1. INTRODUCTION Angul Irrigation Division, Angul was established during 1964 for Survey & Investigation and
construction of new Irrigation Projects including their maintenance along with flood control works in
undivided Dhenkanal District under administrative control of Superintending Engineer, Northern
Irrigation Circle, Salapada. At that time construction of Derjang Irrigation Project was in preliminary
stage. Afterwards Dadaraghati and Aunli Irrigation projects were constructed under this Division. In
due course of time the works of the then Ramial Canal Division and Sapua Badajore Irrigation
Division, Satmile were handed over to this Division. Now this Division comprising of five Nos. of
Sub-Division functioning under administrative control of the Superintending Engineer, Angul
Irrigation Circle, Angul and Chief Engineer & Basin Manager, Brahmani Right Basin, Dhenkanal
(now comes under the control of Chief Engineer & Basin Manager, Brahmani Basin, Samal vide
notification no. 15465/ dated 01.07.2016 of DOWR, Govt. of Odisha). (Annexure – A shows the
Jurisdiction Map of Angul Irrigation Division, Angul).
So, there are five existing completed Irrigation Projects namely Derjang Irrigation Project,
Aunli Irrigation Project in Angul District and Ramial Irrigation Project, Dadaraghati Irrigation
Project and Sapua Badjore Irrigation Project in Dhenkanal District under this Division. Derjang,
Ramial, Dadaraghati & Sapua Irrigation Projects are reservoir schemes whereas Aunli Irrigation
Project is a Diversion Weir scheme. Derjang Irrigation Project including 2nd stage has certified
Khariff ayacut of 7392Ha. and Rabi ayacut of 1824 Ha., Aunli Irrigation Project has designed
certified Khariff ayacut of 1746 Ha. & Rabi ayacut of 500 Ha, Ramial Irrigation Project has
designed certified Khariff ayacut of 6128 Ha. and Rabi ayacut of 3200 Ha., Dadaraghati Irrigation
Project has designed certified Khariff ayacut of 4120 Ha. with Rabi ayacut of 1650 Ha. Similarly
Sapua Badjore Irrigation Project has designed certified ayacut area of 2469 Ha. with Rabi ayacut of
350Ha. The Canal systems of Derjang Irrigation Project, Aunli Irrigation Project & Dadaraghati
Irrigation Project have been modernized under O.W.R.C.P. Scheme. Some renovation works in canal
system of Ramial Irrigation Project was taken up with NABARD assistance under RIDF-V. Total 53
Nos. of Pani Panchayat have been formed and functioning successfully in ayacut area of the above
five Nos. of projects.
Besides to Operation & Maintenance of above five nos. of Medium Irrigation Project, this
Division is looking after the flood embankment of river Ramial, Brahmani (upto boarder of
Dhenkanal and Jajpur District) Samakoi, Nadira, Aunli, Kumbharia Nallah, Tikira and Mahanadi
(Athamallik portion i.e. Down Stream of Kiakata Bridge in the Dhenkanal and Angul District. There
are 65.496km of Marginal Flood Embankment, 19.91km of O.A. Embankment, 12.41km of Test

Relief Embankment and 1.54km of Masonry wall on both side of river Ramial, Brahmani, Samakoi
and Mohanadi. The embankments are not continuous but in piece mill basis.
Further, now a days this Division is also collecting Industrial water tax from various
industries set up inside Angul District.

3. WORK AREA
(i) DERJANG IRRIGATION PROJECT
The Derjang Irrigation Project, a reservoir scheme and the first medium irrigation project
of Orissa after India’s independence was started in the year 1960 in the Angul Sub-Division of
undivided Dhenkanal district across the twin rivers Matallia and Lingara, right tributaries of river
Brahmani. The project is situated at latitude 200-51’-0”N and longitude 850-21’-0” E near village
Majhika near Angul town. The dam is 15 km away from Angul town, the district head quarter of
Angul district. It is approachable via NH -55 as wel as Angul- Deogah State Highway.
(Annexure – B shows the Index Map of Derjang Irrigation Project).
The project intercepts a catchments area of 399 Sq. Km. The project was completed
during the year 1977-78. This project has been providing irrigation water to an area of 7392Ha. in
Khariff & 2000 Ha. in Rabi. Derjang dam is a zoned earth fill dam of length 1875m with
maximum height of 27.31m. There are two dykes on both sides of the dam continuous with it.
Lengths of right and left dykes are 1830m and 1220m respectively. Catchment area at dam site is
399.00 Sq.km. The spillway is a masonry gravity type of length 164.63m and with crest level at
RL 144.78m. It has been provided with 6 nos. of radial gates of size 15.545 x 6.096m each. The
spillway is capable of peak discharging capacity of 3502 Cumec. There is one Head Regulator
with one vent (2.43m x1.82m) on left side of the dam with design discharge capacity of 8.33
Cumecs.
The project was chosen to be one of the four pilot projects of Orissa for formation Water
Users Association (WUA). Farmers Organization & Turnover Programme was introduced in
Derjang Irrigation Project during March 1996. The Participatory Irrigation Management (PIM) by
constituting WUA for optimal use of water by involvement of farmers in rehabilitation and
operational stage became successful. For this purpose 17 nos. of Pani Panchayat have been
formed in the command area. One apex Building has been constructed to have day to day
activities of the Apex body with the co-ordination of Pani Panchayat, Agriculture, Irrigation &
Revenue officials.
Derjang Dam was chosen for improvement under Dam Rehabilitation and Improvement
Project (DRIP ) and the Project Tamplet has been approved for Rs. 573.26 Lakh. The SPMU as
well as DSRP recommended for providing basic facilities and remedial measures for the dam
under consideration. General basic facilities which have not been provided so far in the bank like
electrification to the dam area top and spillway, improvement to the existing communication
system and security enhancement by providing barbed wire fencing near toe area, proper temper

free and vandal proof lock and key arrangement and necessary remedial measures. The revised
PST amounting to Rs.573.26 Lakh has been approved by the bank.
The following works were suggested to be taken up under DRIP.
Structural Rehabilitation Measures:
* Flattening of D/S slope of right dyke to 1: 2 slopes with provision of berm.
* Construction of dwarf wall at D/S edge of Dam top.
* Construction of Longitudinal & vertical drain on D/S of dam.
* Approach road to spillway needs improvement.
* Construction of parapet wall in the balance portion of dykes in upstream side.
* Repair to radial gate and other gates including mechanical and electrical installations.
Non Structural Measures:
* Dam Instrumentation.
Basic Facilities Enhancement:
• Improvement to the dam top road.
• Barbed wire fencing.
• Improvement to the dam top road.
• Electrification for dam.
Tender for civil works completed and work is under progress. Estimate for Dam
instrumentation and Electrification for Dam has been submitted to higher authority and tender
will be invited on receipt of sanction estimate.

(ii) AUNLI IRRIGATION PROJECT
Aunli Irrigation Project located in Chhendipada block of Angul district, is a diversion scheme across river Aunli, a tributary of river Tikara which is in turn a tributary to the river Brahmani. The project intercepts a catchment area of 150.22 Sq. Km. The project was completed in all respect in the year 1987-88. But it started giving irrigation in the year 1983-84. The project was designed to irrigate 1746 Ha. of C.C.A. in Khariff only. But now it also irrigates 500 Ha. in Rabi season. The distribution system consists of a main canal of 4.656 Km. length and 8 nos. of minors, sub-minor and distributary of 22.562 Km in length. The main canal is a contour canal, which runs under a hill slope. The ayacut is of sandy soil.
On account of constant irrigation both in Khariff and Rabi season and lack of proper maintenance due to paucity of adequate maintenance grant the canals were in bad shape and tail Enders was suffering. The project was included in SIFT component of OWRCP scheme assisted by World Bank. The productivity after SIFT programme has increased by 26%. The deposits by the farmers in the bank (S.B.I., Kanaloi Branch) have increased from Rs.30.40 lakhs (in 1995-96) to Rs.152.00 lakhs (in 2002-03). The loan disbursed by the bank is Rs.78,53,000/- . Day by Day the Bank transaction has been increased as per development of socio-economical condition of the local people.
The Aunli Irrigation Project was chosen to be one of the four pilot projects of Orissa for formation of Water Users Association (WUA). Farmers Organization and Turnover programme was introduced in this project during the year 1996. The Participatory Irrigation Management (PIM) by forming WUA for optimal use of water by involvement of farmers in rehabilitation and operational stage became successful. For this purpose four nos. of WUAs have been formed in the command area. So, the main purpose of F.O.T. programme to turnover the canal system to Water Users Association to ensure enhanced crop productivity with assured irrigation water supply has been successfully achieved. One Apex body has been formed with construction of Apex building. Implements of Rs.6.00lakhs have been handed over to the Apex body free of cost by the Department of Agriculture, Govt. of Odisha. All the four nos. of WUAs have been provided with Grant-in-Aid towards maintenance of their respective canals and field channels since 2002-03. (iii) DADARAGHATI IRRIGATION PROJECT
The Dadaraghati Irrigation Project is a reservoir scheme across Gambharia nallah near
the village Rangathali under Parjang Block of Kamakhyanagar Sub-Division in the district of
Dhenkanal. The projects intercepts a catchment area of 102 Sq.km. The project comprises of a
solid gravity concrete dam of 240m long and a solid gravity ogee type ungated spillway. It is
irrigating an ayacut of 4120 Ha. in Khariff and 1650 Ha. in Rabi. The ayacut area is irrigated by
two canals on either side. The Left Main Canal off takes from the Right Main Canal at RD. 0.579
Km. Right Main Canal has been extended up to 15.40Km.
F.O.T. scheme has been adopted in this project. WALMI had been entrusted to
motivate the farmers for successful implementation of the scheme. Accordingly 12 nos. of Water
Users Association (WUAs) were formed by July 2002. One Apex Building has been constructed
and agricultural implements amounting to Rs.6.00 lakhs has been provided to the apex body.
Grant-in-Aid has been provided to all Pani Panchayat for O&M of the Minor and Sub-Minor
canal system since 2004-05 to till date. During the year 2008-09 an amount of Rs.4,12,000/- has
been provided to 12 Nos. of Pani Panchayat. Utilisation Certificate has also been submitted to
Water Resources Department from 2004-05 to 2008-09. The activities of Pani Panchayats are
quite satisfactory and achieved the targeted yield given by Agriculture Department. (Annexure –

(iv) RAMIAL IRRIGATION PROJECT Ramial Irrigation Project has been constructed across river Ramial, a left tributary of
river BRAHMANI to supply irrigation water to an ayacut area 6128 Ha. in Kankadahad Block
and Kamakhyanagar Block of Dhenkanal District. Ramial Dam is located at a distance of 2.0Km
North of village Budhibil at Latitude 21 o – 6` - 50`` N & Longitude 85 o – 35` - 59`` East, 26.00
Km North of Kamakhyanagar town in the District of Dhenkanal. This project intercepts a
catchment area of 328 Sq.Km.
The project was taken up for execution during the year 1975-76 under World Bank
assistance. The project construction was completed in March 1990. Before completion Irrigation
was given from the year 1981-82.

This project comprises of a 424.50m long and 28.35m high Rolled Homogenous
Earth-fill dam, 55.50m long ogee spillway fitted with 4 Nos. of Radial gates of size 12m x 6m
and 2 nos. head regulators on either corner of earth dam for two main canals. The Left Main
Canal (L.M.C.) of 22.00Km. long caters irrigation to certified ayacut area of 4473Ha. (3888 Ha.
in Kankadahad block + 585 Ha. in Kamakhyanagar block). The Right Main Canal (R.M.C.) 9.60
Km long caters irrigation to certified ayacut are of 1655 Ha. in Kankadahad block only.
The formation of Pani Panchayat or Water Users Association has been initiated during
the financial year 2003-04. Total 15 Nos. of Pani Panchayats have been formed and the
distributary (small) and minor canals have been successfully handed over to respective Water
Users Association with an ayacut area of 6128 Ha. Grant-in-Aid has been provided to Pani
Panchayats for operation & maintenance of minor canals since 2005-06. The performances of
Pani Panchayats are highly appreciated by higher authorities. (Annexure – E shows the Index

(v) SAPUA BADJORE IRRIGATION PROJECT
The Sapua Badajore Irrigation Project is an integrated Project situated in drought
prone area of Hindol Sub-Division of Dhenkanal District. The project envisages construction of a
dam on Sapua River near village Nahada, a tributary of river Mahanadi and a Barrage at Nuabag
on river Badajore, 7km down stream Badajore dam site. The project was started during the year
1989 & the 1st Phase of Work ( i.e. Sapua Dam in Truncted Manner up to T.B.L. 172.50m,
Nuabag Barrage, Sapua Link Channel and its system, Left Main Canal & Right Main Canal and
their system ) completed in March 2006. Sapua Dam is a homogeneous earth fill dam having
maximum height of 25.50m at deepest bed level and total length is 1210m. The Project has
designed certified ayacut of 2469 Ha in Khariff and 350Ha in Rabi. Total five nos. of Pani

Sapua Dam was chosen for improvement under Dam Rehabilitation and Improvement
Project (DRIP ) and the Project Tamplet has been approved for Rs. 850.00 Lakh. Improvement of
Dam by heightening of Earth Dam to its ultimate design T.B.L.174.00m has already completed.

(vi) FLOOD CONTROL WORKS IN ANGUL DISTIRCT
Angul Irrigation Division is also looking after the flood embankment of river
Samakoi, Nandira, Aunli, Kumbharia Nallah, Tikira and Mahanadi from D/S of Kiakata bridge in
the district of Angul. There are 1.81 Km. of O.A. Embankment & 2.76Km. of T.R. Embankment
and 2.519 Km. of Masonry wall on both sides of river Brahmani, Nandira, Samakoi, Mahanadi
and Kumbharia Nalla. The embankments are not continuous but in piece-mill basis. The Assistant
Engineer, N.W.M.P Sub-Division, Assistant Engineer, Aunli Irrigation Sub-Division and
Assistant Engineer, Dadaraghati Dam Sub-Division are looking after the river training works of
river Bauli, Lingara, Kumbharia Nallah, Tikira & Mahanadi Left pertaining to Angul District.

Angul Irrigation Division is looking after flood embankments of river Brahmani and
its left tributary, Ramial in the districts of Dhenkanal and Angul i.e. erstwhile Dhenkanal district.
This report pertains to Flood Embankments in Dhenkanal District only. There are 65.826Kms. of
Marginal Flood Embankment(M.F.E), 18.102 Kms. of O.A. Embankment (O.A.E) & 11.09Kms.
of T.R. Embankment (T.R.E) on both sides of river Brahmani and Ramial. The embankments are
not continuous but in piece-mill basis. The Flood Sub-Division is located at Kamakhyanagar
having three flood sections i.e. at Kamakhyanagar, Analaberini and Dhenkanal to deal with flood
control works and flood fighting measures pertaining to Dhenkanal District. (Annexure – H
shows the Index Map of Flood Embankments in Dhenkanal District).
