution and GFR - 2017 Rule 230 (12) (1) states that ''all grantee
institutions which receives more than 50% of their recurring expenditure in the form of
GIA, should ordinary formulate terms and conditions of their employees which are by
and large not higher than those applicable to similar cadres of employees in Central
Government ''and also DITE is following the pay scale structure /allowances exactly as
being followed in the GNCT of Delhi for similar cadres. To have uniformity, ease of
administration and to avoid any probable litigation the Fundamental Rules,
Supplementary Rules, CCS (Leave) Rules 1972, CCS (Conduct) Rules, 1964, GFR (2017),
other similar Government Rules and as amended from time to time be adopted for the
employees of DITE in toto.
20.2 The members of the Governing Council are requested to kindly approve the proposal.
(B) DECISIONS OF THE GOVERNING COUNCILS OF ERSTWHILE ENTITIES OF TRTC & HTVTC
NOT CONFIRMING TO THE FR, SR, GFR, CCS(LEAVE)RULES, CCS (CONDUCT RULES) &
OTHER GOVERNMENT RULES WILL NOT BE BINDING ON DITE.
20.3 Some of the decisions of the Governing Council of erstwhile entities especially of TRTC
are not confirming to the aforesaid rules viz: FR, SR, CCS (Leave) Rules etc. While at
some given point of time they were extended but only mutatis mutandis. In an instant
example, the employees including officers and administrative staff were allowed
encashment of earned leave of 15 days every year during service in the name of
creating more man-hours and the same were not to be counted at the time of
retirement and thus claiming encashment of maximum 300 earned leaves over and
above the encashment. In some cases, half or quarter day earned leave is granted and
the HAPL were utilised akin to taking a Casual Leave.
20.4 Such decisions are not only creating administrative issues but on examination by the
Finance Department, GNCT of Delhi in the instant matter of earned leave encashment
during service (Other than those permitted under LTC provisions), it was directed that
it doesn't confirm to rules and accordingly the DITE administration has to issue Office
Order. Some retirees keep on putting representation on this issue that unnecessary
burdens the administrative machinery. Therefore, to avoid such issues and probable
litigation, it is proposed that all such decisions of the Governing Council of erstwhile
entities not confirming to the FR, SR, GFR, CCS (Leave) Rules 1972, CCS (Conduct) Rules
as amended from time to time including other Government Rules will not be binding on
DITE.
20.5 The members of the Governing Council are requested to kindly approve the proposal.
(C) CONTINUATION OF PAYMENT OF GRATUITY AS PER PAYMENT OF GRATUITY ACT 1972 AND PAYMENT OF EPF AS PER THE EPF ACT AND MISC. PROVISION ACT 1952 FOR THE EMPLOYEES OF DITE.
20.6 The Governing Council of erstwhile TRTC approved the provision of “Payment of
Gratuity Act, 1972 applicable to the employees w.e.f. 25th April, 1978, copy placed at
Annexure - XVI (Page no. 78), and contribution of CPF/EPF w.e.f. 1st Oct, 1981
copy placed at Annexure - XVII (Page nos.79-80), in accordance with the
Employees Provident Fund and Misc. Provision Act, 1952.Therefore, it is proposed that
both these provisions may continue for the employees of DITE.
20.7 The members of the Governing Council are requested to accord approval.
AGENDA ITEM NO. 21
ENGAGING ONE PART TIME CONSULTANT FOR ESTABLISHMENT &ADMINISTRATIVE
MATTERS AS AND WHEN REQUIRED.
21.1 There is a severe shortage of administrative staff in DITE and for compliances, roaster,
PWD, reservations and other critical establishment issues, it is proposed to engage one-
part time consultant (state or central government retiree of Section officer/ Under
Secretary / Deputy Secretary level) on assignment basis for obtaining advices/ opinion
and preparing such proposals. The consultant will be empaneled through open web
based advertisement and the remuneration will be commensurate to the assignment
that may be decided by a Committee including the account functionary of DITE duly
constituted by the Governing Council.
21.2 The members of the Governing Council are requested to approve the proposal.
AGENDA ITEM NO. 22
ENGAGING A STANDING COUNSEL FOR LEGAL OPINIONS AND HANDLING COURT CASES.
22.1 There are presently four cases left in different courts and one case pertaining to EPF
matters. The erstwhile cases were handled by different advocates hired from time to
time but for the last six years or so Shri Parmanand Pandey, Advocate, is handling few
cases of DITE in different courts including EPF and he has successfully defended these
cases in different courts including Delhi High Court and they were decided in favour of
DITE. Whenever, any proposal is sent for seeking the opinion of Department of Law,
GNCT of Delhi, the same is received with comments that DITE is a society and as per
Transaction of Business Rules, the Law Department provide opinion only on
Government matters. Therefore, for seeking legal opinion and handling various court
cases, vetting of various legal documents, MOU's Shri Parmanand Pandey, Advocate
could be considered as Standing Counsel for DITE. The fee etc. will be paid to him as
prescribed by the Department of Law & Justice, GNCT of Delhi for panelled advocates
including clerical charges.
22.2 The members of the Governing Council are request to kindly approve the proposal.
AGENDA ITEM NO. 23
REPRESENTATION OF DITE EMPLOYEES UNION.
The representation received from DITE Employees Union is placed at Annexure - XVIII
(Page No. 81-82). The point wise description is as below:
(A) DGEH Scheme
23.1 Taking into account the inflationary condition and the demand of the employees of
DITE, the Governing Council of DITE in its 16th meeting held on 13th May, 2016, decided
to enhance the ceiling for the reimbursement of medical claims by 25% w.e.f. 1st April,
2016 onwards (within overall 1% of the GIA for salary). The revised annual ceiling of
reimbursement of medical claim is as follows:
(a) Group ‘A’ officers : Rs.1.25 lakh
(b) Group ‘B’ and ‘C’ officers : Rs. 62,500/-
23.2 However, to consider relaxation for critical illnesses requiring hospitalization, either
from Govt. hospital or DGHS approved hospitals including accidental /death cases a

(B) Up gradation
23.3 The Recruitment Rules for Cadre X, Y & Z have been displayed on the DITE website for
inviting objections from the stakeholders and accordingly the agenda at Sl. No. 14 is
placed for notification.
(C) Workshop Environment
23.4 The renovation work of workshop including roof replacement is almost complete and
wall mounted fans and sufficient no. of new exhaust fans have been provided in both
production and training workshops. Additionally, DSIIDC has been requested to provide
industrial roof turbine ventilators to help expelling the hot air.
AGENDA ITEM NO. 24
PROVIDING MEDICAL FACILITES UNDER DGHS SCHEME FOR THE RETIREES WHO
RETIRED PRIOR TO 2010 I.E. ADOPTION OF DGEHS SCHEME IN DITE
24.1 DGEHS scheme was adopted in DITE from Nov, 2010 with the condition that Govt. of
NCT of Delhi shall not bear any expenditure likely to accrue in this regard and DITE shall
bear all the expenditure. Sh. Subhash Sharma and Sh. Jagpal Bisht who retired from
DITE in the year 2006 prior to adoption of this scheme in DITE represented before
Hon’ble Lt. Governor, Delhi for providing the facilities under DGEHS scheme. The
DGHS has informed DITE vide their letter dated 16.3.2017 ''that as per provision
contained in OM dated 28.07.2010 regarding improvement in DGEHS “The scheme is
kept open ended like CGHS i.e. the eligible Delhi Govt. pensioner may be allowed to
join the DGEHS at any stage and the scheme may be kept open ended to enable the left
over pensioners to avail the medical benefits of the scheme”. Copy placed at

24.2 The Governing Council of DITE in its 13th meeting held on 23rd February 2015 approved
on the persistent demand of employees, for continuation of DGEH Scheme for the
employees of DITE and accorded approval for continuation of the existing DGEH
Scheme for working and those retired after the date of adoption of DGEH Scheme
subject to deposit of the requisite subscription as per the DGEH Scheme with a rider
that the OPD bills for the retirees will not be borne by DITE.
24.3 The proposal was sent to seek advice from the administrative department and it was
directed to place the matter in the Governing Council of DITE with suitable provisions
of budget. As stated at Para 24.2 the Governing Council has already approved that the
OPD bills for the retiree will not be borne by DITE and therefore, this analogy will
extend to such retirees in case the Governing Council deems fit to considered their
cases. The prescribed contribution received from them is remitted to DGHS and bills
for hospitalization are settled by DGHS and apparently there will be no financial
implication on DITE the OPD bills for the retirees are anyway not borne by DITE. There
are around 22 retirees who retired before the implementation of DGHS Scheme in
DITE and the present representation is from 2 retirees. The issue whether the facility is
to be extended to only those who represented now or to all those who approach for
inclusion in this scheme.
24.4 The proposal is submitted for kind perusal of the members of the Governing Council
and appropriate decision and directions.

AS PER DIRECTIONS OF CHAIRMAN (DITE)
APPOINTMENT ON COMPASSIONATE GROUNDS
25.1 Delhi Institute of Tool Engineering came into existence in the year 2007 after the
amalgamation of erstwhile entities of TRTC and HTVTC. No direct recruitments in
these cadres have been done since its inception because the new Recruitment
Rules of DITE are under frame. The employees of erstwhile TRTC are known as
Cadre ‘X’ and the employees of erstwhile HTVTC are given the nomenclature of
cadre ‘Y’ and for B. Tech and other courses, the new cadre ‘Z’ was introduced
where the recruitments were done as per AICTE provisions.
25.2 The draft RRs, cadre review, re designation proposal etc. that were having in
principal approval are now being placed in the forthcoming Governing Council
Meeting to be held on 2nd August,2017 for notification upon display on DITE
website for inviting objections, if any from the stakeholders. The vacant positions
are as per the new cadre review as approved by the Governing Council of DITE. It
may also be noted that the vacant position is existing since no recruitment could
take place since the inception of DITE for these cadres as it was desired that all
new recruitments may be undertaken once the new RR for the amalgamated entity
are in place.
25.3 However, based on the above facts the vacancy position specially falling in 5%
criteria on compassionate appointment in group C & D posts have been arrived
and are placed at Annexure XIX Page 84.
25.4 DITE has a designated committee for recommendations of cases for appointment
on compassionate grounds and the copy of the order is placed at C/22. During the
current vacancy year i.e. from Jan, 2017 onwards three employees have
unfortunately expired in DITE, the details is given hereunder:

25.5 The application of Smt. Savita Jindal, w/o Late Radhey Shyam Jindal, received in
DITE on 20th March, 2017 has been referred to the designated committee. The
application of Ms Ankita, D/o Late Subhash, received in DITE on 28th March, 2017
has been referred to the designated committee. The application of Sh. Ashwani
Kumar, S/o Late Sushil Kumar, received in DITE on 21st July March, 2017 has been
referred to the designated committee. In view of the directions received from the
administrative department to immediately send the proposal of Smt. Savita Jindal
W/o Late R.S. Jindal, it became imperative that the report for other two cases may
also be referred to the designated committee to place a correct picture for right
decision making. As a special case the committee was directed to visit and submit
the report on 31st July, 2017 so that the proposal can be sent as per the directions
received.

25.8 It is pertinent to mention that DITE is a Society registered under Society
Registration Act, 1860 and as per the existing rules and regulations of the DITE
Society 2.
(a) “Society” means the “Delhi Institute of Tool Engineering
“(b) “President” means the President of the Society nominated by the Govt. of NCT
of Delhi under Rule 4.
(c) “Governing Council” means the body which according to Rule 30 shall exercise
to full powers of behalf of the Society.
(d)“Director-cum-Principal” means the Principal Officer appointed by the
Government of NCT of Delhi under the Rule 17(a).
(e) “Secretary” means Secretary appointed under Rule 17 (b). Further rule 30
states a that''. The President may, in writing, delegate such of his powers as he
may consider necessary to the Director-cum-Principal and or Secretary.
The existing registered Memorandum of Association of the Society of DITE under
the Functions and Powers of the Governing Council vide rule 46(XII) Provides “to
create technical, administrative, ministerial and other posts under the institute
other than the post of Director-cum-Principal and to make the appointment there
to and to prescribe for their terms and conditions of appointment, emoluments,
rules and discipline other conditions of their service''.

association.pdf. The earlier three compassionate appointments since inception of
DITE were done as MTS as the RR’s were under draft and bottom most posts were
offered.

25.10 Therefore, the proposal for applications received for appointment on
compassionate ground is placed before the Governing Council to take appropriate
decision.
