We can distinct a couple of phases of the oil spill:

In this case only the states that were affected but not the
whole country had legal jurisdiction.

Direction of the expansion of the oil spill over the
legislative borders could not be predicted and limited.

In extreme cases such as BP oil spill it should have beenthe matter of national government with preventive and
direct legislation acts of the Congress.

After BP oil spill the way toward restoration is still long and difficult. Huge losses interms of profits and jobs have damaged local communities.
After a year and a half from the environmmental disaster, the overall economic situationis still facing difficluties in restarting.
